NOTICE TO OFFERORS

NOTICE TO ALL OFFERORS: The Government anticipates awarding a firm, fixed price contract in response to quotes/proposals received to this solicitation. As a result, the contract's pricing will not be subject to any adjustment on the basis of the contractor's increased costs due to COVID-19 and/or inflationary causes experienced during contract performance. Because a firm, fixed price contract places the maximum risk and full responsibility for all costs and resulting profit or loss on the contractor, offerors are advised to consider these risks when pricing their quotes/proposals.

1. This solicitation is for the procurement of FURNACE & OVEN MAINTENANCE SERVICES in support of FRCNW NASWI. It is anticipated that this solicitation will result in an award/order of a Firm, Fixed-Price Service type contract.

Payment will be via WAWF.

2. The entire solicitation shall be filled out, signed, and returned as part of your quote. See block 8 on page 1 of the solicitation for the closing date and time.

3. The deadline for submission of questions regarding the solicitation’s terms, conditions, specifications, and/or the Statement of Work (SOW) / Performance Work Statement (PWS) is 2 days prior to the solicitation closing date.

All questions regarding this solicitation shall be submitted in writing via email to:

4. Award will be made to the quote/offer that represents the best value to the Government. Note: the Government reserves the right to consider the past performance of all quotes/offers, conduct a price, past performance tradeoff, and award to other than the lowest price quote/offer.

5. SINGLE AWARD FOR ALL ITEMS: Due to the interrelationship of supplies and/or services to be provided hereunder, the Government reserves the right to make a single award to the bidder whose quote is considered in the best interest of the government, price and other factors considered. Therefore, bidders who quote less than the entire effort specified herein may be determined to be unacceptable.

6. EXCEPTIONS: All bidders MUST note all exceptions from the solicitation’s terms conditions, specifications, and/or the statement of work / performance work statement, if any. It will be assumed that any quote without mention of any exceptions will take no exception from all specifications, terms and conditions, clauses, or provisions within the solicitation.

NOTE: In accordance with 52.212-4(f), in part, "The contractor will be liable for default unless nonperformance is caused by an occurrence beyond the reasonable control of the contractor." The contractor SHALL notify the Contracting Office and/or customer POC in writing immediately, but NO LATER THAN 2 weeks prior to expiration, for any delays, to include delivery dates and periods of performance specified in the schedule.

SERVICES: CONTRACT TERM

This contract contains provisions for a service period of 01 DEC 2023 to 30 NOV 2024

This contract contains provisions for one Base Period of twelve (12) months with two (2) Option Periods of twelve

(12) months each for a total of 36 months.

The Government has the option to extend the term of the contract in accordance with Section I, Contract Clauses, FAR 52.217-9 OPTION TO EXTEND THE TERM OF THE CONTRACT (MAR 2000). If the Government requires a shorter base period or exercises an option for a period shorter than one (1) year, the proposed CLIN prices will be used as the basis for establishing the reduced period. The entire duration of the contract if all options are exercised is 36 months.

Defense Biometric Identification System (DBIDS):

Commander, Navy Installations Command (CNIC), has established the Defense Biometric Identification System (DBIDS) to improve management and force protection at Navy installations. http://dbids.dmdc.mil/#!/. DBIDS is a standardized process for granting unescorted access privileges to vendors, contractors, suppliers, and service providers not otherwise entitled to the issuance of a Common Access Card (CAC) who seek access to and can provide justification to enter Navy installations and facilities. Visiting vendors may obtain daily passes directly from the individual Navy Installations by submitting identification credentials for verification and undergoing a criminal screening/background check. Alternatively, if the vendor so chooses, it may voluntarily elect to obtain long-term credentials through enrollment registration, backing vetting, screening, issuance of credentials through a designated independent contractor DBIDS service provider.

Section SF 1449 - CONTINUATION SHEET

PERFORMANCE WORK STATEMENT

Provide quarterly maintenance and instrumentation calibration services on-site at Fleet Readiness Center NW, NAS Whidbey Island for the maintenance and proper functioning of 5 furnaces and 2 ovens.

