About this file
This document is a Standard Form 30 Amendment of Solicitation/Modification of Contract for a Navy procurement opportunity. The solicitation (N0038324QC323) has been reopened, changing from limited to full and open competition, with offers now due by 4:30 PM local time on May 27, 2025. The government will award the contract to the responsible offeror whose proposal is most advantageous, with evaluation based on three non-price factors in descending order of importance: Relevant Past Performance, Technical Capability, and Delivery.
The procurement is for new manufacture spare parts, specifically polyethylene blow-molded containers. The solicitation requires first article testing, with contractors responsible for producing test samples and potential post-award conferences. Detailed technical requirements include specific dimensional specifications, quality assurance testing, and packaging standards. The evaluation criteria emphasize that non-price factors are significantly more important than price, and the government reserves the right to award to other than the lowest-priced offeror. Contractors must submit proposals valid for a minimum of 120 days and may be subject to a pre-award survey and post-award conference.
