Program & Technical Overview
Presented by:
LCDR Matthew Couch P-8 Integrated Weapon Support Team Director
Sarai Almanzar P-8 Integrated Weapon Support Team Deputy Director
• Boeing Commercial Derivative Aircraft: 737-800 (Boeing Defense Prime), replacing P-3 Orion
• Prime Missions: ASW, ASuW, ISR
• IOC Nov 2013; MSD Oct 2015
• Current A/C Population: 137
• Support Locations/Detachments Globally
• Cooperative Program with Royal Australian Air Force (RAAF) – 12
• FMS: UK, Norway, New Zealand, South Korea, others interested
• P-8A Unique Aspects ‒ Navy maintains airworthiness – no FAA Type/Flight Cert ‒ Closed-loop pool: per FAA/NAVAIR, once a part flies on the P-8, it cannot go back to commercial sector ‒ Unlike commercial 737s, P-8A operates in various environments that in many cases, have generated failure rates/modes different than the commercial world. I.E.
continuous lower level flight over the salt water.
P-8A Program Overview
• One sole point of contact to navigate FAA commercial world ‒ Reduces administrative time in transactional environment ‒ Would coordinate with one DCMA instead of multiple around world

CAV-RP Reporting Overview
Presented by:
Caitlyn Szymczak
What is Commercial Asset Visibility Repairables Portal
(CAV-RP)?
• CAV-RP is a Real-time Web based application, providing visibility of location, condition, and quantity of repairable assets to NAVSUP
• The application is used by the repair vendor to report assets received, update the condition code of assets, and ship the assets back to a Fleet Activity or Defense Depot
• That data is then utilized by NAVSUP personnel to made decisions for fleet readiness, forecasting, budgeting, etc.
How is CAV-RP Used?
• Real-time: providing visibility of location, condition, and quantity of repairable assets
• Provide Item and/or Contract Managers the ability to monitor assets
• Assist personnel in Buy/Repair decisions about material repair
• Provide repair activity condition code visibility of material in custody
• Serial Number Tracking of specific units from manufacture to disposal
CAV Repairables Portal
Core CAV-RP Reporting Categories:
Goods Receipt - Repair Goods Receipts & Reversals, Procurement Receipts & Reversals, Inventory Gains & Reversals
Repair Status Tracking - RST Induction, RST Completion, RST Scrap, RST Loss, RST CC Transfer/Update RCDN
Shipment - Shipment and reversal, Proof of Shipment, Preprint & Reprint DD1348 Labels
RP Reports - Repair Requisition Report, Repair Material Report Summary & History, Repair Turn Around Time (RTAT), Due-In Report
RP Misc. - Commercial Repair Notification, Commercial Repair Upload, Repairables PID update, Reference Document Admin, Reference Documents
CAV-RP Reporting
CAV SOW Requirements Highlights
• CAV-RP transactions (receipt, condition code changes, shipments, and proof-of-shipments) must be reported within 5 business days after the occurrence of a reportable event.
• The CAV Reporter shall maintain no less than 99% accuracy in its accountability records, CAV stock records and physical inventories for all Government-owned repairable items that come under the CAV Reporter’s control and/or responsibility pursuant to the contract vehicle to which this SOW is attached.
• At a minimum, once every seven (7) calendar days, the CAV Reporter shall access NITA for identifying/resolving discrepant shipments (SIT) of Navy-owned material both to and from the CAV Reporters’ facilities. NITA is accessed via eRMS Application. Instructions are in SOW.
CAV Statement of Work
(CAV SOW)
Annual Physical Wall to Wall
The Contractor will conduct an annual physical wall to wall inventory. The physical inventory must include all CAV RP reportable material at the Contractor’s facility and any sub-vendor facilities.
NAVSUP Assist/Assessment Visits
• NAVSUP WSS CAV Team conducts site visits with any vendor of choosing to conduct a full wall to wall inventory, or a spot check of a smaller sample size of their reported inventory.
• Before the visit, vendors will be contacted to coordinate the logistics of conducting the on-site inventory. During the visit, in addition to conducting an inventory, the site will walk through their internal controls for receiving, inducting, completing, and shipping assets so NAVSUP will have a better understanding of their processes to remedy any discrepancies noted.