1. Temperature Uniformity Surveys need to be done on all 7 units. The temperatures required for the survey are as follows:

Unit A – GM Furnace: 1600, 1850 F + 15 F Unit B – GM Furnace: 500, 1050, 1600 F + 15 F Unit C – Lindberg Pit Furnace: 300, 900 F + 15 F Unit D – Lindberg Pit Furnace: 300, 900 F + 15 F Unit E – Lindberg Pit Furnace: 300, 900 F + 15 F Unit F – Grieve Oven: 800, 1040 F + 10 F Unit G – Grieve Oven: 250, 850, 1450, 1700 F + 15 F

2. The temperature points to be measured (the number of thermocouples) per survey are as follows:

Unit A: Class IV, 10 points, 1600 & 1850 F w/controller, high limit, carbon control, recorder Unit B: Class III, 10 points, 500 & 1050 & 1600 F w/controller, high limit, recorder Unit C: Class III, 6 points, 300 & 900 F w/controller, high limit recorder Unit D: Class III, 6 points, 300 & 900 F w/controller, high limit recorder Unit E: Class III, 6 points, 300 & 900 F w/controller, high limit recorder Unit F: Class II, 10 points, 800 & 1040 F w/controller, high limit, recorder Unit G: Class III, 10 points, 250, 850, 1450, 1700 F w/controller, high limit, recorder

2.1. The time durations required per survey point are found in the ISO/IDC 17025:2005

2.2. The end user will provide the frames needed for mounting thermocouples

3. Furnace/Oven calibration and maintenance are on two separate quarterly cycles – this will require eight annual visits. Timing of cycles is during the following months, the specific date is controlled by the PMS controller:

Cycle 1: Units A,B,C,D,E, plus Eurotherm Recorder, Quench Tank Controller, QT High Limit, and QT Recorder: to be surveyed and calibrated in Dec 2023, Mar 2024, Jun 2024 and Sept 2024

Cycle 2: Units F & G, Freezer, Eurotherm Recorder, Hardness Tester, Gas Generator, Controller, and High Limit: to be surveyed and calibrated in Jan 2024, Apr 2024, Jul 2024 and Oct 2024

4. Contractor must supply thermocouple wire for each TUS – wire is used only once. Note: if this is not included in the maintenance, please provide pricing and estimated quantity per year.

5. Contractor to replace all thermocouples annually. Note: if this is not included in the maintenance, please provide pricing and estimated quantity per year.

Emergency Repairs:

The contractor will provide emergency repairs (CLINS 0003, 1003 & 2003). Any replacement/repair parts as required for the ovens and furnaces, are to be quoted and paid for separately from the anticipated contract.

Performance Periods Base Year: 01 DEC 2023 through 30 NOV 2024 First Option Year: 01 DEC 2024 through 30 NOV 2025 Second Option Year: 01 DEC 2025 through 30 NOV 2026

CALIBRATION CERTIFICATE OF COMPLIANCE

The Contractor shall provide a Certificate of Compliance which states:

"All items furnished under this contract have been calibrated in full compliance with ANSI/NCSL Z540-1-1994."

The Certificate of Compliance (COC) shall include the following identification information: contract or purchase order number and item description (part number, serial number, drawing number, etc.).

This statement shall be signed by an authorized official, of or on behalf of the contractor, designated responsible for calibration services, and shall accompany the material shipped. COC's signed by an authorized official of a subcontractor are acceptable provided the COC contains the above identification information and quoted statement.

SURVEILLANCE OF SERVICES

SURVEILLANCE OF FIRM-FIXED-PRICED SERVICES

a. The Surveillance Official(s) shall be responsible for appropriate surveillance of all services to be performed under this contract. To be provided unpon award of contract.

b. When performance is at a government site, the contractor's representative shall contact the government representative named above upon arrival at and departure from the work site. If access to a security area is required, continuous escort service for contractor's representative will be provided by the designated government representative.

c. It is emphasized that only the Contracting Officer has authority to modify the terms of this contract; therefore in no event will any understanding, agreement, modification, change order, or other matter deviating from the terms of the basic contract between the contractor and any other person be effective or binding on the government. When or if, in the opinion of the contractor, an effort outside of the existing scope of the contract is requested, the Contractor shall promptly notify the contract administrator and/or the Contracting Officer in writing. No action shall be taken by the contractor under such direction until the contract administrator and/or the Contracting Officer has issued a modification to the contract or has otherwise resolved the issue.

If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.

(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. 52.217-5 EVALUATION OF OPTIONS (JUL 1990)

Except when it is determined in accordance with FAR 17.206(b) not to be in the Government's best interests, the Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. Evaluation of options will not obligate the Government to exercise the option(s).

