Performance Work Statement Inspection & Certification of Life Rafts CNRNW Port Operations Department
Type of life rafts to be inspected: Commercial type, Manufacturer is Elliot, SOLAS “A” type rafts, 25 man and 50 man.
Age of the life rafts: 25 man life rafts range from September 2001 to April 2010. 50 man life rafts range from April 2002 to April 2010. Excel spread sheet has manufactured month and year for all rafts.
Number of life rafts to be inspected per year will be a minimum of 11. Four 50-man life rafts and seven 25-man life rafts. There is a total of 16 life rafts on hand.
Inspection and Certification: The Vendor will need to comply with the following regulations in the inspection and certification of commercial life rafts. In accordance with 46 CFR Ch.1 (10-1- 97 edition), 160.151-35 Servicing, inspection and repair. Inflatable life rafts must be inspected by a facility approved by the US Coast guard. Life rafts may require an inspection, repairs, and repackaging, before the inspection/certification is deemed complete.
Repair requirements: The following is a condensed list of yearly servicing inspections as per 46 CFR Ch.1 (10-1-97 edition), 160.151-57, Servicing, inspecting and repair procedures.
1. The working pressure leakage test described in IMO Resolution A.689 (17), Paragraph 2/5.1.5, must be conducted.
2. Inflation hoses must be pressurized and checked for damage as part of the working-pressure leakage test, or in a separate test.
3. An inflatable floor must be inflated until it is firm, and let stand for one hour. The inflatable floor must still be firm at the end of the hour.
4. The seams connecting the floor to the buoyancy tube must be checked for Slippage, rupture, and lifting of seams.
5. Each item of survival equipment must be examined, and-
A. Replaced if its expiration date has passed and otherwise be replaced if it is damaged or unserviceable.
6. Each battery must be replaced with a fresh one if its expiration date has passed, if it has no expiration date, or its measured voltage is less than its rated voltage.
7. Each power cell for the top and inside canopy lights must be inspected and tested as prescribed in the servicing manual unless it is a battery serviced in accordance with item 6, above. Each cell that is tested and found satisfactory may be reinstalled. Each cell that is outdated, is not tested, or fails the test must be replaced.
8. Life rafts are not equipped with EPIRB’s or SART’s. So no inspection is required for those.
9. The manual inflation-pump must be tested for proper operation.
10. Damaged, faded, or incorrect instruction label or identification label on the life raft or its container must be replaced.
11. Each life raft must be examined to ensure that it is properly marked with retro reflective material. Damaged or missing retro reflective material must be replaced with Type I material approved under part 164, subpart 164.018, as complying with SOLAS.
12. Each inflatable cylinder must be weighed. If its weight loss exceeds five percent of the weight of the charge, it must be recharged.
A. When an inflation cylinder is recharged for any reason, the following inflation-head components must be renewed.
1. The poppet-pin assembly, if any
2. Each plastic, or elastomeric seal, and each other part that deteriorates with age
B. Each recharged inflation cylinder must be checked for leakage.
C. Each inflation cylinder that requires a hydrostatic test under 49 CFR 173.34 must be tested and marked in accordance with that section.
D. Every second servicing of a davit-launched life raft, the launching load test must be conducted.
13. At every fifth annual servicing, each life raft must be removed from its container and, while still folded, inflated by the operation of its gas inflation system.
A. Each life raft showing minor leaks during the gas-inflation tested, maybe repaired.
B. Each life raft ten or more years past its date of manufacture must be condemned if it leaks extensively, or shows fabric damage other than minor porosity, during the gas inflation test conducted.
C. At each annual servicing of a life raft ten or more years past its date of manufacture during which the gas-inflation test is not conducted, a NAP test must be conducted.
D. At each annual servicing of a life raft ten or more years past its date of manufacture, the integrity of the seams connecting the floor to the buoyancy tube must be checked.
