PERFORMANCE WORK STATEMENT (PWS)
Purpose
The purpose of this Performance Work Statement (PWS) is to identify the functional and programmatic support required and needed to maintain the Navy Medicine electronic Library (NMeL), applications for the Navy Medicine Information Systems Support Activity (NAVMISSA) and Navy Medicine. The Government intends on awarding a Firm Fixed Price contract based upon the selected contact line item number (CLIN’s). The proposed contract will be a base plus one option year.
1.0 Background
The Navy Medicine electronic Library (NMeL), formerly known as the Telelibrary, subscribes to a number of commercial databases. Each database includes online full-text. Currently the end user must search each database separately to find pertinent current information on diagnosis and treatment and then try to locate the full-text of interest in each database separately. NMeL requires three electronic resource management services to improve access to its licensed resources: an A-Z list of journals and Electronic Books (eBooks), an Open Universal Resource Locator (URL) Link Resolver and a federated search and discovery capability. These requirements form the functional requirements for this Performance Work Statement (PWS).
The Navy Medicine health care professionals depend on online resources to support evidence-based, quality patient care worldwide. The Navy Medicine Library electronic Library (NMeL) subscribes to online resources that provide evidence-based: journal literature, reviews, controlled trials, health technology assessments and e-books through to a number of commercial databases. This collection of databases contains over 7,000 full text journal titles and 200 full text e-books. The end user must search each database separately to find pertinent current information on treatment and diagnosis. The A-Z List/ Open URL Link Resolver/Federated search and discovery product is required to provide a list of available content, link the databases to the online full-text of books and journal regardless of vendor or publisher and provide a search interface through which to search all databases with a single search strategy.
A-Z List provides a consolidated list of eBooks and journals by title that is brow sable and searchable allowing users to find specific title with a single search.
Open URL Link Resolver links the licensed online databases, so that users can do a subject search in one database and retrieve the online content that is available across all databases. This linking optimizes use of all purchased content and saves time for the Navy health professional.
Federated search provides a single interface through which all purchased content may be searched saving valuable time and making all purchased content accessible to the user.
2.0 Scope
The scope of this PWS includes all Naval Medical Library resources regardless of the source that are supported by NMel or the listed associated medical libraries. Detailed requirements are listed below.
2.1 The government reserves the right to select or not select (or award) each specific Task for each designated location specified. Specific Tasks requirements are annotated in this PWS and the Evaluation Criteria
2.2 To provide Navy health care professionals required access to all the databases licensed and publicly available non-cost databases provided by NMeL through a single integrated search system. This reference applies to all health care professionals in the Navy Medicine enterprise: medical treatment facilities, Navy afloat, Marine Corps, contingency and humanitarian missions. The search system acquired by NMeL shall also be customized to the participating Navy Medical libraries affiliated with NMeL (See the Navy Medical libraries list below).
2.3 The Navy Medicine health care professionals depend on online resources to support evidence-based, quality patient care worldwide. The online resources provide evidence-based journal literature, reviews, controlled trials, health technology assessments and e-books. This collection of databases contains over 7,000 full text journal titles and 1100 full text eBooks. Navy health care professionals require access to the literature 24/7 regardless of operational location.
2.4 NMeL requires the capability to search all licensed or publicly available non-cost databases through one interface. The contractor shall provide an annual subscription to a set of tools that will integrate the searching of the licensed or publicly available non-cost databases NMeL resources in accordance with requirements. The contractor shall provide specific costing for each contact line item number (CLIN) specified for each Navy Medical Library in below.

3.0 Objective
Provide Navy Medicine health professionals, afloat, ashore and deployed, an online A-Z list of NMeL online books and journals integrated with the print journal titles of Navy medical libraries.
4.0 Specific Requirements
The contractor shall provide the ability to access the online full-text licensed by the NMeL from any licensed database through an Open URL Link Resolver and the ability to search all the NMeL databases through a single search system (federated searching). Participating Navy medical libraries working with and through the Contractor will customize parallel systems for their unique collections.
5.0 Architecture
5.1.1 The Contractor shall ensure that Athens authentication is maintained through Athens to the publisher/vendor website or application down to the journal article or book content level.
