SPECIFICATIONS
CLINs 0001 and 1001 Brand name or Equal Hardware Specification System
Specifications and minimum requirements for an HP1000 A-Series emulator or equal to replace the existing HP1000 computer in the MK641 Mod1 Exercise head test set.
The HP1000 A-Series replacement system must consist of the following components. This is considered a system and requires all of the following components to meet the HP1000 specifications.
HP 1000 A Series Emulator Specifications Hardware specifications:
The chassis has at least a 10 slot backplane to accommodate HP A series circuit cards, and have power supply, cooling fans, and is FCC/CE certifiable. The HP1000 emulator or equal must have a back plane adaptor that plugs into an A-Series back plane and provides Programmed I/O and DMA access to legacy A-Series controllers not otherwise emulated. It will support 32 MB/sec transmissions.
Dimensions: must not exceed 10.5” high by 19” wide by 26” deep Power: +3.3V at 22A, +5 at 26A, +12V at 0.64A. (640ma) less than 1.0 amp, and -12V at 0.8A Communications support:
The processor can communicate with terminals and other systems in the following ways:
With terminals via single-channel interface or eight-channel multiplexer.
It can communicate with other HP 1000 systems via DS/1000-IV HDLC point-to-point interface or multi-drop Data Link.
It can communicate with HP 3000 systems via DS/1000-IV Bi-sync point-to-point interface.
It can communicate with HP-IB equipment using original HP12009 HP-IB interface card or use a commercial GP- IB card as an equivalent. The commercial GP-IB card requires analyzer capability for monitoring all GP-IB lines, capture GP-IB events and time-stamping, hardware handshake rates, and handshake line transitions.
Compatibility with other HP 1000
Computer:
The processor supports execution of Real Time Operating software.
The processor executes the same HP 1000 base instruction set (arithmetic, memory reference, and register reference instructions) as the A900 processor and other HP1000 (L, M, E, and F-Series) Computers. Except for dynamic mapping instructions, virtual memory instructions, memory reference instructions, and I/O instructions, other instructions beyond the base set as defined above have the same mnemonics and format as they do in HP 1000 M, E, and F-Series Computers, which facilitates program transportability between A600-based systems and other HP 1000 Computers.
I/O drivers written for use with the RTE-L/XL operating system will run without change in a processor operating under RTE-A.

Memory:
Implementation: 64k Dynamic RAM.

Power Fail provisions: When primary line power falls below a predetermined level while the CPU is running, a power fail warning signal from the power supply causes an interrupt to memory location 00004. Memory location 00004 is intended to contain a Jump-to-subroutine (JSB) instruction to a power fail subroutine, such as that included in the RTE-A operating system. A minimum of 5 milliseconds is available to execute the power fail subroutine.
Memory Protect:
Memory Protect Logic on the CPU:
1. Protects memory on a page-by-page basis against alteration or entry by programmed instructions, except those involving the A and B registers. A memory protect violation will interrupt the CPU and save the address of the violating instruction in a register on the memory card, from which it can be made accessible in the A or B register by a single Assembly language instruction.
2. Prohibits execution of privileged instructions (mapping instructions and all I/O instructions except those referencing Select Code 01, the CPU status register and the overflow register), but not including HLTO1, which is privileged). This limits control of I/O and mapping operations to the operating system or other privileged programs.
Time Base Generator Interrupt: A time base generator interrupt is provided for maintaining a real-time clock. The interrupt request is made when the TBG logic signals, at 10-millisecond intervals, that its internal clock has rolled over.
Unimplemented Instruction Interrupt: An unimplemented instruction interrupt is requested when the CPU signals that the last instruction fetched was not recognized. This interrupt provides a straightforward entry to software routines for the execution of instruction codes not recognized by the A600 processor or the 110 cards.
A600 Processor Design and Common Specifications:
I/O Master Processor:
Purpose: To maintain the high performance of the A600 processor, HP uses an I/O Master processor as the standard input/output interface circuitry to the A600 system backplane. The I/O Master processor includes an I/O processor chip, which executes I/O instructions, and other circuits that make high speed transfers possible. Every A600-compatible I/O interface card has the I/O Master Processor (IOP).
Determination of I/O address: The I/O address select code is set for each interface by select code address switches on the interface and is therefore independent of interface card position along the backplane bus.
I/O Addressing: An I/O interface is pre-addressed by presetting its select code into the Global Register (GR) and enabling the GR. Thereafter, this leaves the six select code bits of I/O instructions available for addressing registers or for other functions on the interface.
I/O Device Interrupt Priority: Priority depends upon I/O interface card position in the backplane.
I/O Interrupt Procedure:
1. One or more I/O interfaces requests an interrupt.
2. The CPU responds to the interrupt request of the highest priority interface (that closest to the CPU) by executing the instruction in a memory location that corresponds to the select code of the interface.
Interrupt Masking: The I/O Master logic includes an interrupt mask register which provides for selective inhibition of interrupts from specific interfaces under program control. This capability can be programmed to temporarily cut off undesirable interrupts from any combination of interfaces when they could interfere with crucial transfers.
Interrupt Latency when there is no DMA interference: 4.7 to 40 microseconds, 5.1 microseconds typical.
(Interrupts cannot be serviced until a DMA cycle or an instruction in progress has completed execution. The worst-case latency of 40 microseconds is based upon time to complete the longest instruction.)
DMA Latency: Time interval from service request by an I/O device through completion of the I/O data transfer to/from the I/O interface is 0.908 microseconds for input, 1.135 microseconds for output for the interface with highest hardware priority (closest to the CPU card).
Self-configured, chained DMA: The IOP chip also supports a self-configuring mode of operation. In this mode, instead of interrupting after a block transfer, the IOP fetches a new set of control words for the next transfer, reconfigures itself, and initiates a block transfer. This process continues as long as additional sets of control words are available.
Data packing under DMA: When byte mode is specified in control word instructions, the IOP controls packing or unpacking in the interface logic.
Maximum achievable DMA rate: 2.13 million words/sec (4.27 megabytes/sec).
Self-configured DMA timing: 4.5 - 7.1 microseconds between successive block transfers of a chained series.

