Project Title: Building 5092 Exterior Improvements

Project Description: NAVSEA NUWC Division, Keyport has a requirement to provide exterior improvements to bldg. 5092 in order to meet Enhanced Security Facility command requirements. The project will require the contractor to remove existing doors and replace with new doors, remove glass block windows and fill void with materials that match building exterior and interior finishes. Install pre-fabricated vestibule and badge readers.

Cover abandoned pit on the exterior of the building.

Magnitude of the Requirement: Between $500,000 and $1,000,000

Contract Completion Date (CCD): All work shall be completed within 270 calendar days after award

The Washington State Department of Revenue imposes various taxes on contractors performing Federal Government contracts within Washington State. These taxes include, but are not limited to, retail sales tax when applicable, use tax when applicable, and business and occupation (B&O) taxes. PROPOSAL IS DUE ON NOVEMBER 17, 2022 AT 10:00 A.M. PST

Late submissions shall be handled in accordance with FAR 52.215-1, INSTRUCTIONS TO OFFERS – COMPETITIVE ACQUISITION (JAN 2017) reference subparagraphs (c)(3)(ii)(A) and (1), and FAR 15.208. A cover letter shall accompany the Price Proposal.

The cover letter at a minimum should include:

(a) The solicitation number;

(b) The name, address, telephone and facsimile numbers, and email addresses of the Offeror;

(c) The DUNS Number, CAGE Code, and Tax Identification Number (TIN) of the Offeror;

(d) A statement specifying the extent of agreement with all terms, conditions, and provisions included in the solicitation and agreement to furnish any or all items upon which prices are offered at the price set opposite each item;

(e) Names, titles, phone and facsimile numbers, and email addresses of persons authorized to negotiate on the Offeror’s behalf with the Government in connection with this solicitation and;

Site Visit Information: This will be the ONLY Government Scheduled Site Visit for this Project.

(a) The Contracting Officer will conduct a site visit at Naval Undersea Warfare Center Division, Keyport. All prospective offerors are urged to attend this site visit. Offerors attending the site visit will meet at the following time and location to be escorted to the site:

Contractors will meet at Pass and ID at 0900 and will be escorted on base by C/1022

(b) Offerors who plan to attend shall submit a visit access request at least 3 days prior to the visit Mr. Daniel Timmons via e-mail at: daniel.s.timmons.civ@us.navy.mil

Visitor Access Request (VAR):

The prime contractor is required to provide the Government POC the below information for each employee requiring badging for a site visit, bid walk, or project execution. The prime contractor will also need to submit the below information for any sub-contractor employees working under the prime contractor.

Visitors Name: Last, First, MI Citizenship

(c) Offerors shall not ask questions relative to the solicitation during the site visit. All questions shall be submitted as specified elsewhere in this solicitation.

(d) Attendees shall abide by the following rules:

(1) No cameras, tape recorders, or other reproduction devices are allowed. Cell phones with camera capability are permitted in unclassified areas only. The WiFi and Bluetooth must be disabled. No photography is permitted at any time. No hard copies of any Government documents (maps, hand-outs, etc.) shall be provided to offerors. Offerors are restricted to note-taking.

(2) No explanation, remarks, or replies made by Government representatives in response to any inquiries during the Site Visit shall be construed as changing the terms or conditions of the solicitation. The definitive treatment of any such problems or questions shall be by formal solicitation amendment. Only the Contracting Officer can change the solicitation requirements.

(3) Each visitor shall be required to sign in and sign out on the visit, and must stay with the site visit group at all times. No other meetings or discussions with Government personnel shall be permitted.

(4) The Government reserves the right to inspect all material, briefcases, etc., entering or leaving Government facilities.

(5) Only advance substitutions of offeror personnel are permitted.

OFFERORS NOT COMPLYING WITH THESE RULES AND PROCEDURES MAY BE PRECLUDED

FROM FURTHER SITE VISIT PARTICIPATION.

PPI Due Date: Offerors who determine that the technical and/or contractual requirements of this RFP require clarification(s) in order to permit submittal of a responsive technical proposal shall submit all questions in writing on a Pre-Proposal Inquiry (PPI) Form, Attachment 7. Inquiries shall be submitted via e-mail to kitty.l.candelaria.civ@us.navy.mil. Submit only one inquiry per Form.

Pre-proposals inquiries will be accepted up to ten (10) days prior to the due date of the proposals. A response will be provided via amendment to the solicitation.