14. The servicing facility must complete the following for each life raft that passes these inspections and tests:
A. Permanently mark the life raft on its outside canopy, or on a servicing record panel on an interior portion of one of its buoyancy tubes near an entrance with:
1. The date of servicing
2. The identification and location of the servicing facility
3. If applicable, an indication that the special fifth year servicing was performed.
B. Permanently and legibly mark on the identification device provided, the name of vessel, or the name of the owner. (Navy Region Northwest)
C. Affix an inspection sticker to the life raft container. The sticker must be the type that can remain legible for at least 2 years when exposed to a marine environment, and that cannot be removed without being destroyed. The sticker must be 4 X 6 inches with the last digit of the year of expiration superimposed over a background color. The sticker must also contain the following:
1. The name of the manufacturer of the life raft
2. The year and month of expiration.
3. Identification of the servicing facility.
4. The expiration date of the servicing sticker is 12 months after the date the life raft was repacked.
15. The servicing facility must keep a record of each life raft approved by the Coast Guard that it services for at least five years and must make those records available to the Coast guard upon request. As life rafts get older, and especially after the five year point, more inspections maybe required and more materials connected with the life raft may need to be replaced due to their age.
Suggest calling out these items as separate line items that may need to be added to the task order.
Every year (Annual Requirements) all life rafts need to have the following:
• Recertification inspection
• Re-inspection certificate
• Bursting straps, 8 each
• Do not cut tape, 8 each
• Repair cement, 1 each
• Flashlight batteries, 6 each
• Container labels Required materials to be added: The following materials pertaining to the life rafts will need to be replaced as per the Periodicity shown below.
Every two years all life rafts require:
• A hydrostatic release, 1 each
25 Man Life Raft Requirements
Every three years, 25 man life rafts require:
• Replace 6 red hand flares estimated
• Replace 4 each parachute flares
• Replace 2 each Orange smoke flares
Every four years, 25 man life rafts require:
• Same as two year requirement
Every five years, 25 man life rafts require:
• Service/Hydro, refill and leak test CO2 cylinder
• Brass burst disc, 1 each
• CO2 inflation hose, 1 each
• Lithium batteries, 3 each
• Food rations, 25 each
• Drinking water, 300 each of 125 ml package
• Replace all other dated items
Every six years, 25 man life rafts require:
• Same as two and three year requirements
Every seven years, 25 man life rafts require:
• Same as the annual requirements
Every eight years, 25 man life rafts require:

Pick up & delivery of Life Rafts: Request vendor to pick up the life raft & deliver it back to Naval Base Kitsap upon completion of certification. Life rafts to be shipped as freight due to the CO2 bottles and flares installed in the life raft, as they are considered hazmat/explosives. Due to the hazmat involved with the life rafts they must be shipped as freight by a trucking company.
Request ability to add and subtract the life rafts (listed by serial number) as needed. In obtaining new Tugboats they will come with brand new life rafts which may cause us to delete some of the older ones from our boats.

FELONY CONVICTION UNDER ANY FEDERAL LAW (FEB 2016)
(a) As required by sections 744 and 745 of Division E of the Consolidated and Further Continuing Appropriations Act, 2015 (Pub. L. 113-235), and similar provisions, if contained in subsequent appropriations acts, the Government will not enter into a contract with any corporation that--
(1) Has any unpaid Federal tax liability that has been assessed, for which all judicial and administrative remedies have been exhausted or have lapsed, and that is not being paid in a timely manner pursuant to an agreement with the authority responsible for collecting the tax liability, where the awarding agency is aware of the unpaid tax liability, unless an agency has considered suspension or debarment of the corporation and made a determination that suspension or debarment is not necessary to protect the interests of the Government; or
(2) Was convicted of a felony criminal violation under any Federal law within the preceding 24 months, where the awarding agency is aware of the conviction, unless an agency has considered suspension or debarment of the corporation and made a determination that this action is not necessary to protect the interests of the Government.
(b) The Offeror represents that--

52.212-2 EVALUATION--COMMERCIAL ITEMS (OCT 2014)
(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:
(Contracting Officer shall insert the significant evaluation factors, such as (i) technical capability of the item offered to meet the Government requirement; (ii) price; (iii) past performance (see FAR 15.304); and include them in the relative order of importance of the evaluation factors, such as in descending order of importance.)
