STATEMENT OF WORK (SOW)
STATEMENT OF WORK FOR AMHF UNIT LOAD 2 EVALUATION
1. Background:
1.1 The Automated Material Handling Facility (AMHF) Excel 8000 Unit Load 2 Heavy Lift
Automated Storage and Retrieval System (ASRS) equipment in Bldg. 1002 failed during recent operation. On 18 March 2016, a slack rope fault occurred after the ASRS successfully stored pallet (F0000040) into location Bay 6 level 1. The carriage assembly dropped below the lower limit and bottomed out, and the wire rope continued to unwind from the drum. A Vertical Max Travel Down fault was produced when the carriage reached the lower limit switch, but the carriage failed to stop before bottoming out.
1.2 Retrotech, Inc. upgraded the Unit Load 2 with new horizontal and vertical motors, drives and programmable logic controller (PLC) with updated programming. It is requested that
Retrotech evaluate ASRS Unit Load 2 to determine the root cause for the failure and recommend corrective actions, make corrections to PLC programming (if needed), and provide optional repair services (if option is exercised).
2. SCOPE: The contractor must provide all personnel, equipment, tools, materials, supervision, quality control, other items and services necessary to evaluate system malfunction and identify the root cause of the failure. The contractor shall provide services as specified here-in within the specified time period described in Section 4.
2.1 SERVICES AND PRICE DETERMINATION: The services will be provided as a firm fixed price.
2.2 DELIVERY AND SHIPPING TERMS: Any costs associated with the transportation or shipping of personnel, equipment, tools, or materials shall be obligated to the contractor.
2.3 The contractor is responsible for inspecting necessary materials or components. If damage occurs during performance, the contractor will immediately contact the Keyport technical point of contact (POC) for direction.
2.4 The contractor must complete all necessary preparation requirements to the components in accordance with the specifications, standards, and best practices with regard to the material used to perform the service.
2.5 DOCUMENTATION: Keyport requires all documentation associated with the evaluation. Contractor is to include their standard commercial warranty if available.
3. REQUIREMENTS:
3.1 NUWC KEYPORT REQUIREMENTS: NUWC Division Keyport will provide the following:
Contractor will be provided access to the AMHF and ASRS to perform the service.
Provide test loads and support personnel as required for diagnostic purposes.
Provide free and clear access to transport materials, equipment, and tools into the facility and to the point of use within the facility.
Provide secure, safe, and dry inside storage prior to and during the evaluation process.
Provide a secure storage area for vendor tools and materials prior to and during the installation.
Furnish without charge a temporary vendor field office including phone access, electric currents, water, light, heat, and access to restroom facilities.
Provide the required site availability and equipment/system downtime during agreed testing periods.
Provide operators, as required, to assist with the movement of materials and system operation during testing.
Ensure current maintenance personnel are present and involved in order to gain information crucial in the long-term maintenance of the systems being evaluated.
All government personnel directly involved with the ASRS will be present during testing to observe all testing phases.
3.2 CONTRACTOR/VENDOR REQUIREMENTS: Contractor will provide all the project services required for the evaluation and corrective action of the ASRS failure:
Assign the evaluation team.
Determine the root cause of Unit Load two carriage failure
Inspect and evaluate Vertical Holding Brake and brake set time, review the drive set up, analog signal wiring and cable routing.
Review PLC programming and identify any potential solutions that would prevent recurrence of the failure.
Any issues discovered and potential solutions will also be evaluated for applicability to Excel 4000 Unit Load 1.
Inspect the lifting cable, fall protection brake and vertical motor brake for damage and function.
Coordinate with NUWC representatives.
Provide status updates when requested by NUWC representatives.
3.3 CONTRACT LINE ITEM DESCRIPTIONS
3.3.1 Item 0001 – Site Visit to Evaluate ASRS Excel 8000 Unit Load. Contractor personnel must be familiar with the mechanical and electrical/electronic control systems and will evaluate the ASRS Unit Load 2 to determine the root cause for the reported failure. The Contractor shall provide to the Government’s Technical
Point of Contact a full report for recommended corrective actions. The report shall include a complete cost breakdown of all parts, labor and any other associated costs to complete the repair. During the evaluation, corrective actions may be provided such as updates to PLC programming, or replacement of components utilizing parts on-hand, as long as there is no additional cost to the government.
3.3.2 Item 0002 - (IF OPTION IS EXERCISED) Additional Repair Services.
Contractor shall provide labor and materials to support repair and implementation of corrective actions determined during the performance of CLIN 0001.
Performance of repair services may not begin until the Contracting Officer provides the Contractor with a modification exercising this option.
4. PERIOD OF PERFORMANCE
The base contract line item shall be completed 4 weeks from date of award. If Option is exercised, the repair shall be completed within 6 months after option is exercised.