Basis for Award: Award will be made to the low price technically acceptable offer, in accordance with paragraph entitled, “EVALUATION - LPTA” contained herein.

REVISED SCOPE OF WORK

I. Statement of Work:

NAVSEA NUWC Division, Keyport has a requirement to provide exterior improvements to bldg.

5092 in order to meet Enhanced Security Facility command requirements. The project will require the contractor to remove existing doors and replace with new doors, remove glass block windows and fill void with materials that match building exterior and interior finishes. Install pre-fabricated vestibule and badge readers. Cover abandoned pit on the exterior of the building.

The Contractor shall provide labor, materials, and equipment, as required, to accomplish the work.

All work must be coordinated through the Engineering Technician (ET) Daniel Timmons. A preconstruction meeting will take place two weeks prior to the start of construction, the PM, Customer, Contractor and all required subs will be in attendance at a minimum.

II. Submittals:

1. Electronic copies of the below listed submittals shall be submitted to the ET three (3) weeks prior to any field work being started, and shall be approved by the respective government authority prior to commencing work:

2. The Contractor shall provide their submittal register to the ET within three (3) weeks after contract award.

3. Proposed equipment specifications shall be submitted to the ET and Accrediting Official (AO) for review and written approval prior to commitment to purchase.

4. Schedules: Post award, the Prime Contractor shall submit an electronic project schedule to the ET three (3) weeks prior to schedule start dates. Project schedules shall include a three (3) week projection of work.

5. Required outages shall adhere to Ref (1) and routed through the ET for information on scheduling.

The ET is not responsible for outage coordination, obtaining signatures, or vetting outage requests, including Hot Work permits or Fire Alarm outages. Contractor pricing shall include all Contractor support and associated costs in their proposal.

6. All submittals requiring NBK Bangor Environmental signature shall be routed through the ET for review and acceptance. The ET shall be copied on all emails sent to Environmental. No work shall begin until all required Environmental forms have been submitted and approved.

7. Approved/signed/accepted outages, excavation permits, Hot Work permits, environmental submittals, Prime Contractor Submittal Registers, and all other accepted/approved submittals not mentioned herein shall be sent electronically to the ET for project filing.

8. All contractors working this project are subject to labor interviews and shall provide the information requested per “Labor Standards Interview” form 1445 (Rev. 12-96). The ET will conduct these interviews randomly during the performance of the work.

III. Products:

1. All materials and products provided by the Contractor in the performance of this contract shall be new, first quality, and manufactured and assembled in the United States of America and shall meet or exceed the manufacturer’s specifications.

2. The materials and/or products listed here are required for the completion and operation of this project, but may not be all inclusive.

A. Door definitions:

Primary door: A perimeter door recognized as the main entrance.

Secondary door: A perimeter door employed as both an entry and egress door that is not the Primary door.

Emergency egress-only door: A perimeter door employed as an emergency egress door with no entry capability.

B. All Doors.

3’-0 x 7’-0 steel door and frame. UL 90 min fire rated- STC 50 Flush sound control with neoprene compression gasketed seal assembly. 1 ¾” thick face steel equal to 18 gauge, hinges reinforced security 7 gauge. Door closure reinforced to 12 gauge. and lock areas reinforced to 10ga. Door and associated hardware shall be commercial grade. Perimeter doors and frame assemblies must meet acoustic requirements of STC 50 - (Sound transmission Class (STC) of 50) or better. Loud speech can be faintly heard but not understood. Normal speech is unintelligible.

Perimeter doors shall comply with fed spec ICD/ICS 705 v 1.5. U.S. National Fire, and the Architectural Barriers Act Accessibility Guidelines (ABAG).

Per ICD705, all doors must meet the Sound Group 4 rating (STC 50 or better).

Sound Group 4 - STC 50 or better - Very loud sounds within the area, such as loud singing, brass music, or a radio at full volume, can be heard with the human ear faintly or not at all outside of the area.

Heavy duty automatic, non-hold door closers reinforced to 12-gauge steel installed inside the secure space are required.

Shall be installed a High Security Switch Level 2 Rated (HSS-2), surface mounted single alarm contact, properly installed for UL634 Level 2 installations.

C. Primary Door

A GSA-approved pedestrian door deadbolt meeting the most current version of Federal Specification FF-L-2890. Previously AO-approved FFL-2740 integrated locking hardware may be used. Additional standalone and flush-mounted dead bolts are prohibited.

