About this file
This is an RFP Synopsis for a sole source procurement by NAVSUP Weapon Systems Support (NAVSUP WSS) Philadelphia. The Government intends to solicit a 5-year Blanket Order Agreement (BOA) with Woodward HRT Inc. (CAGE code 81873) for repair parts and support of the V-22, H-1, and H-1 Aircraft. Woodward HRT Inc. is the Original Equipment Manufacturer (OEM) and the only known source capable of providing the required repair support. The Government does not own the technical data or rights necessary to procure these items from alternative sources, justifying the sole source procurement under 10 U.S.C. 2304(c)(1) and FAR 6.302-1.
The procurement covers nine repair part line items with National Item Identification Numbers (NIINs), part numbers, and five-year estimated quantities ranging from 2 to 120 units annually per item. Items include aircraft actuators, valves, servo cylinders, and hydraulic components. The RFP will be issued electronically via NECO on approximately 25 March 2026 with a response closing date of 24 April 2026. The procurement does not use FAR Part 12 commercial items procedures; however, interested parties may submit evidence of commercial item capability within 15 days of this notice. Proposals received within 45 days of publication will be considered to determine whether to conduct a competitive procurement. A Source Approval Request (SAR) is required for unapproved manufacturers, though procurement will not be delayed pending SAR approval. UID requirements and Buy American Clauses will apply. This is not a Total Small Business Set-Aside. Interested organizations should submit capabilities and qualifications by email to Brittany Kirkegard at Brittany.n.kirkegard.civ@us.navy.mil.
