NOTICE TO OFFFERORS
THIS SOLICITATION IS A BRAND NAME REQUIREMENT TO ORIGINAL MANUFACTURER (OEM),
IDENTIV INC. AUTHORIZED IDENTIV INC. DISTRIBUTORS/RESELLERS ONLY.
1. This solicitation is for the procurement of Hirsch Identiv Security Updates and Maintenance in support of Naval Reserve Center Fargo, ND. It is anticipated that this solicitation will result in a single award/order of a Firm, Fixed-Price Service type contract. Payment will be via WAWF.
2. The entire solicitation shall be filled out, signed, and returned as part of your quote. See block 8 on page 1 of the solicitation for the closing date and time.
3. QUESTIONS: The deadline for submission of questions regarding the solicitation’s terms, conditions, specifications, and/or the Performance Work Statement (PWS) is 5 calendar days prior to the solicitation closing date. All questions regarding this solicitation shall be submitted in writing via email to:

4. EVALUATION: The Government intends to evaluate price, technical, and past performance equally in a best value decision, and therefore reserves the right to award to other than the lowest priced offer.
5. SINGLE AWARD FOR ALL SERVICES: Due to the interrelationship of supplies and or/services to be provided hereunder, the Government reserves the right to make a single award to the quoter whose quote is considered in the best interest of the Government, price, technical, and past performance considered. Therefore, quoters who quote less than the entire effort specified herin may be determined to be unnacceptable.
6. EXCEPTIONS: All quoters MUST note all exceptions from the solicitation’s terms conditions, specifications, and/or the statement of work / performance work statement, if any. It will be assumed that any quote without mention of any exceptions will take no exception from all specifications, terms and conditions, clauses, or provisions within the solicitation.

Performance Work Statement (PWS)
Background:
Naval Facilities (NAVFAC) Anti-terrorism, force protection (ATFP) program installed security measures at all Reserve Centers enterprise wide for property/personnel protection. Due to the number of years without proper maintenance the system has had some degrading effects from lack of software updates, this contract will repair an existing system (Hirsch) to current standards. Technicians must be certified to operate on Identiv Hirsch Velocity software. Server hardware will need to be replaced to handle the software version Hirsch 3.8.5 required to operate the security system properly. A software support agreement for Hirsch/Velocity 3.8.5 will have to be renewed, updates of firmware on up to twelve MX-4 panels with three door actuators (model BPS-24-1) will need to be completed, and after completion trouble shoot system to be sure everything is working properly. Provide a report showing all alarm/access control points working. If repairs are needed outside this scope, provide a report listing those repairs and parts needed. No database migration necessary. Password and user information shall be added to fresh database for current personnel and remove any personnel no longer needing access. Contractor will provide all labor, material and travel to perform the service in accordance with this PWS.

The Contractor shall perform the services under this PWS at:

Submittals: All invoices shall be submitted in Wide Area Workflow to the Point of Contract (POC) listed for review.
2. Products:
All materials and products provided by the Contractor in the performance of this contract shall be first quality materials and work. Products must be manufactured and assembled in the United States of America, that will meet or exceed the manufacturer’s specifications.
3. Quality Control:
The Contractor shall provide Quality Control in all work performed (including deliverables).
4. Execution (General):
1. Contractor will provide a minimum of 5 working days’ notice to Fargo POC before scheduling or preforming any work on site.
2. The Contractor shall clean up after they perform work and shall keep all spaces clean.
3. The Contractor is responsible for inspecting for all hazards at all times, no exceptions.
Stop work and notify the Command Duty Officer (CDO) at site if they find any issues. Notify the CDO immediately if unsafe conditions are present at the worksite.
4. Ensure all workers are wearing the proper PPE for the assigned task.
5. Prevent or minimize pollution at its source as we seek out ways to eliminate or further minimize use of hazardous materials and generation of hazardous waste.
6. Contractor shall dispose of all hazardous waste in accordance with all applicable Federal, state, and local laws and regulations. No disposal of hazardous waste onboard the Fargo NRC installation is allowed.
7. A Safety Data Sheet (SDS) for all hazardous material used on this contract shall be provided to NRC Fargo for review.
8. All Contractor personnel on the project site shall be competent persons and responsible for their own actions. All persons on the project site will have the right to stop work if any unsafe conditions exist.
9. Protection of Government Property: The Contractor shall use every means at his disposal to prevent any damage to government owned property during the execution of his work. If property does become damaged, the Contractor shall notify the Government immediately.