A combination lock meeting the most current version of Federal Specification FFL- 2740. Previously AO-approved combination lock or deadbolt lock type may be used.

An approved access control device. Shall be equipped with a by-pass keyway for use in the event of an access control system failure.

ADA/ABA Handicap accessible with Door Opener/Closer and push button.

D. Secondary Door:

Be equipped with a GSA-approved pedestrian door egress device with deadbolt meeting the most current version of Federal Specification FF-L-2890 for secondary door use. An AO-approved alternate device with similar functionality may be authorized. Additional standalone and flush-mounted deadbolts are prohibited.

Have approved access control hardware

E. Emergency Egress-only Doors;

Be installed as required by building code, safety and accessibility requirements.

Be equipped with GSA-approved pedestrian door emergency egress device with deadbolt configuration meeting the most current version of Federal Specification FFL-2890 for exit only door use. Additional standalone and flush-mounted deadbolts are prohibited.

Double Doors: Have an astragal strip attached to either door to prevent observation of the interior space through the opening between the doors

Be alarmed 24/7 and have a local audible annunciator that must be activated if the door is opened.

Have no exterior hardware

F. Double Doors:

Each leaf of the door shall have an independent security alarm contact.

An astragal shall be attached to one door.

Include requirements of D or E listed above depending on door classification.

G. Adjacent adjoining doors:

Shall be dead bolted on both sides.

H. Roll-up Door

New badge readers shall match existing and be compatible with the existing ACS in building 5092 (to maximum extent possible).

Keypad - model SDI bus compatible device that works with G Series Control Panels, Tamper resistant, Scrambling Digits, Viewing restrictors

Each keypad model has an illuminated keypad, a bright four-line by 20-character English language liquid crystal display (LCD)

K. Prefabricated Entry Vestibule:

One story Exterior Vestibule Modular System- Pre- Engineered, LEED wall 4” thick

VG-GV 10’ high, insulated core, color matched steel components with corrosion resistant primer

Windows shall be tinted or reflective, and shall obstruct observation.

hardboard 8 mil vinyl finish (factory laminated to both sides), Tough Rock-Fire

Guard type moisture-resistant, 5/8” type X GWB (STC 35,40, Minute Thermal Barrier).. To include plywood backing and UL classified raceways.

The interior walls shall be constructed of material that is conducive to mounting equipment to them. Windows along the walls are acceptable but not necessary.

Concrete pad shall be poured to level vestibule, deter water intrusion, and provide a smooth ADA entrance.

Shall meet the standards set forth in UFC 4-010-01 12 December 2018 Change 1, 19 August 2020

6 Bollards to protect vestibule. One on the North, one on the South. One off the Northwest corner and one off the Southwest corner. Two more West side. All should be evenly spaced and approximately 30 inches from the Vestibule. These bollards shall be steel, mounted below substrate, filled with concrete and powder coated safety yellow. See Rev #001 drawing. Exact location to be specified in the field.

Heavy-Duty Steel Frame Design Interior Lighting Welded Steel Construction 3” overhang Exterior Roof Vestibule door shall have a Cipher lock/Door handle be equipped with door closure One (1) 120V 15A GFCI protected outlet ADA/ABA Handicap accessible with Door Opener/Closer and push button.

L. High Security Switch Level 2 (HSS2)

The HSS-2 switch shall meet the Level 2 High Security requirements specified in

UL-634: Standard for Connectors and Switches for Use with Burglar-Alarm Systems (Edition no. 9) Dated: October 12, 2007. Manufacturers of UL634 Level 2 Rated High Security Switch (HSS-2) must meet the UL 634 requirement of the 40 standards, plus the additional eight testing criteria required to achieve Level 1 (mechanical and electrical protection against tampering, compromise and detection), and the additional eight requirements to achieve UL 634 Level 2 (made with Balanced Magnetic Switches (BMS), nuisance alarm, cover /enclosure tamper, magnet assembly cover removal alarm, switch assembly removal tamper, foreign magnetic field tamper alarm and compromise testing).

The HSS-2 shall be surface mounted.

The HSS-2 shall be single alarm.

Operate on low voltage not to exceed 30 volts direct current (VDC).

Capable of installation meeting UL634 Level 2 installations (i.e. properly gapped).

The HSS-2 shall be compatible with the existing building control panel.

