THIS SOLICITATION IS TO PROVIDE MOUNTAINEERING TRAINING AT MOUNT BAKER SITE
OR SIMILAR IN THE PACIFIC NW GEOGRAPHICAL LOCATION. THIS IS A 100% SMALL
BUSINESS SET ASIDE
NOTICE TO ALL OFFERORS: The Government anticipates awarding a firm, fixed price contract in response to quotes/proposals received to this solicitation. As a result, the contract's pricing will not be subject to any adjustment on the basis of the contractor's increased costs due to COVID-19 and/or inflationary causes experienced during contract performance. Because a firm, fixed price contract places the maximum risk and full responsibility for all costs and resulting profit or loss on the contractor, offerors are advised to consider these risks when pricing their quotes/proposals.
1. This solicitation is for the procurement of MOUNTAINEERING TRAINING in support of CNRNW EOD Detachments. It is anticipated that this solicitation will result in an award of a Firm, Fixed-Price Service type contract.
2. The entire solicitation shall be filled out, signed, and returned as part of your quote. See block 8 on page 1 of the solicitation for the closing date and time.
3. The deadline for submission of questions regarding the solicitation’s terms, conditions, specifications, and/or the statement of work (SOW) / performance work statement (PWS) is 2 days prior to the solicitation’s closing date. All questions regarding this solicitation shall be submitted in writing via email to:

4. The Government will award on the basis of price unless the contracting officer is aware of past performance information related to the low price quote/offer which indicates that quote/offer may not represent best value. In that case, the Government reserves the right to consider the past performance of other quotes/offers, conduct a price, past performance tradeoff, and award to other than the lowest price quote/offer.
5. SINGLE AWARD FOR ALL ITEMS: Due to the interrelationship of supplies and/or services to be provided hereunder, the Government reserves the right to make a single award to the quoter whose quote is considered in the best interest of the government, price and other factors considered. Therefore, quoters who quote less than the entire effort specified herein may be determined to be unacceptable.

Fringe Benefits:
HEALTH & WELFARE: $5.36 per hour, up to 40 hours per week, or $214.00 per week or $929.07 per month

12. Defense Biometric Identification System (DBIDS):
Commander, Navy Installations Command (CNIC), has established the Defense Biometric Identification System (DBIDS) to improve management and force protection at Navy Installations. DBIDS is a standardized process for granting unescorted access privileges to vendors, contractors, suppliers, and service providers not otherwise entitled to the issuance of a Common Access Card (CAC) who seek access to and can provide justification to enter Navy installations and facilities. Visiting vendors may obtain daily passes directly from the individual Navy Installations by submitting identification credentials for verification and undergoing a criminal screening/background check. Alternatively, if the vendor so chooses, it may voluntarily elect to obtain long-term credentials through enrollment registration, backing vetting, screening, issuance of credentials through a designated independent contractor DBIDS service provider. It is the responsibility of the Contractor to get their driver(s) badged for base access.