52.204-21 BASIC SAFEGUARDING OF COVERED CONTRACTOR INFORMATION SYSTEMS (JUN 2016)
(a) Definitions. As used in this clause--
Covered contractor information system means an information system that is owned or operated by a contractor that processes, stores, or transmits Federal contract information.
Federal contract information means information, not intended for public release, that is provided by or generated for the Government under a contract to develop or deliver a product or service to the Government, but not including information provided by the Government to the public (such as on public Web sites) or simple transactional information, such as necessary to process payments.
Information means any communication or representation of knowledge such as facts, data, or opinions, in any medium or form, including textual, numerical, graphic, cartographic, narrative, or audiovisual (Committee on National Security Systems Instruction (CNSSI) 4009).
Information system means a discrete set of information resources organized for the collection, processing, maintenance, use, sharing, dissemination, or disposition of information (44 U.S.C. 3502).
Safeguarding means measures or controls that are prescribed to protect information systems.
(b) Safeguarding requirements and procedures.
(1) The Contractor shall apply the following basic safeguarding requirements and procedures to protect covered contractor information systems. Requirements and procedures for basic safeguarding of covered contractor information systems shall include, at a minimum, the following security controls:
(i) Limit information system access to authorized users, processes acting on behalf of authorized users, or devices (including other information systems).
(ii) Limit information system access to the types of transactions and functions that authorized users are permitted to execute.
(iii) Verify and control/limit connections to and use of external information systems.
(iv) Control information posted or processed on publicly accessible information systems.
(v) Identify information system users, processes acting on behalf of users, or devices.
(vi) Authenticate (or verify) the identities of those users, processes, or devices, as a prerequisite to allowing access to organizational information systems.
(vii) Sanitize or destroy information system media containing Federal Contract Information before disposal or release for reuse.
(viii) Limit physical access to organizational information systems, equipment, and the respective operating environments to authorized individuals.
(ix) Escort visitors and monitor visitor activity; maintain audit logs of physical access; and control and manage physical access devices.
(x) Monitor, control, and protect organizational communications (i.e., information transmitted or received by organizational information systems) at the external boundaries and key internal boundaries of the information systems.
(xi) Implement subnetworks for publicly accessible system components that are physically or logically separated from internal networks.
(xii) Identify, report, and correct information and information system flaws in a timely manner.
(xiii) Provide protection from malicious code at appropriate locations within organizational information systems.
(xiv) Update malicious code protection mechanisms when new releases are available.
(xv) Perform periodic scans of the information system and real-time scans of files from external sources as files are downloaded, opened, or executed.
(2) Other requirements. This clause does not relieve the Contractor of any other specific safeguarding requirements specified by Federal agencies and departments relating to covered contractor information systems generally or other Federal safeguarding requirements for controlled unclassified information (CUI) as established by Executive Order 13556.
(c) Subcontracts. The Contractor shall include the substance of this clause, including this paragraph (c), in subcontracts under this contract (including subcontracts for the acquisition of commercial items, other than commercially available off-the-shelf items), in which the subcontractor may have Federal contract information residing in or transiting through its information system.

52.209-11 REPRESENTATION BY CORPORATIONS REGARDING DELINQUENT TAX LIABILITY OR A
FELONY CONVICTION UNDER ANY FEDERAL LAW (FEB 2016)
(a) As required by sections 744 and 745 of Division E of the Consolidated and Further Continuing Appropriations Act, 2015 (Pub. L. 113-235), and similar provisions, if contained in subsequent appropriations acts, the Government will not enter into a contract with any corporation that--
(1) Has any unpaid Federal tax liability that has been assessed, for which all judicial and administrative remedies have been exhausted or have lapsed, and that is not being paid in a timely manner pursuant to an agreement with the authority responsible for collecting the tax liability, where the awarding agency is aware of the unpaid tax liability, unless an agency has considered suspension or debarment of the corporation and made a determination that suspension or debarment is not necessary to protect the interests of the Government; or
(2) Was convicted of a felony criminal violation under any Federal law within the preceding 24 months, where the awarding agency is aware of the conviction, unless an agency has considered suspension or debarment of the corporation and made a determination that this action is not necessary to protect the interests of the Government.