M. LKM10K High Security Door Lock

Federal Specification Internal, self-powered by Rotational electro mechanical.

Combination lock and deadbolt shall meet the most current version of federal specifications FF-L-2890 and FF-L-2740.

N. Vestibule Cipher Lock/Door Handle

IV. Quality Control:

1. The Contractor shall be a licensed contractor in the state of Washington. All components and services are to be installed per manufacturer’s specifications by trained technicians with a minimum of five (5) years’ experience, who specialize in the type of work indicated herein.

2. The Contractor shall perform all work according to accepted standards, safety procedures, and applicable laws, regulations, codes, and standards to include the Unified Facilities Guide Specifications (UFGS), Unified Facilities Criteria (UFC), International Building Code (IBC), International Mechanical Code (IMC), International Plumbing Code (IPC), National Electrical Code (NEC), National Electrical Safety Council (NESC), and National Fire Protection Association

(NFPA).

3. The Contractor shall be responsible for all quality control, inspections, and tests required in the completion of this project. The Contractor shall obtain all approvals except those required for field installations, field applications, and post-field tests, prior to delivery of materials and equipment to the project site unless otherwise specified. The Contractor shall arrange for tests and inspections where and when required as defined in the approved Quality Control Plan.

4. Contractor shall verify all dimensions of all equipment to ensure that all access clearances can be met.

5. The contractor is responsible for providing a complete and useable system including providing manufactures manuals, specifications, any field tests, wiring diagrams and as- built prints (red line drawings) as necessary.

V. Execution: (general)

1. All approved project packages shall be kept on the jobsite and all employees shall be aware of its contents. Current, up-to-date Site Specific Activity Hazard Analysis (AHA) forms shall be available for review, if applicable. The Contractor shall inform all employees how to contact Base Emergency Services as approved in the contract submittal approvals.

2. Scheduling: The Contractor shall schedule work to cause the least amount of interference with station operations. The government will attempt to provide the Contractor 24 hours’ notice prior to work interruptions due to unscheduled/emergent operational requirements.

3. Protection of Government Property: The Contractor shall use every means at their disposal to prevent damage to government owned property during the execution of work. If government property is damaged, the Contractor shall contact the ET immediately and stop work until the issue is resolved.

4. Delivery, handling, storage, and protection of products to, and at the project site: Inspect for damages, store in a clean dry place, and protect from construction traffic. Handle carefully to avoid damage to components, enclosures, and finish. On-site storage for materials will be available.

5. Close Out: Upon completion of work, the site shall be left free of any and all debris, dust, and chips generated by work throughout the construction area.

6. Access to the NUWC Keyport is limited to cleared personnel and vehicles.

7. Furnish the ET with a list identifying personnel and vehicles requiring access.

8. Disposal of any material resulting from demolition shall be per applicable Environmental regulations, including all documentation (Waste Designation Tables, WISs , and documented in accordance with Ref (E)

9. Contractor shall locate all utilities prior to starting any excavation work.

10. Contractors performing a Weight Handling Evolution shall adhere to Ref (C) and (D).

11. Contractors utilizing lifting and handling equipment shall adhere to Ref (C) and (D).

12. The ET shall be contacted to coordinate access for job walks, site visits, and scheduling of work.

13. Completion Time Frame: The project is to be completed within 270 days after contract award.

VI. NBK Bangor – NUWC Annex

1. Safety and Security Brief

A. A NUWC Keyport Annex Safety and Security Brief is required for the contractor’s complete crew before any work can begin. The brief is approximately 30 minutes and is provided in Building 5091 or by the MFO or PM. It can be coordinated through the Engineering Technician with minimum of three (3) days advanced notice.

B. An OPSEC brief is required for all contractors and contractor employees. Contractors and contractor employees will also be required to attend the OPSEC Brief at the beginning of every week. The brief is approximately 30 minutes and is provided at Building 5092 or by the

AO.

2. Smoking A. Smoking is only permitted in designated smoking areas.

3. Delays A. Contractor operations are subject to reasonable delays, suspensions, and/or restrictions because of emergencies, alerts, drills, equipment movements and other such activities.

4. Flame Producing Devices

A. Matches, lighters, and other spark producing devices are not allowed without a Hot Work permit.

5. Portable Electronic Device(s) (PED) A. PED is defined as a portable electronic device having the capability to store, record, and/or transmit text, images/video, or audio data. Examples of PED include, but are not limited to pagers, laptops, cellular telephones, radios, compact disc and cassette players/recorders, portable digital assistants, audio devices, watches with input capability, reminder recorders, and mobile devices.