PERFORMANCE WORK STATEMENT
NAVY REGION NORTHWEST Explosive Ordnance Disposal (EOD) Detachment Bangor Performance Work Statement
1. GENERAL:
This is a non-personal services contract to provide mountaineering training for Command Navy Region Northwest (CNRNW) Explosive Ordnance Disposal (EOD) Detachments. The Government shall not exercise any supervision or control over the contract service providers performing the services herein.
2. PURPOSE:
The purpose is to establish trained Mountaineering and experienced operators as part of the EOD assets to CNRNW.
EOD Area of Operations (AO) includes the Olympic and Cascade Mountain ranges which has some of the roughest terrain in the western United States, requiring skilled climbers to traverse safely to area of emergency responses.
Mountaineering basic training will be in accordance with the American Mountain Guides Association (AMGA) training courses . All students will be trained to be a competent glacier rope-team member when working with similarly trained climbers.
3. SCOPE:
3.1 The Contractor shall conduct basic in-person Mountaineer Training for CNRNW EOD Detachments.
3.1.1 The class shall accommodate 6 Department of Defense (DoD) students and have a minimum 2 civilian instructors.
3.2 The contractor shall provide a quote for CNRNW EOD personnel to receive course instruction and mountaineering rental equipment for a safe summit of Mount Baker.
3.2.1 Rental equipment may include but not limited to: crampons, climbing ropes, belay devices, harness and any other gear necessary to meet course goals.
3.3 All instructors shall have Wilderness First Responder medical certification at a minimum and shall provide copies with quote.
3.4 The instructors shall be AMGA Certified Guides, and will have taken, at the minimum, the American Mountain Guides Association (AMGA) Alpine Guide Course. Copies shall be provided with quote.
3.5 The course shall cover the use of knots, hitches, self-arrest maneuvers, crevasse rescue techniques, and glacier-travel methods.
3.6 Training shall consist of 5 days of hands-on training delivered by qualified and AMGA certified instructors.
Course needs to be completed by 30 September 2025.
3.6.1 The Contractor shall submit a course of instruction with their quote.
3.7 The contractor shall issue course completion certificates to students who successfully complete the summit and demonstrate competence and safety in the course goals identified in the course of instruction provided.
4. PERIOD OF PERFORMANCE: See schedule – TBD.
5. GOVERNMENT FURNISHED EQUIPMENT (GFE):
CNRNW will not provide GFE to civilian instructors during the course. Instructors shall maintain their own equipment for the duration of the course. For the purpose of this training CNRNW shall be responsible for:
5.1 CNRNW shall be responsible to bring the following for each DoD student: appropriate cold weather clothing, shelter, food for the duration of the course and means of hydration.
6. TRAINING LOCATION(S):
Students will conduct mountaineering equipment checkout/ rental and equipment walk through with instructors prior to arrival at Mount Baker training site or a similar location in the Pacific Northwest geographical location. Once equipment checkout is complete, the remainder of the COI will be spent on site at Mount Baker conducting learning objectives and summit.
6.1 Mount Baker, WA South Side Route will be the preferred primary location to conduct the summit dependent on weather. CNRNW EOD will work with the instructors to identify suitable route at Mount Baker, WA that meets the safety requirements and learning objectives for a successful summit of Mount Baker.
6.2 Mount Baker, WA North Side Route will be the Secondary preferred location (weather dependent).
6.3 Alternative locations in the Pacific Northwest will be accepted, alternative locations shall be identified in the proposed course of instruction along with the quote.
6.4 Regular working hours will not apply during course. Overnight stays on the mountain will be required in order to summit Mount Baker and complete the COI.
7. DELIVERABLES:
7.1 Copy of Wilderness First Responder medical certification or higher.
7.2 Copy of American Mountain Guides Association (AMGA) Alpine Guide Course certification.
7.3 Copy of experience teaching similar curriculums.
7.4 Copy of course of instruction.
SURVEILLANCE OF FIRM-FIXED-PRICED SERVICES

b. When performance is at a Government site, the Contractor's representative shall contact the Government representative named above upon arrival at and departure from the work site. If access to a security area is required, continuous escort service for contractor's representative will be provided by the designated Government representative.
c. It is emphasized that only the Contracting Officer has authority to modify the terms of this contract;
therefore, in no event will any understanding, agreement, modification, change order, or other matter deviating from the terms of the basic contract between the contractor and any other person be effective or binding on the Government. When or if, in the opinion of the contractor, an effort outside of the existing scope of the contract is requested, the Contractor shall promptly notify the Administrative Contracting Officer (ACO) in writing. No action shall be taken by the contractor under such direction until the Contracting Officer or ACO has issued a modification to the contract or has otherwise resolved the issue.

THE STATEMENT OF WORK/PERFORMANCE WORK STATEMENT.
NAVSUP Fleet Logistics Center (FLC) Puget Sound (PS) may utilize contractor support through the AbilityOneProgram, as needed, to perform contract closeout functions for this acquisition. Information, including business sensitive/confidential or proprietary data, that the offeror provides to the Government or information already in the possession of the Government may be viewed and utilized by the AbilityOne Program support contractor personnel during the course of its contract performance. The information that may be made available to the support contractor may include, for example, pricing and technical proposals, historical contract, pricing and performance information, Commercial Asset Visibility (CAV) reporting information and similar data/information.
By submission of a proposal in response to this solicitation, the offeror and its subcontractor’s consent to a release of their business sensitive/confidential or proprietary data to the Government's AbilityOne Program support contractor personnel in order to perform close out services. Prior to the release of any such information to the support contractor, the support contractor will have in place with the Government a Non-Disclosure/Non-Use Agreement in accordance with the terms of the AbilityOne Program support contract. Offerors may execute their own Non-Disclosure Agreement with the AbilityOne Program (AbilityOne contact information available from the contracting point of contact). The support contractor must provide copies of the executed agreements to the Contracting Officer and the Contracting Officer's Representative (COR) for the support contract; and the offeror/contractor for this acquisition must provide copies of the executed Agreement to the Contracting Officer for this acquisition. If the offeror/contractor seeks such a Non-Disclosure Agreement with the AbilityOne Program support contractor, the Agreement must be executed no later than the date of final delivery under the resulting NAVSUP FLC PS contract.

