NOTICE TO OFFERORS
THIS SOLICITAITON IS FOR THE PROCUREMENT OF MULTIPLE EQUIPMENT REPAIR SERVICES AT
NAVAL AIR STATION (NAS) WHIDBEY ISLAND FLEET READINESS CENTER NW.
THIS REQUIREMENT IS TO REPAIR PARTS WASHERS, MEDIA BLASTING, OVENS, SAND AND BLAST
BOOTHS, OIL BATH SYSTEM, AND OTHER EQUIPMENT THAT ARE NON-OPERATIONAL. THIS IS A
100% SMALL BUSINESS SET ASIDE.
1. This solicitation is for the procurement of EQUIPMENT REPAIR SERVICES UPON REQUEST in support of NAS WHIDBEY ISLAND FLEET READINESS CENTER NW. It is anticipated that this solicitation will result in an award/order of a Firm, Fixed-Price SERVICE type contract. Payment will be via WAWF.
2. The entire solicitation shall be filled out, signed, and returned as part of your quote. See block 8 on page 1 of the solicitation for the closing date and time.
3. The deadline for submission of questions regarding the solicitation’s terms, conditions, specifications, and/or the Statement of Work (SOW) / Performance Work Statement (PWS) is 2 business days prior to the solicitation closing date.
4. Quotes will be evaluated in accordance with clause 52.212-2.

5. Award will be made to the quote/offer that represents the best value to the Government. Note: the Government reserves the right to consider the past performance of all quotes/offers, conduct a price, past performance tradeoff, and award to other than the lowest price quote/offer.
6. The Government reserves the right to exercise option years in accordance with clause 52.217-9.
7. SINGLE AWARD FOR ALL ITEMS: Due to the interrelationship of supplies and/or services to be provided hereunder, the Government reserves the right to make a single award to the bidder whose quote is considered in the best interest of the government, price and other factors considered. Therefore, bidders who quote less than the entire effort specified herein may be determined to be unacceptable.
8. EXCEPTIONS: All bidders MUST note all exceptions from the solicitation’s terms and conditions, specifications, and/or the statement of work / performance work statement, if any. It will be assumed that any quote without mention of any exceptions will take no exception from all specifications, terms and conditions, clauses, or provisions within the solicitation.”
9. SHIPPING INFORMATION: Important - all cargo shall be palletized in an appropriate manner. All cargo in the freight container shall be forklift accessible. Due to material handling safety reasons, cargo shall never be stacked on other cargo without appropriate safe method. Freight container with unsafe cargo stacking shall be rejected at receiving point. In this case, the contractor shall de-van all cargo and re-deliver the shipments to the destination at contractor’s expense.

Defense Biometric Identification System (DBIDS):
Commander, Navy Installations Command (CNIC), has established the Defense Biometric Identification System (DBIDS) to improve management and force protection at Navy installations. http://dbids.dmdc.mil/#!/. DBIDS is a standardized process for granting unescorted access privileges to vendors, contractors, suppliers, and service providers not otherwise entitled to the issuance of a Common Access Card (CAC) who seek access to and can provide justification to enter Navy installations and facilities. Visiting vendors may obtain daily passes directly from the individual Navy Installations by submitting identification credentials for verification and undergoing a criminal screening/background check. Alternatively, if the vendor so chooses, it may voluntarily elect to obtain long-term credentials through enrollment registration, backing vetting, screening, issuance of credentials through a designated independent contractor DBIDS service provider.
NOTICE TO ALL OFFERORS: The Government anticipates awarding a firm, fixed price contract in response to quotes/proposals received to this solicitation. As a result, the contract's pricing will not be subject to any adjustment on the basis of the contractor's increased costs due to COVID-19 and/or inflationary causes experienced during contract performance. Because a firm, fixed price contract places the maximum risk and full responsibility for all costs and resulting profit or loss on the contractor, offerors are advised to consider these risks when pricing their quotes/proposals.