B. PEDs are not allowed inside of NUWC Keyport Buildings. PED use will be clarified and discussed at the site walk and pre-construction meeting

C. The Government PM/ET or Building POCs, Jessie Gordon or Marshall Wilson, will provide location of phone for emergency use.

D. For work inside the NUWC Keyport Annex, refer to the Keyport Annex Safety and Physical Access Security Brief.

6. Photography A. Photography by the Contractor is prohibited. Authorized Government security personnel only will provide construction progress photos, and all other necessary photo documentation.

7. Schedule

A. Before starting any work, the ET is to be provided with the project schedule for review and approval. Government has 5 working days to review and return schedule.

8. Coordination A. The ET must be contacted to coordinate access to the buildings for job walks, site visits, and scheduling of the work.

9. Lock out Tag Out

A. Lock Out/Tag Out: Contractors must notify the ET five (5) working days before anything can be locked out. The notification should include: what is being locked out, the tag number, the person on the tag and phone number shall also be provided to the ET within 24 hours of removal.

10. Vehicle Access A. Only government and authorized company vehicles will be allowed access to NBK. The contractor shall provide the ET a list identifying all vehicles which will require access to the work site a minimum of three (3) calendar days in advance. All vehicle pass requests will be submitted with: Area access that is needed, company name, vehicle year, make and model, and license plate number, state, and tab expiration date. NUWC Keyport Annex Vehicle Passes must be picked up at the Annex MFO . Vehicle registration must have the company's name as the owner. If the vehicle is leased or rented the lease or rental agreement must be in the company's name.

B. All vehicles will be subject to inspection and search prior to entering and within Naval Base Kitsap. Avoid transporting sealed containers into Naval Base Kitsap. If such containers must be introduced, prior coordination with the ET is required.

11. Parking A. Parking at NUWC Keyport is assigned so the contractor will have to apply for area outage for lay down/vehicle parking unless area is made available by the building POC. The Annex is wide open for parking

12. Security A. Compliance with the security directions of NBK Security Force Personnel is mandatory.

VII. Deliverables:

1. The Contractor is responsible for providing a complete and useable system.

2. Submit a Schedule of Values (SOV) 7 days after contract award to the ET for Government acceptance.

3. The Contractor shall prepare and submit two (2) hard copies (in 3-ring binders) and two (2) CD/DVDs of the Operations and Maintenance (O&M) Manuals to the ET. Each binder shall have the project contract number, Prime Contractor letterhead, project title, and building number on the spine and face of the binder. Each binder shall include Attachment (1) above, all product data, manufacturer’s manuals, warranty, specifications, field test results, wiring diagrams, and as-built prints (red line drawings), as necessary.

4. Submit all manufacturers' signed warranties to Contracting Officer prior to final commissioning and acceptance.

5. Before final payment will be approved, the Contractor shall provide all necessary training required on any and all new systems.

6. This project will not be accepted as complete until all project documentation and punch list items have been submitted to, and approved by the ET in their entirety and the Customer provides their concurrence electronically to the ET that the project is complete.

VIII. Work Description:

1. Coordinate with ET prior to commencement of work.

2. Security escorts are required to work in bldg. 5092. NUWC Keyport will provide security escorts per the contractors approved project schedule. The Contractor shall, to the greatest extent possible, phase work to be accomplished on one side of the facility at a time to minimize the amount of

Government Escorts. The Contractor shall not advance to another section/side until the penetrations are sealed.

3. Laboratory test confirms the presence of Asbestos and Lead. The grout/mortar used to install the glass block contains asbestos. The underlying exterior paint contains Lead.

4. All work activities shall be in accordance with the Intelligence Community Directive (ICD) 705 Technical Specifications, Version 1.5

5. Refer to attachment Bldg. 5092 Exterior Improvements for work location of the below listed task.

6. All exterior and interior infills required per this SOW shall meet the perimeter wall requirements as described ICD 705, See attachment C.

7. Phase work to ensure that all exterior openings created in the course of work outlined in the statement of work are complete prior to end of shift.

8. Conduits, wiring, fittings, hangars and fasteners shall be properly supported, installed straight and uniform.

9. All new door(s) swings will match existing door swings.

10. All doors and assemblies shall be STC 50 or better. The acoustical assembly includes door, seals, hinges, frame, and threshold tested to ASTM-E336 to obtain a STC 50 rated door.

