Section 3.3.6 “Chaining” Q: Are other industry standards considered acceptable for securing the winch chassis to the deck of an offshore craft?
A: Other industry standards for attaching the winch chassis to the deck of a ship are acceptable. However, provisions for chaining, as outlined in the SOW, are also still required.
Section 3.8 “Levelwind Requirements” Q: Are other levelwinding methods acceptable to quote?
A: No.
Section 3.12.3.6 “Hydraulic Oil Pressure” Q: Section 3.12.3 states the requirements for electronic numeric displays on the operator console. This includes “Hydraulic Oil Pressure”. Would it be acceptable to utilize analog pressure gauges in lieu of electronic pressure gauges?
A: No.
Q: If the electronic pressure displays must be included, would it be acceptable to include pressure gauges as a back up means of displaying hydraulic pressures?
A: Yes. The analog gauge would need to be installed outside of the operator console’s enclosure (see SOW Section 3.13) in an easily and safely viewable location within the footprint of the winch frame.
Section 3.12.5 “Length of Cable Paid Out” Q: Section 3.12.5 states that a separate and independent display for length of cable paid out must be included on the operator console. However, this requirement is also stated in Section 3.12.3.2. Does this mean that operator console must have (2) displays for length of cable paid out?
A: The intent here is not to have a second display showing the same information as the first display. Rather, what is required is that the “length of cable paid out” display be separate from the other displays, so that it is distinct, for ease of viewing.
Section 3.15.1 “Optional Winch Radio Control System” Q: This section states that the operator console shall be designed and constructed considering the space and installation needs for an optional winch radio control system. Is this a government supplied radio system or is this system to be designed by the contractor?
A: This radio control system, in the event it is desired sometime in the future, would be designed and installed by the contractor. It is not required as part of this acquisition. The contractor does need to ensure that the winch design can accommodate such a system in the event that it is required sometime in the future.