52.211-6 BRAND NAME OR EQUAL (AUG 1999)
(a) If an item in this solicitation is identified as “brand name or equal,” the purchase description reflects the characteristics and level of quality that will satisfy the Government's needs. The salient physical, functional, or performance characteristics that “equal” products must meet are specified in the solicitation.
(b) To be considered for award, offers of “equal” products, including “equal” products of the brand name manufacturer, must--
(1) Meet the salient physical, functional, or performance characteristic specified in this solicitation;
(2) Clearly identify the item by--
(i) Brand name, if any; and
(ii) Make or model number;
(3) Include descriptive literature such as illustrations, drawings, or a clear reference to previously furnished descriptive data or information available to the Contracting Officer; and
(4) Clearly describe any modifications the offeror plans to make in a product to make it conform to the solicitation requirements. Mark any descriptive material to clearly show the modifications.
(c) The Contracting Officer will evaluate “equal” products on the basis of information furnished by the offeror or identified in the offer and reasonably available to the Contracting Officer. The Contracting Officer is not responsible for locating or obtaining any information not identified in the offer.
(d) Unless the offeror clearly indicates in its offer that the product being offered is an “equal” product, the offeror shall provide the brand name product referenced in the solicitation.
52.211-14 NOTICE OF PRIORITY RATING FOR NATIONAL DEFENSE, EMERGENCY PREPAREDNESS, AND ENERGY PROGRAM USE (APR 2008)
Any contract awarded as a result of this solicitation will be DX rated order; XX DO rated order certified for national defense, emergency preparedness, and energy program use under the Defense Priorities and Allocations System (DPAS) (15 CFR 700), and the Contractor will be required to follow all of the requirements of this regulation. 52.212-2 EVALUATION--COMMERCIAL ITEMS (OCT 2014)
(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The offeror must be determined to have acceptable technical and past performance before further consideration will be given; that is, selection of the contractor is to be based on the establishment of minimum requirements to be evaluated on an “acceptable” or “unacceptable” basis. Quotes are evaluated for acceptability but not ranked using the non-price factors. In order to be considered awardable, there must be an “acceptable” rating in every non-price factor. Lowest Price Technically Acceptable (LPTA) non-price factors include Technical and Past Performance. The Contracting Officer will select the offer, in conformance with the solicitation, which is determined technically and past performance acceptable and offers the lowest price.

Factor 1 - Technical Acceptability:
To determine technical acceptability, offeror shall provide all necessary information for a comprehensive technical evaluation, including the following:
Product Information: To determine technical acceptability, offerors shall provide all necessary information for a comprehensive technical evaluation.
The information provided must provide enough information to demonstrate that the proposed supplies meet or exceed the specification requirements identified in the solicitation. The product information may include commercial supply literature. In the technical quote, there must be a determination written by the Offeror that the supplied material meets or exceeds the Government’s performance requirements as set forth in the specification, solicitation, and any subsequent amendments. Offerors who are not the actual manufacturer of the items shall provide the above-described information for the manufacturer.
Compliance/Exceptions: If the literature/information provided does not clearly demonstrate compliance with the requirements of the specifications, the offeror must submit a Compliance/Exception document that clearly explains how the proposed product(s) meet the requirements of the RFQ. On a separate sheet of paper: state whether the offer complies or does not comply with the specifications. Identify any “exceptions” to the specifications and state precisely how the offered supplies differ from the applicable specification requirements provided in the solicitation. Failure to comply with this requirement may result in rejection of the offer.
Delivery: Offeror shall state proposed delivery schedule, if different than stated in the solicitation, with the applicable justification for the difference.

Offerors shall demonstrate past performance and the ability to deliver products and services of high quality by completing the attached Past Performance Reference Worksheet (see attachment), for up to three (3) recently completed Federal Government contracts (not to exceed three years since completion) for like or similar items under this solicitation. If the offeror does not have any Federal Government contracts, then list State, local, or commercial contracts, in that order, to complete your Past Performance Worksheet. Offerors shall include an accessible point of contact, including name and telephone number, for each reference provided.
Failure to submit the Past Performance Worksheet may be considered certification that the contractor has no past performance for like or similar items for the Government to evaluate.

Delivery will be evaluated based on the contractor's ability to meet the delivery schedule stated in the solicitation.
Failure to demonstrate technical acceptability, upon which an assessment can be made with confidence of an offeror’s technical capabilities, will be deemed as that offeror being not technically acceptable. The quote will be evaluated for completeness and accuracy of information.
Technical will be assessed according to the following evaluation ratings and criteria format provided in the below Rating Table.

Acceptable Quote clearly meets the minimum requirements of the solicitation.
Unacceptable Quote clearly does not meet the minimum requirements of the solicitation.

Past performance will be evaluated based on the offerors demonstrated ability to satisfy its customers in the past, deliver products and services of high quality, meet delivery schedules, and comply with applicable Federal, State, and local laws and regulations.
