1. It is anticipated that this solicitation will result in an award of a FIRM, FIXED-PRICE
SERVICE type contract.
2. See block 8 on page 1 of the solicitation for the closing date and time.
3. The deadline for submission of questions regarding the solicitation’s terms, conditions, specifications, and/or the statement of work (SOW) / performance work statement (PWS) is 1 day prior to the solicitation’s closing date.
4. The Government will award on the basis of price unless the contracting officer is aware of past performance information related to the low price quote/offer which indicates that quote/offer may not represent best value. In that case, the Government reserves the right to consider the past performance of other quotes/offers, conduct a price, past performance tradeoff, and award to other than the lowest price quote/offer.

SINGLE AWARD FOR ALL ITEMS: Due to the interrelationship of supplies and/or services to be provided hereunder, the Government reserves the right to make a single award to the quoter whose quote is considered in the best interest of the government, price and other factors considered. Therefore, quoters who quote less than the entire effort specified herein may be determined to be unacceptable.

Base Access Defense Biometric Identification System (DBIDS):
Commander, Navy Installations Command (CNIC), has established the Defense Biometric Identification System (DBIDS) to improve management and force protection at Navy installations. The Navy has transitioned from using The Navy Commercial Access Control System (NCACS) to the DBIDS for contractors and vendors requiring access to an installation. DBIDS is a standardized process for granting unescorted access privileges to vendors, contractors, Suppliers, and service providers not otherwise entitled to the issuance of a Common Access Card (CAC) who seek Access to and can provide justification to enter Navy installations and facilities. Visiting vendors may obtain daily passes directly from the individual Navy Installations by submitting identification credentials for verification and Undergoing a criminal screening/background check.
Alternatively, if the vendor so chooses, it may voluntarily elect To obtain long-term credentials through enrollment registration, backing vetting, screening, issuance of credentials through a designated independent contractor DBIDS service provider.
Information for Contractor Employees Seeking to Enter Japan
1. The following is provided for the information of contractors to the U.S. Navy whose employees need to enter Japan to perform contract requirements. The information is current as of June 2022. While the information is believed to be accurate, policies and procedures are continuing to change on a regular basis.
2. In response to the COVID-19 outbreak, the Government of Japan has restricted the entry of non-Japanese citizens into Japan who have visited a number of listed countries. The United States is one of the listed countries. See https://www.japan.travel/en/coronavirus/ for a list of the current restrictions.
Notwithstanding the list, Japan is permitting individuals to enter Japan who are covered by the Status of Forces Agreement (SOFA) between the U.S. and Japan. The SOFA covers employees of contractors to the U.S.
Navy who are U.S. nationals, are not ordinarily resident in Japan, whose presence in Japan is at the official invitation of the United States Government, and who are in Japan solely for official purposes in connection with the U.S. armed forces.
3. Japan is allowing contractor employees within the scope of the SOFA to enter Japan so long as two conditions are met: First, travelers are not permitted to use public transportation from the initial point of entry to Japan, including domestic air travel. Second, the incoming traveler adhere to the most updated Restriction of Movement guidance in response to COVID-19.
4. All contractor personnel arriving in Japan should utilize the process outlined in the attached USFJ Instruction to ensure they are recognized as members of the civilian component under Article 1.b. of the SOFA. The process requires that a contractor contact the contracting officer for the contract on which its employee will perform in Japan prior to the employee traveling to Japan. Contact is made through the Synchronized Pre-deployment and Operational Tracker (SPOT) system. The contractor will provide information to the contracting officer about the traveling employee. Following review, the contracting officer will issue the contractor a Letter of Authorization (LOA). The incoming contractor employee will hand carry a copy of the LOA and show it to the Japanese immigration authority at the port of entry as evidence of SOFA status. Contractors who do not have current access to SPOT should contact their contracting officer for information about accessing SPOT.
5. It is essential that contractors carefully manage each trip into Japan by a contractor employee to ensure that both of the conditions above are fully met. It is suggested that the best way for personnel to arrive in Japan for travel to Misawa, Iwakuni/Sasebo, or Okinawa is via the PATRIOT EXPRESS. This will allow for uninterrupted travel to their final destination. If going to Sasebo or to any base in Okinawa other than Kadena AB, travel from Iwakuni or Kadena AB will need to be by private conveyance or GOV. If a traveler headed outside the Kanto Plain arrives via commercial air, they will need to use government transportation to Yokota AB or NAF Atsugi and then do onward movement by milair - or do their 14 day ROM and then travel to their final destination by commercial transport. For personnel arriving on the Kanto Plain, they can travel via PATRIOT EXPRESS or by commercial air. However, travel from the airport to their place where they will satisfy the ROM requirement will need to be by private conveyance or GOV.
6. Some travelers have had difficulty with airlines allowing the travelers to get on flights or with Japan’s Ministry of Health allowing the SOFA persons to avoid quarantine in the immediate vicinity of the airport of initial arrival in Japan. Ensuring that each contractor employee has a copy of the SPOT LOA documenting their SOFA status should minimize these issues. Japan’s Ministry of Foreign Affairs issued a letter of 1 April 2020 describing the two conditions that must be met for those covered by the SOFA to be allowed access to Japan. In addition to the LOA, it may be helpful for incoming contractor employees to bring a copy of the 1 April 2020 letter with them. The letter sets the conditions that apply for entrance but, by itself, doesn’t establish that the holder of the letter is covered by the SOFA. The separate LOA is necessary to confirm that the employee is covered by the SOFA. The letter of 1 April 2020 includes representation that US Forces Japan will provide transportation from an airport of port of entry to a US Forces japan facility. The letter should not be understood as changing the terms or conditions of any existing contract to require that the U.S. Navy or U.S. Government provide contractor employees transportation where that transportation is not otherwise addressed in the relevant contract.
7. This memo is intended to provide current information for contractors whose employees need to enter Japan to perform contract requirements. Nothing in the memo should be understood to change the terms or conditions of an existing contract. Any such changes must be made by an authorized contracting officer.