• On site visits conducted by NAVSUP, can be submitted to meet Annual Wall to Wall requirements.
CAV-RP Physical Inventories
Roles of a CAV Analyst
• The CAV Team works with both Commercial and Organic repair vendors to ensure timely and accurate reporting of NAVSUP managed materiel.
• Every CAV-RP site is assigned a CAV Analyst
• Our analysts respond to questions from the site CAV Reporters, as well as monitor SIT, analyze reported inventory in NAVY ERP and address any discrepancies.
• On-site and virtual trainings are provided to assist with reporting in the CAV-RP system

• Drawings & diagrams complement narrative, but don’t replace it
Proposal Preparation Considerations
• Understanding and following Section L & M are the keys to developing a good proposal; a mutually beneficial goal for award
• Proposal Instructions – Section L of the RFP:
―Tells Offerors what to put in the proposal
• Evaluation Factors – Section M of the RFP:
―Identifies what will be evaluated
Sections L and M
Discussion of Sections L and M
Presented by:
3 Volumes to the Proposal
• Volume 1 – Performance Approach
• Volume 2 – Past Performance
• Volume 3 – Price Proposal
Section L04 – Addendum to 52.212-1- Instructions to Offerors- Commercial Items
Volume 1 – Performance Approach
• The Performance Approach has the following sub-factors which are listed in descending order of importance
‒ Management Plan, including planned subcontracting with (14 CFR) Part 145 Repair Stations
‒ Quality Management Plan/Inventory Control
‒ Military Packaging
Volume 2 – Past Performance
• The Offeror shall describe relevant past performance or affirmatively state that it possesses no relevant past performance. Relevant past performance is performance by the Offeror under contracts (within the past five years) of similar scope, magnitude, and complexity to that which is required by this RFP/contract. Where appropriate this can include performance of past subcontractors which will be used for this contract. The Offeror shall identify up to five of its most relevant contracts within the past five years and provide any other past performance information from the past five years that the Offeror considers relevant to the requirements of the RFP.
• The Offeror should complete RFP Attachment E - Past Performance Reference Information Sheet for each contract/subcontract offered as relevant past performance. To provide additional information regarding a particular reference beyond that which will fit on the form, the Offeror may continue onto another sheet of paper. Such continuation sheet(s) for submitted references will count toward the Volume 2 –page limit.
Volume 2 – Past Performance (Continued)
• To enable NAVSUP WSS to receive past performance information as to each contract offered as relevant past performance, the Offeror shall forward a copy of the RFP Attachment F- Past Performance Questionnaire to each such contract's Procurement Contracting Officer (PCO), and if available, each Administrative Contracting Officer (ACO) and Program Manager or private sector equivalent.
• All questionnaires shall be forwarded to such PCOs/private sector equivalents (and if available ACOs and Program Managers/private sector equivalents) within two weeks from this RFP’s release date so as to provide such personnel enough lead-time so that their completed questionnaires can be received by the Government concurrently with the Government's receipt of the Offeror's proposal in response to the RFP.
Section L04– Addendum to 52.212-1- Instructions to Offerors-Commercial Items
Volume 2 – Past Performance (Continued)
• The Offeror shall include instructions for such personnel to send completed questionnaires within 45 days of its receipt via email to Mackenzie Cannataro, Contract Specialist at Mackenzie.Cannataro.civ@us.navy.mil. This submittal information is also found on the questionnaire itself to facilitate successful receipt by Ms. Cannataro.
• Questionnaires not submitted by the PCO/ACO directly to Ms. Cannataro or received after the date set for receipt of proposals will not be evaluated.
Volume 3 – Price Volume
• Price Volume shall include:
• Completed solicitation documents, including representations/certifications, signed RFP
• Pricing for each line item for each year
• All elements of price and other price information as considered appropriate to support the Offeror’s proposal
• Separate pricing for CAV Reporting (B001-B005)
• The Offerors shall populate their prices on RFP Attachment D - Pricing Sheet Example and return it with their proposal in Microsoft Excel. A separate copy in PDF format may also be submitted in Volume 3. The pricing sheet on RFP Attachment D includes some items that require discrete pricing for repair and/or upgrade and/or overhaul. The projected repair/upgrade/overhaul quantities for each of the years can be found on Attachment D - Pricing Sheet Example. Prices shall be provided for all items for all contract years.