11. Fill voids between frame and adjacent wall with lightweight gypsum plaster, foam, or sealant.

12. Seal the entire door assembly’s perimeters with acoustical foam, caulk or sealant (both sides) where it interfaces with wall and finished to match exterior and interior wall.

13. Provide and install door closers on all doors. Door closers shall be equipped with a heavy-duty automatic non-hold door-closer installed internal to the building.

14. Perimeter Wall Construction:

A. Perimeter walls shall comply with enhanced wall construction (See ICD 705 drawings for

Walls) B. Perimeter shall meet Sound Group 4 or better acoustic protection standards.

C. All newly installed concrete block must be pinned to existing concrete wall/block by rebar or other approved devise(s).

15. Replace all missing/ damaged sound attenuation batting. Secure batting in place by mechanically fastened to prevent sag or slippage.

16. Electrical components, associated wiring, or mechanical links shall be surface mounted and accessible only from inside the building.

17. System data that is carried on transmission lines (e.g. access authorizations, personal identification or verification data) to and from equipment located outside the building shall be protected using FIPS AES certified encrypted lines. If this communication technology is not feasible, transmission lines shall be installed as approved by the AO.

18. Electronic door strikes installed in conjunction with a personnel ACS shall have a positive engagement and be approved under UL 1034 for burglar resistance.

19. Requirements for all perimeter doors:

A. All perimeter doors shall comply with applicable building code, safety, and accessibility requirements as determined by the Authority Having Jurisdiction.

B. All perimeter pedestrian doors shall be equipped with an automatic, non-hold door-closer which shall be installed internal to the building.

C. Door hinge pins that are accessible from outside of the building shall be modified to prevent removal of the door, e.g., welded, set screws, dog bolts, etc.

D. Perimeter doors and frame assemblies shall meet acoustic requirements of STC 50.

E. All perimeter doors shall be installed with a High Security Switch Level 2 Rated (HSS-

2), surface mounted single alarm contact, properly installed for UL634 Level 2 installations.

F. Perimeter doors shall meet TEMPEST requirements per CTTA guidance.

20. All door work will be coordinated with ET, BOSC locksmith and NBK alarm shop for removal of existing locking devises and balanced magnetic switch and intrusion detection hardware. Return locksets, alarm components, electronics, and deadbolts to Government.

21. Coordinate BOSC locksmith and NBK security alarm shop for installation of and HSS2 and intrusion detection hardware for all doors.

22. Provide means and methods to seal off proposed area of work during performance of work for limiting construction dust & finishing odor migration in all areas of work.

23. Mitigate spread of dust and debris and avoid the creation of a nuisance install dust, engineering controls and safety barriers

24. Housekeeping: Work areas SHALL be kept as clean as possible and free of clutter, hazardous waste, open containers etc. Regular cleaning shall be conducted in order to maintain safe and sanitary conditions. Remove debris/ generated waste and ensure work and laydown areas are cleaned and made safe at end of each shift.

25. All field verification will be the contractor’s responsibility. Including but not limited load requirements and sizing.

26. All dimensions provided by the Government are only approximations, the Contractor is responsible for field verifying all existing site conditions, dimensions, elevations, clearances, and egress’s and finishes at jobsite prior to commencement of any work.

27. Entrance Vestibule: Provide and install a prefabricated vestibule at the front entrance of bldg.

5092.

A. Remove existing awning located over entry doors.

B. Contractor shall install a Concrete pad for this Vestibule. Asphalt shall be excavated. A concrete pad will be poured the size and shape of the vestibule. The entrance to the vestibule will be ADA compliant with no edge greater than ¼”. It shall be poured to level the vestibule, deter water intrusion, and provide a smooth ADA entrance.

C. Vestibule dimensions 12’W X 8’D X 10’H D. Provide Off-set vestibule entry doors (from the exterior) with locksets. Provide interior facing doors with appropriate push-pull devices E. Provide suspended gypsum wall board or appropriate “feature” ceiling system with recessed or surface LED light fixtures for the ceiling finish and lighting format. Light switches(s) must be mounted on internal wall of bldg. 5092 at door entry. Provide and install motion activated occupancy sensor.