CULTURE OF EXCELLENCE (COE) WORKSHOPS
RESILIENCE KEYNOTE SPEAKER
PART 1
GENERAL INFORMATION/BACKGROUND
1. GENERAL INFORMATION/BACKGROUND:
1.1 United States Pacific Fleet (USPACFLT), the world's largest fleet command, encompasses 100 million square miles, nearly half the Earth's surface, from Antarctica to the Arctic Circle and
1.2 USPACFLT in coordination with Office of the Chief of Naval Operations (OPNAV) N17 and Commander, Navy Installation Commands (CNIC) conduct Culture of Excellence (COE) Workshops and Fleet Resilience Training (FRT) events in Fleet Concentration Areas (FCA) and remote Navy sites. To train and educate the fleet on resilience, toughness, connectedness and prevention of Suicide, Domestic Violence, Substance Abuse, and Sexual Assault. COE Workshop training will be delivered in-person.
1.3 Culture of Excellence Workshop Details: Expert staffs from OPNAV, CNIC and USPACFLT, along with private consulting companies are brought to COE Workshops for several days to present program updates and hold panel Q&A sessions, conduct detailed breakout sessions with unit level program managers, and conduct all-hands training for a variety of target audiences. Private consulting companies provide a highly qualified Keynote speaker to share their expertise, personal experiences, and in many cases their own struggles in order to educate Sailors on the challenges and stigmas associated with destructive behaviors.
1.4 Purpose. The purpose of this effort is to provide comprehensive training and education on Resilience at USPACFLT’s COE Workshops. Specific training objectives:
Understanding of Resilience to include:
o Promoting positive emotions o Teaching flexible thinking o Finding social support o Identifying meaning in life o Learning good coping skills
Understanding and Managing Stress through:

2.1 References.

2.2 Definitions.
CONTRACTOR. A supplier or vendor awarded a contract to provide specific supplies or service to the Government. The term used in this contract refers to the prime Contractor.
CONTRACTING OFFICER. See FAR 2.101.
CONTRACTING OFFICER REPRESENTATIVE (COR). See FAR 2.101.
DEFECTIVE SERVICE. A service output that does not meet the standard of performance associated with the Performance Work Statement.
DELIVERABLE. Anything that can be physically delivered, but may include non-manufactured things such as meeting minutes or reports.
EDUTAINMENT. Is defined as, Educational Entertainment (also referred to by the Edutainment) is media designed to Educate through Entertainment. Most often, it includes content intended to teach but has incidental entertainment value. Academia, corporations, governments, and other entities in various countries use Edutainment to disseminate information in classrooms and/or via television, radio, and other media to influence viewers’ opinions and behaviors.
GOVERNMENT REPRESENTATIVE. For contracts that do not meet the threshold to require a COR, a Government Representative will be assigned to carry out duties as specified in the contract.
KEY PERSONNEL. Contractor personnel that are evaluated in a source selection process and that may be required to be used in the performance of a contract by the Key Personnel listed in the SOW.
PHYSICAL SECURITY. Actions that prevent the loss or damage of Government property.
QUALITY ASSURANCE. The Government procedures to verify that services being performed by the Contractor are performed according to acceptable standards.
QUALITY ASSURANCE SURVEILLANCE PLAN (QASP). An organized written document specifying the surveillance methodology to be used for surveillance of Contractor performance.
QUALITY CONTROL. All necessary measures taken by the Contractor to assure that the quality of an end product or service shall meet contract requirements.
SUBCONTRACTOR. One that enters into a contract with a prime Contractor. The Government does not have privity of contract with the Subcontractor.
WORK DAY. The number of hours per day the Contractor provides services in accordance with the contract.
WORK WEEK. Monday through Friday, unless specified otherwise. Training events will not be scheduled on a federal holiday.