5.1.2 The Contractor shall support customize links that are designed for Athens authentication.
5.1.3 The Contractor shall certify in writing that their specific A-Z list/Open URL resolver has been designed to be fully compatible with and meets the other started architecture requirements.
5.1.4 The Contractor shall provide support standard proxy services/library single sign on systems currently in use within the DOD.
5.1.5 The Contractor shall provide an integrated online A-Z list of e-books, online journals and the print journal holdings of participating Navy medical libraries.
5.1.6 The Contractor shall provide an Open URL link resolver that integrates NMeL licensed databases and licensed or publicly available non-cost databases, thus allowing patrons searching of resources from one licensed web-based interface or licensed or publicly available non-cost databases and retrieve e-content from another licensed database or licensed or publicly available non-cost databases.
5.1.7 The Contractor shall provide a simplistic, intuitive, federated search product that searches all licensed database through a single interface

5.1.9 The Contractor shall provide simultaneous user access via internet/world wide web to a federated search product. The Contractor shall ensure an Internet browser, such as Internet Explorer or Firefox, or other authorized DOD web browser enables all authorized users to search the database from the authorized Internet Protocol (IP) Network address or IP Network range of addresses.
5.1.10 The Contractor shall provide 24/7 web site access and availability to authorized users via both IP authentication and some form of token/key generation. IP-based authentication shall be granted for all Navy Medicine enterprise duty locations. The government will supply a list of IP addresses and ranges for Navy Medicine enterprise duty locations. As IP addresses and ranges are changed or updated by the government, an updated list will be provided, and the Contractor shall enable access from and for the new IP addresses and ranges within two business days. For access to the Contractor's web site when not at a Navy Medicine enterprise duty location, the Contractor shall work with the government to coordinate an alternate means for access (such as username/password).
5.1.11 The Contractor shall provide a client interface for NMeL account administration that is intuitive and requires minimal training and support by library staff.
5.1.12 The Contractor shall maintain an up-to-date authority database of e-books and e-journals that keep content data required by the A-Z list link resolver and federated search product accurate.
5.1.13 The Contractor shall provide tools to facilitate analysis of NMeL holdings for redundancy.
5.1.14 The Contractor shall provide seamless access to all of NMeL’s databases (regardless of source) through the federated search product and OpenURL Link Resolver.
5.1.15 The Contractor shall update titles, links and coverage for the NMeL databases on the NMeL/selected Contractor product A to Z site on a regular basis, using timely and current subscription information provided by NMeL.
5.1.16 The Contractor shall update titles, links and coverage for NMeL remote users on a regular basis, based on timely and current subscription information to be provided by NMeL.
5.1.17 The Contractor shall regularly update all NAVMISSA and associated Navy Medicine libraries, A to Z sites including remote user sites, based on timely and current subscription information to be provided by each of the NAVMISSA libraries.
5.1.18 The Contractor shall regularly monitor and manage all of the IP based NMeL and all other NAVMISSA specified libraries sites that are active (funded) per this PWS and shall updated the Athens based database side for remote users within 5 business days of the IP based change.
5.1.19 The Contractor shall maintain the IP and Athens databases of the specified locations per the specified Task 3 – NMeL Database Maintenance.
5.2 Support
5.2.1 The contractor shall provide:
5.2.1.1 Administrative module access for authorized users.
5.2.1.2 Help/ support service will operate daily during normal business hours (0800 – 1700 EST), except on public holidays where alternate arrangements will be made and publicized.
5.2.1.3 Response to assigned faults in accordance with the perceived importance of the reported situation/problem. All faults/problems shall be responded to within 24 hours.
