Defense Biometric Identification System (DBIDS):
Commander, Navy Installations Command (CNIC), has established the Defense Biometric Identification System
(DBIDS) to improve management and force protection at Navy installations. The Navy has transitioned from using the Navy Commercial Access Control System (NCACS) to the DBIDS for contractors and vendors requiring access to an installation. DBIDS is a standardized process for granting unescorted access privileges to vendors, contractors, suppliers, and service providers not otherwise entitled to the issuance of a Common Access Card (CAC) who seek access to and can provide justification to enter Navy installations and facilities. Visiting vendors may obtain daily passes directly from the individual Navy Installations by submitting identification credentials for verification and undergoing a criminal screening/background check. Alternatively, if the vendor so chooses, it may voluntarily elect to obtain long-term credentials through enrollment registration, backing vetting, screening, issuance of credentials through a designated independent contractor DBIDS service provider.
Pursuant to the contract clauses entitled "Availability of Funds" and "Limitations of Government's
Obligation" and in accordance with the Fiscal Year 2021 Continuing Resolution, contract line items 0001 through 0003 will be incrementally funded. For these item(s), a specified portion of the total price will be provided and will be available for payment and allotted to this contract for the period of the start of the contract through 11 December 2020. Subsequent allotments are subject to passage of the FY21 DoD
Appropriations Act or an extension of the FY21 Continuing Resolution.
Funds above this amount, up to and including the contract price, remain subject to the Availability of Funds and Limitations of Government's Obligation clauses of the contract. Such funds are not presently available for this contract. The Government's obligation under this contract is contingent upon the availability of appropriated funds from which payment for contract purposes can be made. No legal liability on the part of the Government for any payment may arise until funds are made available to the Contracting Officer for this contract and until the Contractor receives notice of such availability, to be confirmed in writing by the
Contracting Officer.