Technical and past performance, when combined, are . (Contracting Officer state, in accordance with FAR 15.304, the relative importance of all other evaluation factors, when combined, when compared to price.)
(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).
(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
52.212-3 OFFEROR REPRESENTATIONS AND CERTIFICATIONS--COMMERCIAL ITEMS (OCT 2018)
ALTERNATE I (OCT 2014)
The Offeror shall complete only paragraph (b) of this provision if the Offeror has completed the annual representations and certification electronically in the System for Award Management (SAM) accessed through https://www.sam.gov. If the Offeror has not completed the annual representations and certifications electronically, the Offeror shall complete only paragraphs (c) through (u)) of this provision.
(a) Definitions. As used in this provision--
“Economically disadvantaged women-owned small business (EDWOSB) concern” means a small business concern that is at least 51 percent directly and unconditionally owned by, and the management and daily business operations https://www.sam.gov/ of which are controlled by, one or more women who are citizens of the United States and who are economically disadvantaged in accordance with 13 CFR part 127. It automatically qualifies as a women-owned small business eligible under the WOSB Program.
“Forced or indentured child labor” means all work or service—
(1) Exacted from any person under the age of 18 under the menace of any penalty for its nonperformance and for which the worker does not offer himself voluntarily; or
(2) Performed by any person under the age of 18 pursuant to a contract the enforcement of which can be accomplished by process or penalties.
“Highest-level owner” means the entity that owns or controls an immediate owner of the offeror, or that owns or controls one or more entities that control an immediate owner of the offeror. No entity owns or exercises control of the highest level owner.
“Immediate owner” means an entity, other than the offeror, that has direct control of the offeror. Indicators of control include, but are not limited to, one or more of the following: Ownership or interlocking management, identity of interests among family members, shared facilities and equipment, and the common use of employees.
“Inverted domestic corporation,” means a foreign incorporated entity that meets the definition of an inverted domestic corporation under 6 U.S.C. 395(b), applied in accordance with the rules and definitions of 6 U.S.C. 395(c).
“Manufactured end product” means any end product in product and service codes (PSCs) 1000-9999, except—
(1) PSC 5510, Lumber and Related Basic Wood Materials;
(2) Product or Service Group (PSG) 87, Agricultural Supplies;
(3) PSG 88, Live Animals;
(4) PSG 89, Subsistence;
(5) PSC 9410, Crude Grades of Plant Materials;
(6) PSC 9430, Miscellaneous Crude Animal Products, Inedible;
(7) PSC 9440, Miscellaneous Crude Agricultural and Forestry Products;
(8) PSC 9610, Ores;
(9) PSC 9620, Minerals, Natural and Synthetic; and
(10) PSC 9630, Additive Metal Materials.
“Place of manufacture” means the place where an end product is assembled out of components, or otherwise made or processed from raw materials into the finished product that is to be provided to the Government. If a product is disassembled and reassembled, the place of reassembly is not the place of manufacture.
“Restricted business operations” means business operations in Sudan that include power production activities, mineral extraction activities, oil-related activities, or the production of military equipment, as those terms are defined in the Sudan Accountability and Divestment Act of 2007 (Pub. L. 110-174). Restricted business operations do not include business operations that the person (as that term is defined in Section 2 of the Sudan Accountability and Divestment Act of 2007) conducting the business can demonstrate—
(1) Are conducted under contract directly and exclusively with the regional government of southern Sudan;
(2) Are conducted pursuant to specific authorization from the Office of Foreign Assets Control in the Department of the Treasury, or are expressly exempted under Federal law from the requirement to be conducted under such authorization;
(3) Consist of providing goods or services to marginalized populations of Sudan;
(4) Consist of providing goods or services to an internationally recognized peacekeeping force or humanitarian organization;
(5) Consist of providing goods or services that are used only to promote health or education; or
(6) Have been voluntarily suspended.
