The following have been added by full text:
VENDORS' QUESTIONS AND ANSWERS
1. Q: What is the emass # so we can look it up?
A: SDREN eMASS ID is S-448, but access to the package is not available until a SAAR is approved by NAVSEA.
2. Q: Also will site visits be needed for the other locations?
A: Site visits will not be required, all work will be accomplished at NUWC Keyport, WA.
3. Q: NIST 800-53 rev 5 was just released. Will this be applicable for this RFP?
A: Navy eMASS has not yet updated to NIST 800-53 rev 5, and we do not have insight into when it will be. For the near future, NIST 800-53 rev 4 will remain applicable.
4. Q: It does not appear that any page requirements for technical applicability are listed within the solicitation package. Would the Government be able to provide an amendment which details page limitations and what volumes are required for submission to be technically acceptable?
A: The RMF process is contained in eMass and does not require separate written documentation of an overarching System Security Plan. Offerer should be familiar with the NAVY RMF/eMASS processes.
5. Q: The RFP states that the Contractor shall have "a minimum of six years experience utilizing the Navy's instance of eMass" (RFP, Paragraph 4.2). Is it the Government's intention to limit competition to only those Small Businesses who have been granted direct access to the Navy's instance of eMass?
A: The Government need is for a minimum of six years experience utilizing the Navy's eMass, which requires direct access to the eMass application at the desired classification level.
6. Q: Is there an incumbent on this contract? If so, can the Government provide the incumbent name and contract number?
A: There is no incumbent.
7.Q: Does the Government have an estimated amount of personnel required for this contract?
A: The Government request is for completion of an RMF accreditation package for a classified network enclave, which is scoped in the SOW. Offerer should respond accordingly.
8. Q: Will the Government provide the contractor Type 1 Encryption and necessary software scanning tools products to support the ATO?
A: The Government will provide system access, including DoN approved scanning tools with validated security clearance and OPNAV 5239/14 SAAR-N on file.
9. Q: How is Past Performance being evaluated? Are there specific subfactors and/or past performance requirements?
A: Vendor’s cage code in SAM, FAPIIS and SPRS reports will be reviewed for award evaluation.
10. Q: Is there an Instructions to Offerors regarding how proposal responses shall be organized, formatted, and submitted?
A: Provide quote as per the item descriptions, performance statement of work, synopsis and clause L-215-H007, fill in solicitation N0025321Q0010 and email it back to me.
Requirements and evaluation procedures are listed in the attached solicitation, which is required to be completely filled out and returned before the solicitation closes. All questions regarding this solicitation should be submitted in writing as soon as practicable after receipt of solicitation.
Questions and Offers should be submitted via e-mail to: edwin.donor@navy.mil.
No paper copies will be accepted. Only digital copies sent via email will be accepted. Failure to complete all representations and certifications found within the solicitation, and respond to this RFQ with associated amendments if applicable prior to the closing date and time established may render an offer non-responsive and result in rejection.
11. Q:What is the estimated ceiling value of this contract?
A: This is a competitive procurement, ceiling value cannot be disclosed.
12. Q: Page 42 of the Solicitation emphasizes the DD Form 254’s requirements, and the need of
Facility Security Clearance at SECRET level, supported with SAFEGUARDING too at SECRET level. Can these requirements be met with at the time of Award? Or, does the Government mandates these FCL & Safeguarding needs to be fulfilled right at the Proposal Submission stage?

L-215-H007 SUBMISSION OF QUESTIONS BY OFFERORS — ALTERNATE I (NAVSEA) (FEB 2020)
(a) Offerors may submit questions or request clarification of any aspect of this solicitation. It is the Offeror’s responsibility to bring to the attention of the Contracting Officer at the earliest possible time, but prior to the closing date, any ambiguities, discrepancies, inconsistencies, or conflicts between the SOW or PWS (as applicable) and other solicitation documents attached hereto or incorporated by reference. Each question should identify solicitation number, document, page number, paragraph number or other identifier relating to the question. Questions without this information may not be answered. Acknowledgment of questions received will not be made.
(b) The deadline for receipt of questions is 5 days before closing. Although every effort will be made, the
Government makes no guarantee that questions received after the date above will be answered.
(c) All questions shall be submitted via email to the point of contact listed for this solicitation. Responses will be posted to the beta.SAM web page at https://www.beta.SAM.gov.