(d) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph

(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor's directly pertinent records involving transactions related to this contract.
(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR Subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.
(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.

“Local processing office (LPO)” is the office responsible for payment certification when payment certification is done external to the entitlement system.
“Payment request” and “receiving report” are defined in the clause at 252.232-7003, Electronic Submission of Payment Requests and Receiving Reports.
(b) Electronic invoicing. The WAWF system provides the method to electronically process vendor payment requests and receiving reports, as authorized by Defense Federal Acquisition Regulation Supplement (DFARS) 252.232- 7003, Electronic Submission of Payment Requests and Receiving Reports.
(c) WAWF access. To access WAWF, the Contractor shall—
(1) Have a designated electronic business point of contact in the System for Award Management at https://www.sam.gov; and
(2) Be registered to use WAWF at https://wawf.eb.mil/ following the step-by-step procedures for self-registration available at this web site.
(d) WAWF training. The Contractor should follow the training instructions of the WAWF Web-Based Training Course and use the Practice Training Site before submitting payment requests through WAWF. Both can be accessed by selecting the “Web Based Training” link on the WAWF home page at https://wawf.eb.mil/.
(e) WAWF methods of document submission. Document submissions may be via web entry, Electronic Data Interchange, or File Transfer Protocol.
(f) WAWF payment instructions. The Contractor shall use the following information when submitting payment requests and receiving reports in WAWF for this contract or task or delivery order:
(1) Document type. The Contractor shall submit payment requests using the following document type(s):
(i) For cost-type line items, including labor-hour or time-and-materials, submit a cost voucher.
(ii) For fixed price line items—
(A) That require shipment of a deliverable, submit the invoice and receiving report specified by the Contracting Officer.

(B) For services that do not require shipment of a deliverable, submit either the Invoice 2in1, which meets the requirements for the invoice and receiving report, or the applicable invoice and receiving report, as specified by the Contracting Officer.

(iii) For customary progress payments based on costs incurred, submit a progress payment request.

(2) Fast Pay requests are only permitted when Federal Acquisition Regulation (FAR) 52.213-1 is included in the contract.
[Note: The Contractor may use a WAWF “combo” document type to create some combinations of invoice and receiving report in one step.]
(3) Document routing. The Contractor shall use the information in the Routing Data Table below only to fill in applicable fields in WAWF when creating payment requests and receiving reports in the system.

(5) Receiving report. The Contractor shall ensure a receiving report meets the requirements of DFARS Appendix F.
(g) WAWF point of contact. TO BE PROVIDED UPON AWARD
(1) The Contractor may obtain clarification regarding invoicing in WAWF from the following contracting activity’s WAWF point of contact.

Prohibition on Unmanned Aircraft Systems Manufactured or Assembled by American Security Drone Act-Covered Foreign Entities (Nov 2024)
(a) Definitions. As used in this clause—
American Security Drone Act-covered foreign entitymeans an entity included on a list developed and maintained by the Federal Acquisition Security Council (FASC) and published in the System for Award Management (SAM) at https://www.sam.gov (section 1822 of the National Defense Authorization Act for Fiscal Year 2024, Pub. L. 118-31, 41 U.S.C. 3901 note prec.).
FASC-prohibited unmanned aircraft systemmeans an unmanned aircraft system manufactured or assembled by an American Security Drone Act-covered foreign entity.
Unmanned aircraftmeans an aircraft that is operated without the possibility of direct human intervention from within or on the aircraft ( 49 U.S.C. 44801(11)).
Unmanned aircraft systemmeans an unmanned aircraft and associated elements (including communication links and the components that control the unmanned aircraft) that are required for the operator to operate safely and efficiently in the national airspace system ( 49 U.S.C. 44801(12)).
(b) Prohibition. The Contractor is prohibited from—
(1) Delivering any FASC-prohibited unmanned aircraft system, which includes unmanned aircraft (i.e., drones) and associated elements (sections 1823 and 1826 of Pub. L. 118-31, 41 U.S.C. 3901 note prec.);