“Sensitive technology”—
(1) Means hardware, software, telecommunications equipment, or any other technology that is to be used specifically—
(i) To restrict the free flow of unbiased information in Iran; or
(ii) To disrupt, monitor, or otherwise restrict speech of the people of Iran; and
(2) Does not include information or informational materials the export of which the President does not have the authority to regulate or prohibit pursuant to section 203(b)(3) of the International Emergency Economic Powers Act (50 U.S.C. 1702(b)(3)).
“Service-disabled veteran-owned small business concern”—
(1) Means a small business concern—
(i) Not less than 51 percent of which is owned by one or more service-disabled veterans or, in the case of any publicly owned business, not less than 51 percent of the stock of which is owned by one or more service-disabled veterans; and
(ii) The management and daily business operations of which are controlled by one or more service-disabled veterans or, in the case of a service-disabled veteran with permanent and severe disability, the spouse or permanent caregiver of such veteran.
(2) Service-disabled veteran means a veteran, as defined in 38 U.S.C. 101(2), with a disability that is service-connected, as defined in 38 U.S.C. 101(16).
“Small business concern” means a concern, including its affiliates, that is independently owned and operated, not dominant in the field of operation in which it is bidding on Government contracts, and qualified as a small business under the criteria in 13 CFR Part 121 and size standards in this solicitation.
“Small disadvantaged business concern, consistent with 13 CFR 124.1002,” means a small business concern under the size standard applicable to the acquisition, that--
(1) Is at least 51 percent unconditionally and directly owned (as defined at 13 CFR 124.105) by--
(i) One or more socially disadvantaged (as defined at 13 CFR 124.103) and economically disadvantaged (as defined at 13 CFR 124.104) individuals who are citizens of the United States; and
(ii) Each individual claiming economic disadvantage has a net worth not exceeding $750,000 after taking into account the applicable exclusions set forth at 13 CFR 124.104(c)(2); and
(2) The management and daily business operations of which are controlled (as defined at 13.CFR 124.106) by individuals, who meet the criteria in paragraphs (1)(i) and (ii) of this definition.
“Subsidiary” means an entity in which more than 50 percent of the entity is owned—
(1) Directly by a parent corporation; or
(2) Through another subsidiary of a parent corporation.
“Veteran-owned small business concern” means a small business concern—
(1) Not less than 51 percent of which is owned by one or more veterans(as defined at 38 U.S.C. 101(2)) or, in the case of any publicly owned business, not less than 51 percent of the stock of which is owned by one or more veterans; and
(2) The management and daily business operations of which are controlled by one or more veterans.
“Women-owned business concern” means a concern which is at least 51 percent owned by one or more women; or in the case of any publicly owned business, at least 51 percent of the its stock is owned by one or more women; and whose management and daily business operations are controlled by one or more women.
“Women-owned small business concern” means a small business concern --
(1) That is at least 51 percent owned by one or more women or, in the case of any publicly owned business, at least 51 percent of the stock of which is owned by one or more women; and
(2) Whose management and daily business operations are controlled by one or more women.
“Women-owned small business (WOSB) concern eligible under the WOSB Program (in accordance with 13 CFR part 127),” means a small business concern that is at least 51 percent directly and unconditionally owned by, and the management and daily business operations of which are controlled by, one or more women who are citizens of the United States.

(1) Annual Representations and Certifications. Any changes provided by the Offeror in paragraph (b)(2) of this provision do not automatically change the representations and certifications in SAM.
(2) The offeror has completed the annual representations and certifications electronically in SAM accessed through http://www.sam.gov. After reviewing SAM information, the Offeror verifies by submission of this offer that the http://www.sam.gov/ representations and certifications currently posted electronically at FAR 52.212-3, Offeror Representations and Certifications--Commercial Items, have been entered or updated in the last 12 months, are current, accurate, complete, and applicable to this solicitation (including the business size standard applicable to the NAICS code referenced for this solicitation), at the time this offer is submitted and are incorporated in this offer by reference (see FAR 4.1201), except for paragraphs __.