• All quantities listed on Attachment D are Best Estimated Quantities (Government makes no representation that the estimated quantities listed in the RFP will be received by the awardee. Awardee may receive more or less than the stated BEQ for each item)
Volume 3 – Price Volume (Continued)
• The Price Proposal shall support the Performance Approach proposal. Inconsistency between the Performance Approach proposal and the Price Proposal should be explained in the Price Proposal. If the Price Proposal does not support the Performance Approach proposal, the Offeror’s proposal rating may be downgraded, for example, as reflecting a lack of understanding of the contract’s requirements.
Source Selection
Presented By:
Debbie Zaslow
• Choose the contractor who provides the best value to the Government, all factors considered.
• Obtain through use of a comprehensive evaluation process, a high quality, fair and consistent evaluation of proposals.
Source Selection Objectives
Three Factors, in descending order of importance:
• Performance Approach ‒ Three sub-factors, in descending order of importance:
Management Plan, including Subcontracting with (14
CFR) Part 145 Repair Stations Quality Management Plan/Inventory Control Military Packaging
• Past Performance
• Price
Section M02 Evaluation Factors
Evaluation of Performance Approach
• The Government will evaluate the Offeror’s Performance
Approach proposal to determine the Offeror’s overall understanding of, approach to, and ability to meet the solicitation requirements.
• The Government will assess the strengths and weaknesses of that approach, including any risk(s) associated with it.
Included in the aforementioned evaluation/assessment will be, an evaluation/assessment of the following sub-factors in descending order of importance:
Management Plan, including Subcontracting with (14 CFR) Part 145 Repair Stations Quality Management Plan/Inventory Control Military Packaging
Evaluation of Price The Government shall determine a total proposal price for each offeror as follows:
• Step 1: NAVSUP WSS will multiply the BEQ times the unit price for each of the five years, then add the results of such five multiplications to get a total item price for that item.
• Step 2: NAVSUP will calculate the total proposal price by adding:
o Each item total as described in Step 1 to find the total extended price for repairs/upgrades/overhaul o The price for Web Cav Reporting CLINs: B001 – B005
These steps will yield the total proposal price
• Intend on awarding without discussion…
‒ Award based on initial proposals can happen if the Government receives an offer that conforms with the solicitation and provides the greatest overall benefit to the Government, all factors considered
‒ Don’t assume you can improve your position during discussions, there might not be discussions
• However, ……
Award
…. The Government Reserves the Right to Conduct Discussions
‒ Evaluation Notices (ENs)
Notification of deficiencies and weaknesses, or To ask for additional information
‒ Proposal change pages where needed
Allow both parties to know what the current proposal is
Minimizes work for the Final Proposal Revision
(FPR)
Award
• The Source Selection process assures you that your proposal will receive a fair and consistent evaluation
• Sections L&M are intended to instruct you in preparing a proposal that will facilitate our evaluation
Summary
• Keys to Developing a Good Proposal
‒ Understanding the RFP requirements ‒ Understanding the Evaluation Factors will help you know where to place emphasis in your proposal ‒ Following the Proposal Instructions- Provide material where requested, i.e., keep Pricing information out of Performance Volume
• Ensure that your proposal
‒ Helps the evaluator evaluate – don’t make us have to guess or search for answers
‒ Follows the exact numerical outline provided by Section L
Summary
• Any questions/answers at this pre-proposal day that NAVSUP WSS believes warrant a change to the RFP will be memorialized as a formal published amendment to the solicitation. Any question/answer at this pre-proposal day that does not result in such a formal change should be regarded merely as general information or general clarifying that does NOT change the RFP or awarded contract.
• Written answers will also be made available after this session on SAM (SAM.gov)
• Discussions on questions here today are strictly informal. The controlling answers are the answers that will be posted via an amendment.