STATEMENT OF WORK
FRCNW ENVIRONMENT EQUIPMENT REPAIR AND SERVICES
1. HISTORY:
NAS Whidbey Island Fleet Readiness Center NW (FRC NW) must have a service contract in place to repair multiple equipment (parts washers media blasting, ovens, sand and blast booths, oil bath systems, etc.) that are currently non-operational. Parts and services are required to repair non-operational equipment in support of mission readiness.
2. PLACE OF PERFORMANCE:
NAS Whidbey Island Fleet Readiness Center NW, 950 W Essex Road, Building 2547, Oak Harbor, WA 98278
3. PERIOD OF PERFORMANCE:
Respective contractor shall perform services for one (1) base year and two (2) one-year options, and perform repair as needed on all non-operational equipment in order to meet mission readiness.
4. OBJECTIVES:
To provide services on environment support equipment at FRCNW. To ensure that equipment performs to top efficiency during degreasing operations, dipping and cleaning of aviation aircraft parts and support equipment. There are 22 parts washers, 6 blast media equipment, 3 ovens, 1 sand booth, 1 paint booth and 1 oil bath system (all equipment listed are from different manufacturers). This contract will require the Contractor to have a universal knowledge of all the listed equipment maintenance and repair. Contractor will replace all access seals that are worn, torn, or missing and miscellaneous minor parts such as nuts, bolts, washers. Minor parts and seals are to be covered by the Contractor as part of contract cost. Major parts will require the Contractor to provide a written quote for the FRCNW POC to approve prior to replacing the parts. Disposal of hazardous waste will be done by FRC NW.
5. CONTRACTOR’S QUALIFICATIONS:
The Contractor shall have at least five (5) years’ experience in the business of installing, troubleshooting, programming, diagnosing, repairing, adjusting and maintaining all types of equipment listed in this SOW, meet NAS Whidbey Island and FRCNW security access level requirements. If contactor personnel do NOT possess CONFIDENTIAL or SECRET clearance at this time, escort(s) will be required, and provided by FRCNW in order for Contractors to gain access to restricted areas where work scope execution may occur.
Must meet state and federal environmental qualifications in case of spill or exposure.
6. REFERENCES:
All work shall comply with Manufacturer’s technical and instruction manuals, which will be available for the Contractors to use to perform repairs for equipment.
7. GENERAL SUMMARY OF WORK:
The Contractor shall provide all, labor, tools, test equipment, perform mechanical, electrical maintenance and preventative maintenance signs such as lockout and tag out equipment when necessary, troubleshoot and identify correct price list for replacement of parts, and if necessary, to transport equipment to Contractor facilities. It will be no cost to the government or FRCNW both to and from contactor’s facilities. FRCNW shall be responsible for ordering replacement parts and/or materials of the serviced equipment as provided by the Contractor parts list.
A. 72-hours prior to beginning work, FRC NW will make equipment available for scheduled for maintenance for the Contractor.
B. The Contractor will call FRCNW 24 hour, prior to any scheduled maintenance, to ensure all necessary equipment, tools and parts are ready for repair and maintenance as required for this scope of work.
C. Contractor may also provide parts necessary as contract allows. Contractor will replace all access seals that are worn, torn, or missing and miscellaneous minor parts such as nuts, bolts, washers. Minor parts and seals are to be covered by the Contractor as part of contract cost. Major parts will require the Contractor to provide a written quote for the FRCNW POC to approve prior to replacing the parts.
Disposal of hazardous waste will be done by FRCNW.
D. Equipment not in-operation: Out of Service
1. Receive unit, perform initial visual inspection and record findings
2. Disassemble unit, perform rough cleaning, detailed inspection and record findings
3. Clean the interior and exterior surfaces
4. Reassemble pump with a new diffuser, suction head and diffuser wear rings, new upper and lower bearings, upper and lower mechanical seals, washers, shim set, lock nut, O-rings, gaskets, terminal housing components, transformer and seal oil, cable grip, bushings, power cable as necessary
5. Troubleshoot as necessary ensure price list are provided to FRCNW for replace parts or material needed for repair /servicing
6. Perform final inspection; create a lifecycle history record for future replacement of equipment as necessary, and log date of service on appropriate tags
7. Contractor will replace all access seals that are worn, torn, or missing and miscellaneous minor parts such as nuts, bolts, washers. Minor parts and seals are to be covered by the Contractor as part of contract cost.
E. Equipment removal from Service
1. The Contractor shall remove from service immediately any equipment which is not operating in compliance with manufacturer specifications and/or presents a safety hazard using standard lock out/tag out procedures.
2. The Contractor shall immediately notify FRCNW Division 05H (360) 257-8626 of any equipment that is required to be placed out of service or needs to be completely removed.
F. Active Equipment:
1. Receive unit, perform initial visual inspection and record findings
2. Clean the interior and exterior surfaces,
3. Troubleshoot as necessary ensure price list are provided to FRCNW for replace parts or material needed for repair /servicing
4. Contractor will replace all access seals that are worn, torn, or missing all miscellaneous parts such as nuts, bolts, washers will be cover by the Contractor and as part of contact cost.
8. SAFETY DATA SHEETS (SDS):
Safety Data Sheets (SDS) are required.
OSHA - U. S. Occupational Safety and Health Administration. The Federal Government agency is responsible for providing the rules and regulations on safety and health requirements in the work place.
9. AUTHORITY BUSINESS OFFICE HOURS:
Monday through Friday, 0600-1630 (Pacific DST), excluding weekends and holidays.
10. CONTRACTOR CHECK-IN-CHECK-OUT PRECEDURE:
The Contractor shall, immediately upon arriving to the job site; check-in with FRC NW POC, and immediately prior to their departure from the job site shall checkout. During checkout, the Contractor shall inform FRC NW POC of the status of the work performed and/or the operational status of equipment to which they responded.
11. DESCRIPTION OF TASKS / EQUIPMENT LISTS:
Repairing and maintaining Mechanical Equipment – Servicing, repairing, adjusting, and testing machines, devices, moving parts, and equipment that operate primarily on the basis of mechanical and electronic principles. Ensures operation of machinery and mechanical equipment by completing preventive maintenance requirements on motors, conveyor systems, and production machines; following diagrams, sketches, operations manuals, manufacturer's instructions, and engineering specifications; troubleshooting malfunctions. The lists below are the parts washers, blast booths, ovens and equipment that will be maintain on this contract. Each piece of equipment has its own set of challenges that will require strict procedure which fall under our base operating permit. For all equipment listed, the Contractor will replace all access seals that are worn, torn, or missing and miscellaneous minor parts such as nuts, bolts, washers.
Minor parts and seals are to be covered by the Contractor as part of contract cost. Major parts will require the Contractor to provide a written quote for the FRCNW POC to approve prior to replacing the parts.
Disposal of hazardous waste will be done by FRC NW.