SCOPE
3. SCOPE:
3.1 Contractor shall provide in person training from the date of award through 31 Jan 2024. The in person training consist of a 1 hour keynote address on the topics of resilience, stress management, and suicide prevention in a theater or large classroom setting. Training aids, including slide shows, videos, etc. Direct labor for this task shall be in accordance with this SOW. Working hours shall vary; however, training will normally be conducted during the work week, Monday through Friday. Training shall be constructed to provide information, education, and training tailored to four separate groups, as follows:
3.1.1 E6 and below Sailors
3.1.2 Officers and Chief Petty Officers (E7 and above)
3.1.3 Command leadership, or “TRIAD”: Commanding Officer (CO), Executive Officer (XO), and Command Master Chief (CMC)/Chief of the Boat (COB); Command Judge Advocated Generals (JAG), Command Chaplain (CHC)
3.1.4. Military spouses (typically 30-45 minutes vice a full hour)
3.2 Tasks.
3.2.1 Resilience Training: This task involves providing consistent, comprehensive training and education on resilience. Objectives of this training are increase the audience’s awareness and understanding of resilience including emotional, cognitive and mental, physical, and spiritual resilience. Training is intended to improve resiliency, enhance quality of life, and decrease stress and anxiety by teaching the audience to view life's inevitable challenges as opportunities. The training may include the six competencies of resilience:
1. Self-awareness – recognizing emotions, thoughts, and behaviors, as well as patterns in positive or negative thinking or good or bad behavior; being open and curious.
2. Self-regulation – regulating emotions, impulses, behaviors, and psychology to achieve goals; stopping counterproductive thinking; expressing emotions properly.
3. Optimism – remaining realistic; searching for what’s positive; fighting the negativity bias, maintaining hope; recognizing what’s controllable; having confidence in self and others.
4. Mental Agility – thinking accurately, flexibly, and thoroughly; being willing to try new methods; identifying and understanding problems; taking other perspectives.
5. Strengths of Character – being aware of your biggest qualities and knowing how to use them to overcome challenges and achieve goals; having faith in your abilities, talents, and strengths.
6. Connection – building and maintaining strong and positive relationships; developing empathy; supporting others; being willing to ask for help.
3.3 Service Coordination. Within 5 business days of contract award, the Contractor shall attend a post award meeting convened by the contracting activity Government Representative. The purpose of this meeting is to review all contract requirements and begin coordination to schedule work. The contractor will provide examples of briefing materials, handouts, and provide any specific audio/visual requirements to support their training. The meeting minutes shall specifically identify any items that may affect the contract terms/conditions/statement of work (SOW) requirements.
3.3.1 The Contractor shall advise the Government of any problems or potential problems affecting their performance as soon as they are identified.
3.3.2 The Government Representative will coordinate as frequently as necessary, typically bi-weekly within 2 months of the date of the training event start date to coordinate logistics and discuss training objectives.
3.3.3 The Government Representative will also meet with the Contractor to review the Contractor's performance following each training event. At these meetings the Government Representative will apprise the Contractor of how the Government views the Contractor's performance and the Contractor will apprise the Government of problems, if any, being experienced. Appropriate action shall be taken to resolve outstanding issues.
3.4 Quality Control.
3.4.1 Quality Assurance. The Government Representative shall evaluate the Contractor’s performance under this contract by direct observation of the delivered speaker presentation and/or a review of Government-provided and Contractor-provided Culture of Excellence Workshop Feedback forms. This is to ensure that the Contractor has performed in accordance with the performance standards. As a result of this evaluation, the contractor may be required to make changes, corrections, or adjustments to the presentation in terms of content, duration, and/or presented materials. These changes may be required prior to the next presentation as determined by the Government Representative.
3.5 Specific Services.
3.5.1 Keynote speaker shall have a working knowledge of the Department of Defense (DoD) and U.S. Navy resilience related policies, training requirements, recent suicide and suicide related behavior trends, as well as stress management, resilience, and suicide prevention initiatives and campaigns.
3.5.2 Keynote speaker shall be able to relate the importance of the subject matter to the duties and responsibilities of Navy leaders, front line supervisors, and program managers.
3.5.3 Keynote speaker presentations shall have current from the last 3-5 years, verifiable and positive references from at least 5 Navy or other DoD services.
3.5.4 The Keynote speaker must be able to include interactive dialogue to foster audience participation in the presentation to effectively reach each of the Navy audiences identified in section 3.1 above.
3.5.5 All training must be presented with the same consistently and quality regardless of the platform, size, or demographic of the audience. The training should not be abbreviated for smaller audiences.
