Source Selection Information - See FAR 2.101 and 3.104 Rev 10/2015 of Rolls Royce equipment. Therefore, Rolls Royce Marine North America is the only source for the required services.
Currently, there are no other known manufacturers or service providers capable of providing the required services. OEM expertise is required to ensure system integrity. Use of any other manufacturer’s service technicians could cause the CPP Systems to fail putting the mission and safety of the ship and her crew at risk. Furthermore, failure of these components would jeopardize the ship’s ability to stay at sea and perform its mission as the propulsion system is critical to the vessel’s mobility. Therefore, Rolls Royce
Marine North America is the only acceptable source for the needed technical representative services.
6. Description of Efforts Made to Solicit Offers from as Many Offerors as Practicable.
The proposed solicitation will be synopsized on the NECO website. Previously synopsized requirements for Controllable Pitch Propellers have not resulted in any companies, other than the OEM Rolls-Royce expressing interest. No additional market research was conducted as it is not practicable for the reasons discussed in paragraph 5 above, for any company other than Rolls-Royce to provide the required services.
7. Determination of Fair and Reasonable Cost.
The contracting officer has determined the anticipated cost to the Government of the supplies/services covered by this J&A will be fair and reasonable utilizing the appropriate methodology for the contract type.
8. Actions to Remove Barriers to Future Competition.
For the reasons set forth in Paragraph 5, NAVSUP FLCPS has no plans at this time to compete future contracts for the types of supplies/services covered by this document. If another potential source emerges, NAVSUP FLCPS will assess whether competition for future requirements is feasible.