Hirsch/Velocity 3.8.5, Update to Hirsch/Velocity 3.8.5 support agreement (3 years) Update software (1 license) to Hirsch/Velocity 3.8.5 Update any IA updates or patches to support Hirsch/Velocity 3.8.5 System is to be FICAM Ready Provide a report showing all alarm/access control points working. If repairs are needed outside this scope provide a report listing those repairs and parts needed.
Update firmware to up to twelve MX-4 panels with three door actuators (model BPS-
24-1) for Hirsch/Velocity 3.8.5 Current reader models: D-B057, D-B072A, D-B048. Readers shall be updated with firmware as appropriate for use with Hirsch/Velocity 3.8.5. Readers shall not be replaced as they are to remain open architecture.
Contractor will provide all labor, materials, and travel to accomplish this PWS Must be certified to work on Hirsch/Velocity software.
6. Security Requirements:
Access to work sites must be coordinated through the Government Point of Contacts listed in paragraph 7 below. Escorts shall be required for all contractor employees.

8. SURVEILLANCE OF FIRM-FIXED-PRICED SERVICES

b. When performance is at a Government site, the Contractor's representative shall contact the Government representative named above upon arrival at and departure from the work site. If access to a security area is required, continuous escort service for contractor's representative will be provided by the designated Government representative.
c. It is emphasized that only the Contracting Officer has authority to modify the terms of this contract; therefore in no event will any understanding, agreement, modification, change order, or other matter deviating from the terms of the basic contract between the contractor and any other person be effective or binding on the Government. When or if, in the opinion of the contractor, an effort outside of the existing scope of the contract is requested, the Contractor shall promptly notify the Administrative Contracting Officer (ACO) in writing. No action shall be taken by the contractor under such direction until the Contracting Officer or ACO has issued a modification to the contract or has otherwise resolved the issue.

252.232-7006 WIDE AREA WORKFLOW PAYMENT INSTRUCTIONS (JAN 2023)
(a) Definitions. As used in this clause—
“Department of Defense Activity Address Code (DoDAAC)” is a six position code that uniquely identifies a unit, activity, or organization.
“Document type” means the type of payment request or receiving report available for creation in Wide Area WorkFlow (WAWF).
“Local processing office (LPO)” is the office responsible for payment certification when payment certification is done external to the entitlement system.
“Payment request” and “receiving report” are defined in the clause at 252.232-7003, Electronic Submission of Payment Requests and Receiving Reports.
(b) Electronic invoicing. The WAWF system provides the method to electronically process vendor payment requests and receiving reports, as authorized by Defense Federal Acquisition Regulation Supplement (DFARS) 252.232- 7003, Electronic Submission of Payment Requests and Receiving Reports.
(c) WAWF access. To access WAWF, the Contractor shall—
(1) Have a designated electronic business point of contact in the System for Award Management at https://www.sam.gov; and
(2) Be registered to use WAWF at https://wawf.eb.mil/ following the step-by-step procedures for self-registration available at this web site.
(d) WAWF training. The Contractor should follow the training instructions of the WAWF Web-Based Training Course and use the Practice Training Site before submitting payment requests through WAWF. Both can be accessed by selecting the “Web Based Training” link on the WAWF home page at https://wawf.eb.mil/.
(e) WAWF methods of document submission. Document submissions may be via web entry, Electronic Data Interchange, or File Transfer Protocol.
(f) WAWF payment instructions. The Contractor shall use the following information when submitting payment requests and receiving reports in WAWF for this contract or task or delivery order:
(1) Document type. The Contractor shall submit payment requests using the following document type(s):
(i) For cost-type line items, including labor-hour or time-and-materials, submit a cost voucher.
(ii) For fixed price line items—
(A) That require shipment of a deliverable, submit the invoice and receiving report specified by the Contracting Officer.

THE FOLLOWING NAVSUP LOCAL TEXT IS HEREBY MADE PART OF THE STATEMENT OF
WORK/PERFORMANCE WORK STATEMENT.
NAVSUP FLC Puget Sound may utilize contractor support through the AbilityOne Program, as needed, to perform contract closeout functions for this acquisition. Information, including business sensitive/confidential or proprietary data, that the offeror provides to the Government or information already in the possession of the Government may be viewed and utilized by the AbilityOne Program support contractor personnel during the course of its contract performance. The information that may be made available to the support contractor may include, for example, pricing and technical proposals, historical contract, pricing and performance information, Commercial Asset Visibility (CAV) reporting information and similar data/information.
By submission of a proposal in response to this solicitation, the offeror and its subcontractors consent to a release of their business sensitive/confidential or proprietary data to the Government's AbilityOne Program support contractor personnel in order to perform close out services. Prior to the release of any such information to the support contractor, the support contractor will have in place with the Government a Non-Disclosure/Non-Use Agreement in accordance with the terms of the AbilityOne Program support contract.
Offerors may execute their own Non-Disclosure Agreement with the AbilityOne Program (AbilityOne contact information available from the contracting point of contact). The support contractor must provide copies of the executed agreements to the Contracting Officer and the Contracting Officer's Representative (COR) for the support contract; and the offeror/contractor for this acquisition must provide copies of the executed Agreement to the Contracting Officer for this acquisition.
