Questions Regarding Solicitation N0025921Q0044
Q1a. Is this a new requirement?
No, this is not a new requirement.
Q1b. If not, who is the current contractor and what is the contract value?
Contractor: The Glocoms Group Inc.
Total Contract Value: $42,170.00 for base plus four option years
Only base year was used at a value of $8,284.00.
Q2. Beta.sam shows documents deleted. Will the government provide an SF 1449?
Documents deleted were replaced with updated wording for clarity.
Q3. Is this requirement subject to the Services Contract Act? If so, can the government indicate so on the appropriate clauses? If not, can the government indicate so with clause 52.222-53?
Service Contract Act does not apply. Clause 52.222-53 does not apply to this requirement neither.
Q4. If this requirement is subject to the Service Contract Act, can the government provide the applicable wage determination?
It is not subject to the Service Contract Act.
Q5. Statement of Work Section 5.1.1. Can the government clarify the need to send someone to pick up the sample as the contractor’s technician will be collecting the sample as required in the previous sections?
Water samples must be collected at the port closest to the washers and steam sterilizers. This can only be done by a technician physically obtaining the specimen from the appropriate port, above washer #3 in SPD’s Decontamination area. SPD staff are not trained/authorized to obtain samples themselves.
Q6: Can the government provide specific method to be used for the chlorides analysis and specify which chlorides they want reported?
Chlorides, or total chlorides are needed for testing purposes. They are also measured in Total
Dissolved Solids (TDS), and Conductivity – separate values which should be reported to our department.
Q7: Can the government list the specific anions/cations/divalents they want reported and by what method.
The specific anions/cations/divalents we require reported are as follows:
Anions – Bicarb (HCO3), Flouride (F), Chloride (Cl), Bromide (Br), Nitrate (NO3), Phosphate (PO4), Sulfate
(SO4), & Silica (SiO2).
Cations – Calcium (Ca), Magnesium (Mg), Sodium (Na), Potassium (K), Iron (Fe), Manganese (Mn), Aluminum (Al), Barium (Ba), Strontium (Sr), Copper (Cu), & Zinc (Zn).
Divalents are Cations with valence of 2+, meaning they may form two chemical bonds with Anions. The common Divalents we look for are from Aluminum, Barium, Potassium, Hydrogen, Zinc, & Beryllium
Q8a: Is the term bioburden listed in the SOW the same as the bacteria listed in the AAMI guidelines?
The term “Bioburden” is different from “Bacteria”. Bacteria should be represented as
“Endotoxin”. Bioburden is the value of human proteins in the water sample.
Q8b: Can the government specify by which method bioburden should be tested?
Bioburden should be tested as “Heterotrophic Bioburden of Water”.
Q9: Per the SOW: Water samples will be taken from designated sample ports identified by the department.
How many samples does this include? The water testing technician can take as many samples as necessary to meet the requirements. Certain lab analysis machines are unable to conduct all required tests via one sample of water. Typically, previous technicians have needed approximately 3-5 tube vials to meet their sampling needs. However, this number may vary based on the laboratory analyzing the results.
Q10: Per the SOW: Monthly water samples will be taken from sample port DI-4 above WD290 Washer
#3
Is this the same location from which the quarterly and annual sample will be collected and tested?
Correct. All samples will be taken from that specified location.
