About this file
Summary
This is a Justification and Approval (J&A) document for other than full and open competition issued by the Department of the Navy, NAVSUP WSS in Philadelphia. The procurement seeks to acquire aircraft fuel tank spares (Part Number 2F1 4-42231-103 & 70307-23903-103, NSN 1560-011677486) with an expected final delivery date of February 23, 2027. The acquisition is justified under 10 USC 3204(A)(1) authority, which permits procurement when only one or a limited number of responsible sources can satisfy agency requirements. The item is designated as a Critical Safety Item (CSI) on Source Control Drawing #70307-23903 owned by Sikorsky (78286), with Axillon Aerospace (56221) listed as the only approved source on the drawing.
The J&A documents that limited competition is necessary because the Government does not possess sufficient rights in the technical data to distribute to potential new suppliers, and any additional sources must be approved by Sikorsky. Market research confirmed that Sikorsky and Axillon Aerospace are the only approved sources, with no Source Approval Requests received from other interested parties. The acquisition will be solicited to both Axillon Aerospace (56221) and Sikorsky (78286) to maximize available competition. To remove barriers to future competition, NAVSUP WSS will encourage vendors to submit complete technical data packages for source approval and will continue advertising future requirements on the government-wide point of entry. The Contracting Officer (Kathryn Murphy) approved this justification on August 31, 2026, following legal sufficiency review and competition advocacy review.

This J&A is based upon the authority of 10 USC 3204(A) (1), only one or a limited number of responsible sources will satisfy agency requirements.
A/RMC 1
Suitable for competitive acquisition for the second or subsequent time.
A/RMSC B
This part must be acquired from/repaired by a source(s) specified on a source control or selected item drawing as defined by the current version of DoD-STD-100. Suitable technical data, Government data rights, or manufacturing/repair knowledge are not available to permit acquisition from/repair by other sources, nor qualification testing of another part, nor use of a second source part in the intended application. Although, by DoD-STD-100 definition, altered and selected items shall have an adequate technical data package, data review discloses that required data or data rights are not in Government possession and cannot be economically obtained. If one source is available, A/RMCs 3, 4, or 5 are valid. If at least two sources exist, A/RMCs 1 or 2 are valid.
This acquisition will be solicited to
Axillon Aerospace (56221) and Sikorsky (78286) This acquisition will be solicited to Axillon Aerospace (56221) and Sikorsky (78286). Axillon Aerospace (56221) is the only source listed on Source Control Drawing #70307-23903. Sikorsky (78286) owns the technical data for this item, could potentially have the ability to satisfy this requirement, and will be solicited. This part has also been deemed as a Critical Safety Item (CSI), further limiting competition. The Government does not possess sufficient rights in the technical data to distribute to potential new suppliers of the item. Any additional sources would have to be approved by Sikorsky (78286) and added to the approved sources listed on the drawing.
15 MAR 2019 Class Waiver of the Requirement to Post a Request for Information or Sources Sought Notice applies to this requirement
The proposed contract action was synopsized on the government-wide point of entry on 05/06/2026 and as a result
Market research was conducted in accordance with far part 10. The results of the market research conducted (or the reason(s) market research was not conducted) are as follows
The latest configuration has been checked and all records (ITIMP, JDRS/ASE, etc.) have been properly aligned, identified, and documented. This item is on Source Controlled Drawing 70307-23903 owned by Sikorsky (78286) listing only Axillon Aerospace (56221) as an approved source. The Government does not possess sufficient rights in the technical data to distribute them to potential new suppliers of the item. Any additional sources would have to be approved by Sikorsky (78286) and added to the approved sources listed on the drawing. NAVSUP WSS must procure this item from Axillon Aerospace (56221) or Sikorsky (78286). The available technical data is insufficient for the development of new sources. Source Development Department files indicate no Source Approval Request (SAR) has been received from any party interested in becoming an approved source. Sikorsky (78286) and Axillon Aerospace (56221) are the only approved sources at this time.

History
The contracting officer determines that the anticipated cost to the Government of the supplies covered by this J&A will be fair and reasonable.
To promote competition, NAVSUP WSS will continue to encourage vendors with the expertise to manufacture the subject item to submit a complete technical data package for review and source approval by the appropriate engineering source approval authority per the (WSS) guidelines. Also, future requirements will be advertised on the government-wide point of entry. For reasons set forth in Paragraph (5 & 6), NAVSUP WSS has no plans at this time to compete future contracts for the subject item covered by this document. If another potential manufacturing source emerges, NAVSUP WSS will assess whether competition for future requirements is feasible. Also, future requirements will be advertised on the government-wide point of entry.
