3 Scope of Work:

3.1 Harbor Tugs YT-804,YT-805,YT-806, and YT-807, equipped with JonRie Series 200

Winches and JonRie Series 418 Capstan’s require assistance, training and troubleshooting services from JonRie. The provided YT-802 Class Craft Information books provided minimal information in regards to maintenance and troubleshooting procedures of known issues for both the Capstans and Winches. The noted discrepancies are as follows:

YT-804/805/806 Series 418 Capstans: Degraded with mechanical issues that impede free usage of equipment and degrade rated parameters. Local SRF force is unable to assist in repair due to lack of blueprints/troubleshooting guidelines and testing parameters provided in local Craft Information Book. JonRie assistance required to identify degraded components and provide corrective action recommendations whether it be on scene or parts needed for repair. Additionally, due to lack of PMS requirements training is needed in order to identify degraded components, create APL and implement more effective means of upkeep based off manufacturer recommendations.

YT-804/805 JonRie Series 200 Winch: YT-804’s Winch does not meet RPM parameters of 175 RPM’s nor is it able to heave in at the rated capacity of 12,500 pounds (lbs).

Possible issues could pertain to design, Speed Card or HPU Wiring. Local troubleshooting has found no corrective action nor does the Craft Information Book provide any guidance on troubleshooting procedures or corrective actions for noted discrepancy. SRF has been unable to assist in troubleshooting due to lack of Craft Information Book Blue Prints, guidelines or troubleshooting procedures. Training from a manufacturer subject matter expert is needed to assist, educate and provide oversight for crew in Speed Card installation as well as to aid in identifying common issues, preventative measures and corrective actions that in have or may occur in the event of equipment failure, whether it be electrical or mechanical or otherwise. As these are non-standard Navy equipment and commercial Capstans and Winches, no Navy guidance can be provided to aid in discrepancies noted.
