About this file
This document is a Standard Form 30 Amendment of Solicitation/Modification of Contract for Naval Undersea Warfare Center's Building 514 Epoxy Floor Coatings project. The amendment incorporates Wage Determination WA20250109 Mod 3 and provides detailed Pre-Proposal Inquiry Answers clarifying project specifications. Key details include confirmation that multiple rooms can be worked on simultaneously, with room 127A being the most critical, and requirements for liquid monopropellant OTTO fuel compatible epoxy per MIL-0-82672A, with Sherwin Williams RESUFLOR cited as a compatible product. The solicitation covers approximately 2,400 square feet of flooring, with contractors responsible for field verifying all site conditions prior to work commencement.
The amendment provides specific clarifications about project requirements, including electrical configurations (480V 3-phase panels available), working hours (8.5 hours between 0700-1600, Monday-Friday), safety markings, and floor preparation expectations. Contractors are advised that not all existing coating needs full removal, moisture testing is not required in all areas, and equipment removal will be handled by the government. The solicitation is set aside for small businesses with a government estimate ranging from $75,000 to $175,000, targeting a July 14, 2025 award date at the Naval Undersea Warfare Center in Keyport, Washington.