5.2.1.4 Contractor maintenance shall be performed after business hours (0800 – 1700 EST) daily or on weekends.
5.2.1.5 Written standard operating procedures for the updating of the knowledgebase.
5.2.2 The contractor shall provide a customer technical support point of contact technical representative for assistance with technical problems accessing the site within 15 calendar days of award. Contact may be asynchronous (e.g., web site submission or e-mail). The contractor shall provide 30 days prior notice of accessibility unavailability resultant from upgrade or other electronic maintenance requirements. Notice shall be accomplished:
· By submission of an email to the Technical POC identified in Section 7.2.1 of this PWS
· By submission of an email to the COR and the listed POC’s
· By posting a notice to the website
6.0 Functional Requirements
6.1 The contractor shall provide an online subscription to a federated search and discovery product with an Open URL link resolver that is built on A-Z list creation software. The online subscription shall include, but is not limited to, the following:
6.1.1 A-Z Title List that shall include the following:
· Single point of entry to all e-resources with title searching, and subject browsing from the Web
· Single point of entry to the print holdings of participating Navy medical libraries
6.1.2 A-Z List management system that shall:
· Be based on a journal and eBook knowledge base that complies with accepted library protocols and is managed by library professionals
· Provides the ability to make holdings changes easily
· Provide usage statistics on databases and journals
· Provides the ability to add custom notes to resources and holdings
· Provides the ability to add custom URLs, proxies, and database names
· Provide accurate and up-to-date information on all metadata including as a minimum requirement unique records for each eBook edition and records for journal supplements
· Provide a search utility across products, to include custom ones
· Provide access either by Individual block Internet protocol address or individual username/password
· Provide central managed activities and updating
· Provide overlap analysis
· Provides the ability to include print and microform holdings
· Provide links to World Cat to locate additional resources in print
· Provide seamless operation with Open URL
· Ability to view and add new e-journal, print and Microforms journals and e-book holdings
6.1.3 Open URL Link Resolver that shall:
· Provide the ability to link from abstracts and indexes to full-text content
· Provides the ability to create a customized links display
· Provides the ability to create links to alternative resources
· Provides compatibility with Athens and Shibboleth (single sign on authentication)
· Provides the ability to manage PubMed Link Out
· Provides the ability to link to local holdings
· Provides links from Google Books and Google Scholar
· Provides the ability to create a customized citation form
· Ability to link from abstracts and indexes to cited journals
· Provides the ability to select among a substantial number of records for free resources from which specific records may be added to participating libraries’ offerings
6.1.4 Federated search and discovery product with the following specialties/capabilities:
· Search Syntax/Boolean Logic: And, OR, Not, Phrase Searching, and Truncation
· Search Fields: Title, Author, Full text, Keyword, Subject, Abstract, ISSN, ISBN
· Search Initiation: Select from a list of resources (by subject or by databases)
· Sorting Options: Date, Title, Author, Source, and Results Clustering by topic, date, journal, and Author
· Access to reports to measure utilization of content
· Filtering for Full-Text and Peer-Reviewed articles
· Consortia Support with the ability to push selected data to libraries and still allow members the flexibility to control resources
· Clustering Features
· Integration of all e-resources, OPAC, archives, print and non-print
· Branding of e-resources
· Pointers to print materials in collection
· Provide seamless operation with A-to-Z list and Link Resolver
6.2 The contractor shall maintain current, comprehensive, reliable, and standardized titles and URL variations across providers regardless of source.
6.3 The contractor shall work with consortium/participating Navy medical libraries members to generate a comprehensive list of all resources held by members to include all e-resources and journals held in paper or microform.
6.4 The contractor shall provide a capability for multiple libraries to view and use the Open URL link resolver, federated search product and A-Z Title List at multiple locations simultaneously (may be displayed at one, multiple, or all facilities). Such capability shall be access controlled.
6.5 The Contractor shall comply with Federal, State, and Local Laws, plus any Federal Regulations as applicable to the performance of this contract. All services are required.
6.6 The Contractor shall provide all necessary and required support to ensure that product or products work within the constraints of the DOD operational environment i.e. restricted access network enclaves located behind firewalls and other network protection devices and shall maintain the IP access listings in a timely manner. All requests for updates shall be completed within two business days.
7.0 Government Technical Point of Contact.
7.1 The Government may appoint one or more Technical Points of Contacts to oversee and support technical requirements of the contract. The government reserves the right to change the Technical Points of Contact, with notification to the contractor.
7.2 The Government will identify one or more Points of Contacts (POC) for technical matters.

8.0 Contracting Officer’s Representative/Technical Point of Contact.
8.1 The Government may appoint one or more Contracting Officer’s Representatives (CORs) to oversee requirements of the contract. CORs have limited authority. A copy of the written delegation of authority will be provided to the contractor. The Government is not bound by agreements made with the contractor, which exceed the authority expressly provided in the delegation. The government reserves the right to change the Point of Contact, with notification to the contractor.
