Memo to File: N6275820RCUS712

Requirement: This procurement is for repair of two (2) each Air Conditioner (AC) plants No. 2 and No. 3, onboard a forward deployed Navy vessel in support of U.S. Naval Ship Repair Facility & Japan Regional Maintenance Center (SRF-JRMC) Yokosuka, Japan. The contractor will provide onsite engineering services and material required to replace all condenser tubes, test, start-up, and groom AC plants No. 2 & No. 3.

The period of performance as follows:

POP: Start NLT 10/25/2019 for material procurement Shipboard POP: for condenser No.2 & No.3

Background: During repairs of AC units No. 1 through No. 4, currently being performed under another contract, the condensers of AC plants No. 2 and No. 3 were identified as needing repairs.

The required repairs are not under contract and are required to run critical combat system equipment and habitability for the ship’s crew. The repairs to the condensers of AC units No. 2 and No. 3 are critical to prevent delay in the ship’s availability to carry on its mission in support of the forward deployed Seventh Fleet. In order to meet the period of performance, material must be procured no later than 25 October 2019.

It was determined that a delay in award of a contract would result in serious injury, financial or other, to the Government, therefore, unusual and compelling urgency applied to this procurement in accordance with 10 U.S.C. 2304(c)(2).

Exception to Synopsis:

a. FAR 5.202(a)(2) The proposed contract action is made under the conditions described in 6.302-2 (or, for purchases conducted using simplified acquisition procedures, if unusual and compelling urgency precludes competition to the maximum extent practicable) and the Government would be seriously injured if the agency complies with the time periods specified in 5.203.