52.217-9 OPTION TO EXTEND THE TERM OF THE CONTRACT (MAR 2000)

(a) The Government may extend the term of this contract by written notice to the Contractor within 10 days;

provided that the Government gives the Contractor a preliminary written notice of its intent to extend at least 30 days before the contract expires. The preliminary notice does not commit the Government to an extension.

(b) If the Government exercises this option, the extended contract shall be considered to include this option clause.

(c) The total duration of this contract, including the exercise of any options under this clause, shall not exceed 3 years.

ALL OCCUPATIONS LISTED ABOVE RECEIVE THE FOLLOWING BENEFITS:

HEALTH & WELFARE: $4.98 per hour or $199.20 per week or $863.20 per month

VACATION: 2 weeks paid vacation after 1 year of service with a contractor or successor; 3 weeks after 5 years, 4 weeks after 10 years and 5 weeks after 20 years. Length of service includes the whole span of continuous service with the present contractor or successor, wherever employed, and with the predecessor contractors in the performance of similar work at the same Federal facility. HOLIDAYS: A minimum of eleven paid holidays per year, New Year's Day, Martin Luther King Jr's Birthday, Washington's Birthday, Memorial Day, Juneteenth, Independence Day, Labor Day, Columbus Day, Veterans' Day, Thanksgiving Day, and Christmas Day. (A contractor may substitute for any of the named holidays another day off with pay in accordance with a plan communicated to the employees involved.) (See 29 CFR 4174)

The Government's obligation under this contract is contingent upon the availability of appropriated funds from which payment for contract purposes can be made. 252.232-7006 WIDE AREA WORKFLOW PAYMENT INSTRUCTIONS (JAN 2023)

(a) Definitions. As used in this clause—

“Department of Defense Activity Address Code (DoDAAC)” is a six position code that uniquely identifies a unit, activity, or organization.

“Document type” means the type of payment request or receiving report available for creation in Wide Area WorkFlow (WAWF).

“Local processing office (LPO)” is the office responsible for payment certification when payment certification is done external to the entitlement system.

“Payment request” and “receiving report” are defined in the clause at 252.232-7003, Electronic Submission of Payment Requests and Receiving Reports.

(b) Electronic invoicing. The WAWF system provides the method to electronically process vendor payment requests and receiving reports, as authorized by Defense Federal Acquisition Regulation Supplement (DFARS) 252.232- 7003, Electronic Submission of Payment Requests and Receiving Reports.

(c) WAWF access. To access WAWF, the Contractor shall—

(1) Have a designated electronic business point of contact in the System for Award Management at https://www.sam.gov; and

(2) Be registered to use WAWF at https://wawf.eb.mil/ following the step-by-step procedures for self-registration available at this web site.

(d) WAWF training. The Contractor should follow the training instructions of the WAWF Web-Based Training Course and use the Practice Training Site before submitting payment requests through WAWF. Both can be accessed by selecting the “Web Based Training” link on the WAWF home page at https://wawf.eb.mil/.

(e) WAWF methods of document submission. Document submissions may be via web entry, Electronic Data Interchange, or File Transfer Protocol.

(f) WAWF payment instructions. The Contractor shall use the following information when submitting payment requests and receiving reports in WAWF for this contract or task or delivery order:

(1) Document type. The Contractor shall submit payment requests using the following document type(s):

(i) For cost-type line items, including labor-hour or time-and-materials, submit a cost voucher.

(ii) For fixed price line items—

(A) That require shipment of a deliverable, submit the invoice and receiving report specified by the Contracting Officer.

(Contracting Officer: Insert applicable invoice and receiving report document type(s) for fixed price line items that require shipment of a deliverable.)

(B) For services that do not require shipment of a deliverable, submit either the Invoice 2in1, which meets the requirements for the invoice and receiving report, or the applicable invoice and receiving report, as specified by the Contracting Officer.

(Contracting Officer: Insert either “Invoice 2in1” or the applicable invoice and receiving report document type(s) for fixed price line items for services.)

(iii) For customary progress payments based on costs incurred, submit a progress payment request.

(iv) For performance based payments, submit a performance based payment request.

(v) For commercial financing, submit a commercial financing request.

(2) Fast Pay requests are only permitted when Federal Acquisition Regulation (FAR) 52.213-1 is included in the contract.