3.5.6 The Keynote speaker shall engage audiences with compelling personal stories or be able to provide innovative training techniques to emphasize Navy policies in a memorable or unique way.
3.5.7 The Keynote speaker will provide the Government Representative a recent video of the individual who will be performing/conducting the training and the specific training that will be provided with their proposal.
3.5.8 Target audiences need to leave the training with new knowledge and tools that makes them feel their attendance was worth the time away from the workplace.
3.5.9 Keynote speaker shall provide a mechanism that measures feedback from each training session and report the findings to the Government Representative. An electronic means of providing feedback is strongly preferred. This feedback, if available, will be used in conjunction with the evaluation discussed in paragraph 3.4.1 to determine if any changes to the presentation are necessary.
3.6 Keynote Speaker Experience Requirements.
3.6.1 The Keynote speaker shall have a minimum of five (5) years’ experience in:
3.6.1.1 Private and/or Government resilience training
3.6.1.2 Providing speaker presentations in person for the Department of Defense or any of its agencies
3.6.1.3 Eliminating stigmas and barriers to seeking mental health treatment
3.6.2 Demonstrated knowledge and familiarity with the DoD and Navy goals and strategic objectives for the Navy-wide resilience programs.
3.6.3 Demonstrated experience to orally communicate the importance of the subject matter and relate it to the duties and responsibilities of leaders, front line supervisors, and program managers.
3.6.4 Possess general administrative skills with the ability to express self clearly and concisely, both orally and in writing.
3.6.5 Keynote speaker should have personal experience regarding resilience, mental health, suicide, as a suicide survivor or has lost someone close to them due to suicide, or works closely with at-risk individuals. (This creates an extra level of credibility to the speaker.)
3.7 Period of Performance. Conduct 3@1hr, 1@45min training presentations as described in the table below at each of the geographic locations specified from Feb 2023 to Dec 2023.
All dates are local and may differ from CONUS/Hawaii dates due to international dateline.
Times (TBD) will be during the local workday between 0800 and 1600 locally. Minor changes to the schedule and training sessions due to operational constraints of the military audiences, availability of service members, etc. may be made as agreed to by both the Contractor and USPACFLT POCs provided no additional costs are incurred. 3.8 Deliverables.
3.8.1 Slide and video presentations: The Keynote speaker shall provide slides and/or videos to be used to the Navy lead at least 2 weeks prior to the start of the training event for review and integration into the total training slide deck.
3.8.2 Handouts/Read-aheads (if required by the Keynote speaker): The Keynote speaker shall provide handouts or other informational items to the Navy lead at least 3 weeks prior to the start of the USPACFLT training event to ensure delivery to the training site.
3.8.3 Trip Reports/After Action Report: The speaker shall submit a post training report/after action report via e-mail to the Government Representative within 5 business days following the conclusion of the training event. The report shall include a summary of any logistics issues, technical issues, concerns, and lessons learned that may be applied to subsequent training events.
As well as timetables, accomplishments, significant discussions/events, audience feedback and action items.
3.9 Security and Access Requirements.
3.9.1 IAW DODM 5205.02M, contractor shall protect information listed in the Critical Information List (CIL) and any other sensitive, but unclassified information that may be useful to our adversaries. Contractor shall abide by Operational Security (OPSEC) policies and procedures, as detailed in DoDM 5205M, OPNAVINST 3432.1A, and/or as directed by the OPSEC Manager/Officer or an OPSEC Coordinator. Contractor shall complete USPACFLT initial OPSEC training within 90 days of in-processing and complete refresher OPSEC training annually. Contractor shall notify their OPSEC Coordinator or the OPSEC Manager/Officer of recommendations for the OPSEC program or potential OPSEC concerns. 3.10 GOVERNMENT FURNISHED PROPERTY (GFP) AND LOGISTICS SUPPORT.
3.10.1 The Government Representative will provide references (a), (b) and (c) of section 2.1 above to the contractor.
3.10.2 The Government will also complete all announcements and advertising for each event location and provide all MS Teams links, calendar invites, information, and read-aheads to targeted audiences and local POCs.
3.11 Performance Requirements Summary (PRS). The Contractor service requirements are summarized into performance objectives that relate directly to mission essential items. The performance threshold briefly describes the minimum acceptable levels of service required for each requirement. These thresholds are critical to mission success.

(a) Definition. As used in this provision-- Internal confidentiality agreement or statement, subcontract, and subcontractor, are defined in the clause at 52.203- 19, Prohibition on Requiring Certain Internal Confidentiality Agreements or Statements.
(b) In accordance with section 743 of Division E, Title VII, of the Consolidated and Further Continuing Appropriations Act, 2015 (Pub.
