About this file
This is a Request for Quotation (RFQ) for the repair of an electro-mechanical rotary actuator, Part Number 70400-02260-121 (NSN 7R 1680 012422066), with a requirement for 2 units. The solicitation is issued on a sole source basis with the intent to contract with Kearfott Corporation, though all responsible sources may submit capability statements or proposals for consideration within 45 days of synopsis publication. The Government does not possess sufficient technical data to procure from alternative sources and requires Government Source Approval prior to award; vendors not already approved must submit a Source Approval Request along with their proposal, including all information specified in the NAVSUP WSS Source Approval Brochure available on the Navy Supply Systems Command website. The contract will utilize FAR Part 15 procedures and will be posted to NECO using electronic procedures only, with no telephone requests or hard copy distributions accepted.
The induction period for initial units is 365 calendar days from contract award, with the Government reserving the right to extend for an additional 365 days (two-year total). Contractors must propose option pricing for up to a maximum of 10 units over the entire contract period, with separate pricing provided if costs differ after the first year. The Government reserves the right to place an initial order for any number of units up to the maximum specified, with total contract value calculated using the highest proposed unit price multiplied by the maximum quantity for threshold purposes. This is a Foreign Military Sales (FMS) repair requirement that was not reviewed under small business set-aside provisions per November 21, 2024 guidance.