PARTS WASHERS / DEGREASERS: The Contractor will troubleshoot and submit a report that will include a list of required replacement or missing parts from the parts washer to include list of parts that have failed. B. MEDIA BLASTS: The Contractor will provide troubleshooting, repairs and parts as needed.
Contractor will replace all hopper cartridges with new cartridges provided by customer (FRC NW), clean out interior of hopper of all waster, verify and clear as needed all small pressure and vacuum lines in control system. Replace all access seals, which are worn, torn or missing, lubricate all grease fittings and adjust belt tension as needed, operate all solenoids and replace any failed components upon completion of repair maintenance, reset air pressures and tune system to OEM specifications for blasting machines.

C. INDUSTRIAL OVENS: The Contractor will provide troubleshooting and a list of required parts to complete the repair tasks. Upon completion, the contractor will verify seals, which are worn, torn, or missing, lubricate all grease fittings, adjust belt tension as needed, operate all solenoids and ensure that new components are working properly. Contractor to reset air pressures and tune system to OEM specifications for equipment. All cleaning of ovens interiors and all waste produced during the cleaning process shall be disposed of by FRC NW.

12. GOVERNMENT RESPONSIBILTIES:
A. NAS Whidbey Island will be responsible for all waste generated, both hazardous and non-hazardous.
B. Provide forklift operators for the moving of machines as needed.
C. Provide appropriate containers for the collection of waste as needed.