F. The finish floor will be the existing asphalt.

G. Patch and paint exterior wall to repair any damage caused from the removal of awning.

H. The ceiling heights shall be 10’-0” above the finished floor.

I. Provide and install a junction box and conduit for pathway for analog phone installation in the newly built wall. Junction box shall be located in vestibule near newly installed primary door.

J. Provide and install cipher lock/door handle assembly for the vestibule entrance door.

K. Relocate existing phone locker from the lobby to the new vestibule. Phone locker must be seismically secured upon relocation.

L. The vestibule door shall meet ADA/ABA handicap access requirements. Door opener/closer and push button interfaced with the Security Access Controls.

28. Lobby/Front Entrance Door:

A. Upon competition of the work listed in the SOW the Lobby/Front entrance door will meet the criteria listed in ICD 705 for Primary Door.

B. Remove existing glass doors and windows C. Provide and install new UL listed 90 min fire rated, steel 3’-0 x 7’-0 entry door and frame. Match swing of existing door. New entry door assembly shall have a sound transmission class (STC) rating of 50 and include necessary flush sound control with neoprene compression gasketed seals.

D. Reframe opening as needed around newly installed door with matching materials for both the exterior and interior. Paint and patch infill to match existing surfaces and color.

E. Entry door shall include ball bearing commercial grade security type butt hinges with non-removal pin. GSA-approved LKM10K electric-mechanical combination lock and pedestrian door deadbolt. Install new closure (heavy duty), on interior side of door.

F. Door shall be equipped with a by-pass keyway for use in the event of an access control system failure. Provide three (3) additional keys for by-pass keyway.

G. GSA approved, LKM10K combination lock and pedestrian deadbolt shall meet the most current version of federal specifications FF-L-2890 and FF-L-2740.

H. Provide and install a High Security Switch Level 2 Rated (HSS-2), surface mounted single alarm contact, properly installed for UL634 Level 2 installations.

I. Relocate existing badge reader on the exterior left side the newly installed door per ICD- 705 requirements.

J. Relocate existing card reader conduit located on the exterior left side of the entry door.

The conduit must be installed on the interior of the building.

K. Newly installed concrete block shall match existing building surface and must tie to existing wall my means of steel pings or rebar. Conduit must be surface mounted.

L. Remove existing lobby camera. Provide, and install a new camera in new vestibule area.

Camera must be approved for use in an exterior environment and be compatible with current monitoring system. The current make/model is Pelco P2230L-FW0, 2 mega pixel outdoor Spectra Professional. Current CCTV Head end- Pelco DX4700

M. Relocate existing Alarm keypad to the south wall of the lobby.

N. Provide and install a new 360° motion sensor. Current IDS Head end- Bosch / D1260 O. Main entrance door shall meet ADA/ABA handicap access requirements. Door opener/closer and push button interfaced with the Security Access Controls.

29. Room 15:

A. Remove existing interior door (west wall).

B. Provide and install new door with all required hardware (west wall). Door must meet

STC-50 requirements and be operated by a badge reader.

C. Remove existing perimeter door and infill void with new wall using matching materials as existing walls. Infill shall be finished to match existing surfaces, exterior and interior.

30. Room 22:

A. Remove existing perimeter door (east wall).

B. Provide and install new perimeter emergency egress-only door and doorframe with all required hardware (east side).

31. Room 14:

A. Remove two (2) existing louvers.

B. Infill voids with matching material as existing walls. Infills shall be finished to match existing surfaces.

32. Room 01:

A. Removing existing roll-up door.

B. Remove power from Crane and remove upper junction box and conduit. Conductors can be left in the J Box located on the North wall. Install knockout plugs in J Box.

C. Remove the obstructing section of Crane Rail. The existing crane rail shall be cut back to the nearest joist on the exterior (about 9’) and interior (about 2’); leaving no sharp edge.

Additionally the rail stop from the inside of the building will be relocates to the outside to prevent the crane from coming off the rail.

D. Provide and install new roll-up door.

Provide and install HSS2 device on new roll up door.

E. Remove existing emergency door and doorframe (west side).

F. Provide and install new emergency egress-only door and doorframe with all required hardware (west side).

G. Remove existing single emergency perimeter door and doorframe (east side) and infill void with new wall using matching materials as existing walls. Infill shall be finished to match existing surfaces, exterior and interior.

