About this file
This document provides an amendment to a solicitation for the repair, overhaul, and upgrade of V-22 windshields for the Department of the Navy Naval Supply Systems Command. The procurement will result in multiple fixed price delivery order contracts awarded to up to two approved sources for the repair of these items. The non-price evaluation factors include technical acceptability based on the offeror's status as an approved source for repair in the Joint Engineering Data Management Information and Control System, past performance under previous long term contracts, and production capacity and potential throughput. The price factor involves each offeror submitting a repair price per unit to determine fair and reasonable pricing.

1. Proposed Price
Each offeror will submit a repair price per unit. The purpose of the price factor is to determine if the proposed price is fair and reasonable. The price proposal shall support the technical proposal. The price proposal should include all elements of price information as considered appropriate and an understanding of how the overall price was developed in support of the performance of the offeror's proposal. In no event will the Government make an award against an offer that the Government does not find to be fair and reasonably priced. The Government anticipates that adequate price competition will establish a fair and reasonable price.
