Subcontractor Reporting: Prime contractors are responsible for flowing down existing CSDR requirements contained in their prime contracts to all subcontractors who meet the reporting thresholds specified in the DoDI 5000.02, or as required by the CWIPT. This includes requiring subcontractors to electronically report directly to the DCARC using the CSDR-SR system.
The prime contractor shall be required to work with the CWIPT and all appropriate subcontractors to prepare separate Subcontract CSDR Plans for submission to the DCARC for DDCA approval.

15. REMARKS
The contractor must report costs on all CLINs associated with the F/A-18 Landing Gear Assembly Repair contract including Over and Above, Advance Procurement, Long Lead Materials, Multiyear Procurement, Inter-Division or Inter-Company Work Orders (IWOs), Foreign Military Sales (FMS), Warranty, etc. Costs should not be omitted based on contract CLIN structure or definition.
1. Describe significant accounting changes from previous accounting period, if applicable.
2. SUSTAINMENT:
a) Contractor shall provide the following quantity information in the Remarks section of the 1921 and 1921-5: number of systems supported by this contract, and number of repairs performed. The Contractor must state the nominal capacity planned for each Delivery Order (e.g., the # of repairs, # of overhauls, # of flight hours, etc.) identified in the plan. This requirement is intended to capture what services are being bought with each effort.
b) In each cost element, contractor will provide the number of items associated with that cost element in Column C of the 1921 Cost Report. For example, for 1.1 Manpower the quantity would be # of person years; for 1.3.1 # of consumables, for 1.3.2 # of DLRs, for 1.3.3 # of parts, 1.4.1 # of students etc.
3. Nonrecurring/Recurring: The contractor will utilize the specific definitions and requirements in the CSDR Manual (DoD 5000.04-M-1) and the definitions in the DIDs for the forms 1921 and 1921-5 to segregate Recurring and Nonrecurring costs discretely and not as an aggregate.
4. Note: Final report will be submitted when 95% of contract costs are incurred.
5. COVID-19 Remarks: The Reporting Entity shall provide a description of the type and timing of all impacts to program schedule, incurred actual costs, forecasted at complete costs, in process quantities, and delivered quantities, which are directly attributable to the COVID-19 pandemic.
Per the DIDs, note any relevant information that could be useful in the interpretation of the data provided in this report. Provide general or, if available, quantifiable contract impacts within the Remarks (Item 22) of each 1921 submission. Provide impacts to specific WBS Elements or Functional Elements within the Remarks (Item 22) of the 1921-5 submission.
Organize impacts under a heading in the remarks that refers to “COVID-19 impacts”, or similar language, that segments this information from the rest of the remarks.
If applicable, the Reporting Entity shall provide an explanation of any new charge codes, work packages, control accounts, pricing categories, or other methods explicitly utilized to capture impacts of COVID-19.
If there are no impacts to report, then report that there are no impacts in the Remarks of the 1921 submission.