F. FRC NW will provide parts and HAZMAT that has already been authorized on base for repairs and testing.
13. CONTRACTOR FURNISHED PROPERTY:
Contractor shall provide all tools necessary to complete maintenance work. Transportation will not be charged to FRCNW for any part washers that require leaving the installation for repair. The Vendor has 72 hours to respond when called for troubleshoot, 24 hours in the case of emergency. The government has the responsible to order all parts, kits, washer and bolts. After receipt of parts, Vendor has 72 hours to respond when called for repairs, 24 hours in the case of emergency.
14. GENERAL INFORMATION:
A. TROUBLESHOOT: Upon completion of troubleshoot, technical necessitate to provide detail description of required materials such as parts, hazardous materials, tools, etc. to properly requisition such requirements.
B. PARTS: Materials required will be reviewed, request for approval and requisition via NALCOMIS an/or subject for Government Purchase Card by requesting organization.
C. HAZARDOUS MATERIAL: If required, respective work center will provide required HAZMAT.
Work center will request HAZMAT to HAZMINCTR if unavailable.
D. REPAIR: Repair to include mechanical and electrical discrepancy of non-operational equipment upon request of Divisional Work Center Representative. Requests maybe submitted within 24 hours upon discovery of discrepancies.
E. LIST OF CONSUMABLES: In accordance with the best commercial practices with the intended and usage and as acceptable, the Contractor will provide labor and necessary tools as required for this scope of work.
F. EMERGENCY REPAIRS: The Contractor will provide emergency repairs and replacement parts, and installation, as required for the 22-part washer, six (6) blast media equipment, three (3) ovens, one (1) sand booth, one (1) blast booth, and one (1) oil bath system. Emergency repairs will require NAS Whidbey Island to give contractor a 24-hour notice. After parts or material has been troubleshoot, a list of parts will be obtained.
15. PARTS WASHERS:
The Government shall:
-Prepare and Remove all solvent waste, inspect and clean each machine prior to troubleshoot.
-Order all parts, gaskets, kits, washer and bolts after troubleshoot is completed.
The Contractor shall:
-Troubleshoot, remove and repair each parts washer listed in 11, A.
-Maintain proper training and associated documentation in accordance with 40 CFR 265 .16 and 49 CFR 172.704, 173.1, 177.800 and 177.816.
-Minor maintenance of the machine as required (no lost production time). As per the Ops & Maintenance manuals.
-Company must bring and remove all needed materials and must leave with all the material they came with including HAZMAT.
-Provide proper DOT-approved shipping containers for waste shipments.
-Must be able to maintain, service and repair control system.
EQUIPMENT NOT IN-OPERATION / OUT OF SERVICE
-Receive unit, perform initial visual inspection and record findings.
-Disassemble unit, perform rough cleaning, detailed inspection and record findings.
-Reassemble pump with a new diffuser, suction head and diffuser wear rings, new upper and lower bearings, upper and lower mechanical seals, shim set, lock nut, O-rings, gaskets, terminal housing components, transformer and seal oil, cable grip, bushing, power cable as necessary.
-Perform final inspection and apply appropriate tags and identification plates.
ACTIVE EQUIPMENT
-Receive unit, perform initial visual inspection and record findings.
-Submit parts and kits requirements to command Rep O5H order parts necessary.
-Clean the interior and exterior surfaces of area being evaluated.
OBJECTIVE
- Advice and recommendations on parts washer cleaning performance and parts cleaning detergents, soaps, chemicals and rust prevention.
- Quick response critical repair parts to assure short down time and maximum productivity from the parts cleaning machine.
16. KEY CONTRACTOR PERSONNEL:
A. The contractor shall provide the Surveillance Officer with a list of names and telephone numbers of its key personnel who shall be responsible for fulfilling all the requirements of this Statement of Work (SOW) including responding to service and emergency callbacks.
B. Certifications for the contractor’s key personnel shall be provided to the Surveillance Officer fifteen
(15) days prior to the start date of the contract and shall be updated whenever approved changes are made.
17. CONTRACTOR PERSONNEL:
A. The Contractor’s personnel shall be experienced in the business of installing, troubleshooting, diagnosing, repairing, adjusting, programming and maintaining the types of parts washer and Equipment listed in this SOW.
B. The Contractor’s personnel shall present a neat appearance and be easily recognized as Contractor employees. All personnel shall portray a professional image at all times. Clothing and shoes shall be worn in accordance with AFOSH and OSHA standards. The Contractor will ensure their personnel use proper protection/safety equipment when to performing work. Contractor employees shall not remove any part of their clothing, such as shirts, shoes, etc., while in performance of the contract.
C. The Contractor’s personnel shall conduct themselves in a professional, orderly and safe manner at all times while on the job site.
18. SAFETY:
The Contractor and all their employees shall comply with all applicable OSHA and Authority regulations, rules and practices while on the job site.
19. PERMITS AND RESPONSIBILITIES:
A. The Contractor shall, without additional expense to the Authority, be responsible for obtaining all necessary licenses and permits. The Contractor shall also be responsible for all damages to persons or property that occur as a result of the Contractor’s negligence and shall take proper safety and health precautions to protect the work, the workers, the public and the property of others. In addition, the Contractor shall be responsible for all materials delivered and work performed until completion and acceptance of the entire work.
B. The Contractor shall comply with all applicable revisions, additions, changes and/or upgrades to any Federal, state, and municipal laws, codes, and regulations which are in effect on the date of contract and which affect the performance of the work. The Contractor shall also obtain and pay the costs of any royalties and licenses for any patented or copyrighted items used in the performance of the work.
C. It shall be the responsibility of the Contractor to promptly notify the Authority if an official in charge of compliance with the Occupational Safety and Health Act visits the work site.
20. HAZARDOUS / CARCINOGENIC MATERIALS:
A. The Contractor, their Subcontractors and their employees shall not bring, produce, use, or store on the job site any hazardous or carcinogenic products without prior written approval by the Authority. All hazardous and/or carcinogenic waste transported or generated on-site at the FRCNW by the Contractor must be properly disposed of at the FRCNW site by the Contractor as required by law.
B. The Contractor shall provide the Authority with complete, legible copies of all regulatory notices, violations, citations, etc. received by the Contractor that pertain directly or indirectly to the fulfillment of this Statement of Work.
21. VOC REQUIREMENT:
The Contractor shall use on the job site only chemicals and cleaning products that do not exceed the national Volatile Organic Chemical (VOC) limitations rule(s) published by the U.S. Environmental Protection Agency (EPA).

(d) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph
(d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, as defined in FAR 2.101, on the date of award of this contract, and does not contain the clause at 52.215-2, Audit and Records--Negotiation.
(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor's directly pertinent records involving transactions related to this contract.
(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR Subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.
(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.
(e) (1) Notwithstanding the requirements of the clauses in paragraphs (a), (b), (c), and (d) of this clause, the Contractor is not required to flow down any FAR clause, other than those in this paragraph (e)(1)in a subcontract for commercial items.
