About this file

This document is an Amendment to a Navy solicitation (N00383-25-R-D049) for repair services issued by NAVSUP Weapon Systems Support in Philadelphia. The solicitation is for repair of a specific National Item Identification Number (NIIN 016017106) with a government-desired throughput of 01 per month and a 200-day repair turnaround time (RTAT). Key amendment details include extending the proposal due date to 11/14/2025 at 2:00 PM EDT and removing a previous term (WSSTERMMZ01).

The evaluation will be based on multiple factors: compliance with solicitation requirements (acceptable/unacceptable), capacity/delivery, past performance, and small business participation strategy. Past performance will be rated on relevance and confidence levels, with contracts from the past three years considered. The government intends to award to the responsible offeror whose proposal represents the best value, with non-price factors considered more important than price. Offerors must submit a detailed Past Performance Information Form and are required to provide their throughput constraint and repair turnaround time capabilities.

(3) Requirements for Style: Each offeror shall submit a proposal that clearly and concisely sets forth the contractor’s response to the requirements of the solicitation. Unnecessary elaboration or other presentations beyond that sufficient to present a complete and effective proposal are not desired and may be construed as an indication of the offeror’s lack of cost consciousness. Elaborate artwork, expensive paper or bindings, and expensive visual or other presentation aids are neither necessary nor desired. The proposal shall contain all the pertinent information in sufficient detail in the one area of the proposal where it contributes most critically to the discussion. When necessary, the offeror shall refer to the initial discussion and identify its location within its proposal.

III. PROPOSAL CONTENT

1. Non-price Proposal Information

The non-price proposal is based on compliance with the solicitation requirement, capacity/delivery, past performance and Small Business Participating Strategy.

The following Technical Factors will be used to evaluate offers: Compliance with the solicitation requirement, Capacity/Delivery, Past Performance, and Small Business Participation Strategy

The Non-price evaluation factors are listed in detail below:

(2) Demonstrates an unconditional offer to perform. A proposal that offers alternative terms or takes exceptions to a solicitation requirement will be considered “technically unacceptable.”

Compliance with solicitation requirements will be as either acceptable or unacceptable. The proposal will only be further evaluated if it is rated as acceptable.

(b) Capacity/Delivery:

The offeror shall indicate its capacity / throughput constraint and repair turn-around time (RTAT) to do the repairs hereunder in terms of number of repairs per month for throughput constraint and calendar days for RTAT.

Repair Turnaround Time (RTAT) definition: The contractual delivery requirement is measured from asset acceptance under the terms of the contract. For purposes of this section, Return is defined as physical receipt of the F-condition asset at the contractor’s facility as reflected in the Action Date entry in the Commercial Asset Visibility (CAV) system. In accordance with the CAV Statement of Work, the contractor is required to accurately report all transactions by the end of the fifth regular business day after receipt and the Action Date entry in CAV must be dated to reflect the actual date of physical receipt. RTAT day count begins on the date of induction.

Contractor must notify the government in writing (including electronic commerce methods, such as email) when assets have been received upon physical receipt of the assets.

Throughput Constraint: Total assets to be repaired monthly after initial delivery commences.

The offeror shall indicate its capacity and repair turnaround time (RTAT) to do the repairs hereunder in terms of output of RFI or “A” condition items per month for each line item. The contractor shall do so by indicating such output figures in the chart below to this amendment. For example, if from a capacity standpoint, for Year 1, the first month’s throughput is estimated at 4 units, insert “4” in the corresponding block.

(c) Past Performance

The offeror should complete a “Past Performance Reference Information Sheet” (Attachment B) for each reference submitted. The form is an attachment to the solicitation. For additional information regarding a particular reference beyond that which will fit on the form, the offeror may continue onto another sheet of paper. The offeror shall demonstrate relevant past performance or affirmatively state that it possesses no relevant past performance. Relevant past performance is performance under contacts or efforts (within the past three years) that is of similar scope, magnitude, and complexity to that which is described in the solicitation.

3. Price/Cost Information

Price / Cost Information shall include the completed solicitation documents or a quote containing substantially similar information. The price/cost proposal shall support the Non-price proposal. If the price/cost proposal does not support the Non-price proposal, the offeror’s overall technical proposal rating may be downgraded. The price/cost proposal shall include all elements of cost and such other cost information as considered appropriate to support the offeror’s proposal. The evaluation of proposals will consider the offeror’s Non-price proposal more important than the offeror’s Price proposal.

(a) Each offeror shall identify in its pricing proposal if the offeror intends to obtain engineering support services from the government for efforts related to this procurement. NAVSUP WSS intends to identify the level of support, if any, provided to an offeror by the government in the past fiscal year and assign the appropriate monetary value associated with any engineering support provided to an offeror during that fiscal year. This value will then be added accordingly to the unit price per repair in order to ensure that each offeror’s price is evaluated equally.

L10 – FAR 52.216-27 SINGLE OR MULTIPLE AWARDS (OCT 1995)

The Government may elect to award a single contract or to award multiple contracts for the same or similar supplies to two or more sources under this solicitation.

SECTION M – EVALUATION FACTORS FOR AWARD

M01 – FAR 52.247-47 EVALUATION – F.O.B ORIGIN (JUN 2003)

This clause of the Federal Acquisition Regulation set forth at FAR 52.247-47 is hereby incorporated by reference and made a part hereof with the same force and effect as if set forth in full.

