Source Selection Information - See FAR 2.101 and 3.104 Rev 10/2015 supply distributors but no authorized service providers. In regards to reseller of Motorola products, Motorola does not train or license information to resellers to enable them to perform installation and integrations services as required for this requirement. Motorola holds proprietary installation and integration processes, which makes them the only authorized source for this support.

6. Description of Efforts Made to Solicit Offers from as Many Offerors as Practicable.

Four (4) of the eight (8) MCC 7500 IP dispatch consoles were procured on a previous contract, N6833516C0389, issued by Naval Air Warfare Center Aircraft Division (NAWC-AD) Lakehurst, NJ in support of CNRJ Japan. Procurement was for modernization of the Master Site Zone Core for the CNRJ Enterprise Land Mobile Radio (ELMR) network. This procurement was sole sourced to Motorola (J&A 16-0140) on the basis of interoperability and interchangeability of the existing trunked radio system which is the Motorola ASTRO 25 Integrated Voice and Data trunked radio system. Four (4) MCC 7500 Dispatch Console Systems were procured. These four (4) dispatch consoles in addition to the four (4) MCC 7500 dispatch consoles also owned by the Navy procured on previous contracts, now require installation, programming, optimizing and testing.

Market research via the internet and contacting Motorola directly resulted in confirming that Motorola is the only service provider who can perform the installation and integration services, technical requirements and capacity to fulfill the scope of work involved with this project.

7. Determination of Fair and Reasonable Cost.

The contracting officer has determined the anticipated cost to the Government of the supplies/services covered by this J&A will be fair and reasonable utilizing the appropriate methodology for the contract type.

8. Actions to Remove Barriers to Future Competition.

For the reasons set forth in Paragraph 5, NAVSUP FLC Puget Sound has no plans at this time to compete future contracts for the types of supplies/services covered by this document. If another potential source emerges, NAVSUP FLC Puget Sound will assess whether competition for future requirements is feasible.