H. Remove existing emergency perimeter double door and doorframe (east side).

I. Provide and install new double door and doorframe with all required emergency egress-only hardware (east side).

Both double doors must be equipped with HSS2 devices One door will be configured for emergency egress-only The other door shall be fixed and have deadbolts installed at both the top and bottom of the door.

The emergency exit sign shall be relocated above the emergency egress-only door.

J. Provide and install access control badge reader near double doors (south side, room 03) and associated materials. Install wiring from card reader to alarm panel. Leave enough wiring for the Government to connect to panel.

K. Remove existing interior door and replace with new emergency egress-only door. Finish area to match and blend into existing surfaces (north side room 01 – 03A). New door shall be STC-50 requirements.

L. Remove abandoned analog telephone box on south wall and patch and paint to match Existing surface. Fill void created by removal of telephone with sound deadening material. This box shall remain. The Contractor shall paint the cover red and add a phenolic label indicating ‘FIRE ALARM – BASE LOOP’ The abandoned telephone cables that penetrate the building near the roofline and are hanging in front of this box shall be cut outside the building, removed from inside the building and patch the holes?

33. Glass Block Windows: Remove eight (8) glass block windows.

A. Fill void with matching materials of the existing exterior and interior surfaces.

B. Interior walls shall extend over infilled glass block areas and match existing interior walls.

C. Infills shall be finished to match existing surfaces.

D. All voids shall be filled with sound deadening materials.

34. Pit Covers: Provide and install steel covers to replace existing plywood covers over abandoned pit.

A. Any liquid in the pit shall be captured and turned over to NBK Environmental B. Fill pit with sand before installation of the new covers.

C. New covers shall be fastened in place with tamper resistant fasteners.

D. The contractor shall provide two (2) sets of tools or fastener bits for removal of the lids as part of the deliverables for this contract.

35. ACS Physical Protection:

A. Card readers, keypads, communication interface devices, and other access control equipment located outside the building shall be tamper-protected and be securely fastened to a wall or other fixed structure.

B. Electrical components, associated wiring, or mechanical links shall be accessible only from inside the building.

C. System data that is carried on transmission lines (e.g. access authorizations, personal identification or verification data) to and from equipment located outside the building shall be protected using FIPS AES certified encrypted lines. If this communication technology is not feasible, transmission lines shall be installed as approved by the AO.

D. Equipment containing access-control software programs shall be located in the building.

E. Electronic door strikes installed in conjunction with a personnel ACS shall have a positive engagement and be approved under UL 1034 for burglar resistance.

36. General: Perform final clean-up of all work areas including material staging, laydown, and surrounding areas impacted by work activities.

37. Upon completion of the work, the Contractor shall inform the ET, and customer to demonstrate operational tests.

IX. Title to Materials:

1. All excess and/or discarded materials shall become property of the Contractor and shall be removed from government property, unless specifically noted. Title to the materials resulting from demolition is vested in the Contractor upon authorization of the Contracting Officer to begin demolition.

2. Recycling is preferred and recommended. A WIS is required for disposal and recycling is required for metal.

X. Material/Equipment In-Place List:

1. The Contractor shall provide a list of significant equipment and materials removed, replaced, or installed under this contract with the required information below, including the warranty expiration date.

A. Types of equipment and materials:

Materials: Roofing products, floor coverings, windows, doors, lighting, and all material with a manufacturer’s warranty.

Equipment: Mechanical (pumps, backflow preventers, HVAC components, pressurized piping systems, panel boxes, emergency lights, street lighting, etc.); mechanized doors, elevators, conveying systems, all equipment with an O&M manual or manufacturer’s warranty.

2. Required format and information: The Contractor shall provide material and equipment data in the attached format (Attachment (1) – Material/Equipment In-Place List). All of the requested data shall be provided prior to final inspection or final acceptance.

XI. Cleanup:

1. Debris and Rubbish: Remove and transport debris and rubbish that will prevent spillage on pavements, streets, or adjacent areas. Clean up spillage from pavements, streets, and adjacent areas on an ongoing basis.

2. Contractor shall not dispose of debris/rubble on NBK property or in NBK dumpsters.

3. Upon completion, the Contractor shall remove all containers, surplus material, equipment, and debris and leave the site in a clean and orderly condition acceptable to the ET. The project will not be received and/or accepted until all project debris is removed from the site.

XII. Safety

1. Safety is everyone’s responsibility. All contractor personnel on site are responsible for their own actions and any person on the project site has the authority to stop work if an unsafe condition exists.