M02 - EVALUATION CRITERIA AND BASIS FOR AWARD – MULTIPLE

The Government intends to award contracts resulting from this solicitation to the responsible offeror whose proposal represents the best value after evaluation in accordance with the factors in the solicitation. The offeror’s proposal shall be in the form prescribed by, and shall contain a response to each of the areas identified in the Section L solicitation provision entitled “Submission of Proposals.” The evaluation of proposals will consider the offeror’s non-price factors more important than the offeror’s price factor.

The non-price evaluation factors are compliance with the solicitation requirements, capacity/delivery, past performance and small business participation strategy.

The evaluation of proposals will be as follows.

A. Factors and Evaluation

(1) Compliance with the Solicitation Requirements

The Government will evaluate the offeror’s proposal and determine whether it complies with the requirements of the solicitation. Please note, compliance with terms of the solicitation includes, but is not limited to:

1. Demonstrates Government Source Approval prior to award.

2. Demonstrates an unconditional offer to perform. A proposal that offers alternative terms or takes exceptions to a solicitation requirement will be considered “technically unacceptable.”

Compliance with solicitation requirements will be rated as either acceptable or unacceptable as shown in the table below The proposal will only be further evaluated if it is rated as acceptable.

Adjectival Rating Description Acceptable Proposal meets the requirements of the solicitation Unacceptable Proposal does not meet the requirements of the solicitation.

(2) Capacity/Delivery

Desired RTAT is 200 calendar days. RTAT is subject to negotiation if deemed necessary by the Contracting Officer. Justification for RTAT values exceeding 200 calendar days is strongly recommended and will be considered in evaluation.

Desired throughput is 01 per month. Throughput is subject to negotiation if deemed necessary by the Contracting Officer. Justification for throughput constraint values below those desired is strongly recommended and will be considered in evaluation.

Contractor must notify the government in writing (including electronic commerce methods, such as email) when assets have been received upon physical receipt of the assets. Assets must be inducted within 5 business days of physical receipt.

(3) Past Performance

In determining the rating for the Past Performance evaluation factor, the Government will give greater consideration to the contracts or efforts which the Government considers most relevant to the RFP. Relevant past performance is performance under contracts or efforts (within the past three years) that is of similar scope, magnitude, and complexity to that which is described in the solicitation.

Relevancy will be rated based on the ratings in the table below:

Very Relevant Present/past performance effort involved essentially the same scope and magnitude of effort and complexities this solicitation requires.

Relevant Present/past performance effort involved similar scope and magnitude of effort and complexities this solicitation requires.

Somewhat Relevant Present/past performance effort involved some of the scope and magnitude of effort and complexities this solicitation requires.

Not Relevant Present/past performance effort involved little or none of the scope and magnitude of effort and complexities this solicitation requires.

The Government reserves the right to obtain information for use in the evaluation of past performance from any and all sources including sources outside of the Government. Offerors lacking relevant past performance history will not be evaluated favorably or unfavorably on past performance. However, the proposal of an offeror with no relevant past performance history, while not rated favorably or unfavorably for past performance, may not represent the most advantageous proposal to the Government and thus, may be an unsuccessful proposal when compared to the proposals of other offerors.

The offeror should provide the information requested above for past performance evaluation, or affirmatively state that it possesses no relevant directly related or similar past performance. If an offeror fails to provide any past performance information which is similar in scope, magnitude and complexity to that which is detailed in the RFP or fails to affirmatively state that it possesses no relevant directly related or similar past performance, the offer may not be awardable.

The Government will consider the quality of offeror’s past performance. This consideration is separate and distinct from the Contracting Officer’s responsibility determination. The assessment of the offeror’s past performance will be used as a means of evaluating the relative capability of the offeror and other competitors to successfully meet the requirements of the RFP.

When an offeror is determined to have relevant past performance, the quality of its past performance will be evaluated; an offeror whose past performance demonstrates either a low expectation or no expectation that the offeror will be able to successfully perform the required effort will be considered ineligible for award. The ratings shown in the table below will be used:

Substantial Confidence Based on the offeror’s recent/relevant performance record, the Government has a high expectation that the offeror will successfully perform the required effort.

Satisfactory Confidence Based on the offeror’s recent/relevant performance record, the Government has a reasonable expectation that the offeror will successfully perform the required effort

Neutral Confidence No recent/relevant performance record is available or the offeror’s performance record is so sparse that no meaningful confidence assessment rating can be reasonably assigned.

The offeror may not be evaluated favorably or unfavorably on the factor of past performance.

Limited Confidence Based on the offeror’s recent/relevant performance record, the Government has a low expectation that the offeror will successfully perform the required effort.

No Confidence Based on the offeror’s recent/relevant performance record, the Government has no expectation that the offeror will be able to successfully perform the required effort.

(4) Small Business Participation Strategy

The Government will evaluate the offeror’s proposal to determine whether it has an acceptable small business participation strategy. The proposal will be rated as either acceptable or unacceptable. The proposal will only be further evaluated if it is rated acceptable.

(5) Price

Price is a secondary evaluation factor after delivery/past performance. Price will be evaluated on the basis of price analysis. The method of evaluation used by the Contracting Officer is solely within the discretion of the Contracting Officer and will be based on the evaluated standard repair price of all items listed. The Government reserves the right to award the contract to other than the lowest priced offeror.

The Government intends to evaluate proposals and award a contract without discussions with offerors. Therefore, the offeror’s initial offer should contain the offeror’s best terms from a price and non-price standpoint. However, the Government reserves the right to conduct discussions if later it is determined by the Contracting Officer to be necessary or in the Government’s best interest.

The Contracting Officer reserves the right to determine that the offeror’s overall firm fixed price proposal represents an unacceptable level of risk, based on the information submitted by the offeror.

A written notice of award or acceptance of an offer mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party.

Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
