The following have been modified:
STATEMENT OF WORK
SUMMARY
Naval Undersea Warfare Center requires replacement of a battery bank utilized on the Mobile Anti-Submarine Training Target (MASTT).
The battery system consists of two separate “modules,” each containing 100 FAAM9TTM725 lead-acid batteries (DIN Standard. 9PzS1260). All batteries within the modules (and the 2 batteries modules themselves) are wired in series to provide a nominal voltage of 440V; each battery module is divided into five subsections, each measuring 810mm x 906mm.
The battery modules contain old cells. The contractor is responsible for transportation of the full battery modules (containing old cells and hardware) to/from NAS North Island, CA. The government will utilize a government-owned forklift/crane to complete the loading and unloading of the MASTT battery modules on the contractor’s transportation vehicle.
REQUIREMENTS
1) LOCATION: The contractor will be responsible for pick up, delivery, and all shipping of the two battery modules and battery watering assembly. Work will need to be performed at the contractor’s facility.
2) DISPOSAL: The contractor shall remove and dispose of all the used battery cells containing Pb-acid, interconnecting hardware, insulation/liner (if damaged) and any other waste generated from this process per federal, state, and local regulations. The Contractor is solely responsible for all costs and liability resulting from any leak(s) or spill(s) during the pickup, transportation and disposal of waste. Should a spill occur, the contractor agrees to clean up any spills to the satisfaction of the Navy, Federal, State and Local laws and regulations at no cost to the Navy or generator.
3) INSPECTION: The contractor shall clean and inspect the battery module cases.
a) The contractor shall take and provide pictures to the government of any damage and/or foreign objects found within the module cases.
b) The contractor shall inspect and replace or modify any insulation/liner material that has tears, damage, or impedes functionality.
c) The contractor shall take and provide pictures to the government of the modules with insulation/liner material installed prior to installing replacement cells.
4) BATTERY: The contractor shall install 200 replacement DIN Standard no. 9PzS1260 batteries connected in series into the two modules.
a) The contractor shall configure the replacement cells and interconnecting hardware in the same orientation as the old cells.
b) The contractor shall ensure that each replacement battery modules weighs between 250 pounds less than or
500 pounds greater than the received modules.
i) The contractor shall provide the Government the weights of the modules before and after replacement.
c) The contractor shall install any insulation/liner material as required to ensure batteries fit securely into the battery modules.
i) The contractor shall make the determination if any liner/insulation needs replacement/modifications to ensure all batteries fit into modules.
(1) Any replacements/modifications must meet the weight requirement restrictions outlined in Para
4.b.
ii) The contractor shall ensure that battery cases are free of any foreign objects/debris prior to installing replacement cells.
d) The contractor shall ensure that all replacement cells are of the same OEM and manufactured within the last 8 months.
5) CONNECTORS: The contractor shall supply/install new insulated terminal connections that meets or exceeds current battery specifications.
a) The contractor shall install the connections in the same configuration as delivered from the government.
6) BATTERY WATERING SYSTEM: The contractor shall supply/install a single point watering system into each battery module per current design specifications.
a) The connection port will be in the same location as the delivered battery modules.
b) The connection must match the current battery watering assembly provided by the government.
c) The original watering system may be removed and reinstalled into the new battery modules.
i) The contractor will ensure that the system remains useable through functional testing which results in no leaks, tears, breaks or damage.
d) The contractor shall install new watering float valves into each battery cell that accommodates the installed watering system.
e) If a new fill system is required, the contractor shall ensure the weight requirements per Para 4.b. for the battery modules are met.
7) TEMPERATURE SENSORS: The contractor shall purchase and install new PT-100 temperature sensors along with connecting the additional wiring required to run the wire leads to the connector housing located on the ends of the battery modules.
a) Two PT-100 temperature sensors will be installed into each battery module (P/N: 3629941 from Allied
Electronics) for a total of four sensors.
b) The contractor shall install one sensor eight cells from the end of a battery module, the second sensor shall be located eight cells in from the opposite end.
c) The contractor shall install the sensors centerline along the length of the battery modules.
d) The contractor shall position the sensors in such a way to prevent crushing/damage to the temperature sensors.
e) The contractor shall position the sensors to be half way down the height of the cell and if an adhesive is used, adhered in such a way that it does not damage or interfere with the sensors’ measurement capabilities.
f) The contractor shall complete any soldering required to complete the sensor installation.
8) BATTERY WATERING MONITORS: The contractor shall purchase and install two “SmartBlinky” battery watering monitors (P/N: ACC-SREM3C7-S from Philadelphia Scientific), one into each battery module, with the same wiring and configuration as delivered.
a) The contractor shall install the monitors in the same specific cell location as the old batteries.
b) The contractor shall replace the LED indicator lights for the “SmartBlinky: monitors located external to the battery modules.
9) TESTING:
a) The contractor shall perform a test discharge/charge cycle in accordance with the replacement cell manufacturer specifications.
i) The contractor shall provide the discharge report to the government upon delivery of the modules.
ii) The contractor shall provide the batteries fully charged to the government.
b) The contractor shall perform a functionality test of the newly installed battery fill system per government provided maintenance procedure BA-R-1.
c) The contractor shall perform a functionality test on the PT-100 temperature sensors prior to installation into the battery modules.
i) The test consists of using a multi-meter at the wire leads to measure the resistance of the sensor at a known temperature and comparing it to the values on the PT-100 sensor data sheet. The reading is to meet the tolerances of the sensor manufacturer.
10) SCHEDULE: Full completion of this contract shall be within 4 months of award.
GOVERNMENT FURNISHED EQUIPMENT (GFE):
1) (2x) Battery modules (approximate weight is 17600lbs for each module)
2) (1x) Battery Watering Assembly.