REPAIR SERVICES- Exact amount for repairs, if any, is unknown; however, the total cost will not exceed $30,000.00. The Government will identify the exact amount required at time of option exercise. Therefore, Contractor is to provide an itemized list of the charges found during the performance of CLIN 0001.
FAR Clause 52.213-3 applies to this CLIN. If option is exercised it will become a
Firm, Fixed Price.
This is an Option Item only and in no way are purchased or guaranteed under the resulting contract. Work cannot be started or performed under the Option Item without Option Exercise by the Contracting Officer in accordance with FAR
Clause 52.217-7.

(d) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph
(d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, and does not contain the clause at 52.215-2, Audit and Records--Negotiation.
(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor's directly pertinent records involving transactions related to this contract.
(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR Subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.
(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.

(2) Under 15 U.S.C. 645(d), any person who misrepresents a firm's status as a small, HUBZone small, small disadvantaged, or women-owned small business concern in order to obtain a contract to be awarded under the preference programs established pursuant to section 8(a), 8(d), 9, or 15 of the Small Business Act or any other provision of Federal law that specifically references section 8(d) for a definition of program eligibility, shall--
(i) Be punished by imposition of fine, imprisonment, or both;
(ii) Be subject to administrative remedies, including suspension and debarment; and
(iii) Be ineligible for participation in programs conducted under the authority of the Act.
52.222-48 EXEMPTION FROM APPLICATION OF SERVICE CONTRACT LABOR STANDARDS TO
CONTRACTS FOR MAINTENANCE, CALIBRATION, OR REPAIR OF CERTAIN EQUIPMENT
CERTIFICATION (MAY 2014)
(a) The offeror shall check the following certification:
CERTIFICATION
The offeror ( ___ ) does ( ___ ) does not certify that--
(1) The items of equipment to be serviced under this contract are used regularly for other than Government purposes, and are sold or traded by the offeror (or subcontractor in the case of an exempt subcontractor) in substantial quantities to the general public in the course of normal business operations;
(2) The services will be furnished at prices which are, or are based on, established catalog or market prices for the maintenance, calibration, or repair of equipment.
(i) An “established catalog price” is a price included in a catalog, price list, schedule, or other form that is regularly maintained by the manufacturer or the offeror, is either published or otherwise available for inspection by customers, and states prices at which sales currently, or were last, made to a significant number of buyers constituting the general public.
(ii) An “established market price” is a current price, established in the usual course of trade between buyers and sellers free to bargain, which can be substantiated from sources independent of the manufacturer or offeror; and
(3) The compensation (wage and fringe benefits) plan for all service employees performing work under the contract are the same as that used for these employees and equivalent employees servicing the same equipment of commercial customers.
(b) Certification by the offeror as to its compliance with respect to the contract also constitutes its certification as to compliance by its subcontractor if it subcontracts out the exempt services. If the offeror certifies to the conditions in paragraph (a) of this provision, and the Contracting Officer determines in accordance with FAR 22.1003-4(c)(3) that the Service Contract Labor Standards statute--
(1) Will not apply to this offeror, then the Service Contract Labor Standards clause in this solicitation will not be included in any resultant contract to this offeror; or
(2) Will apply to this offeror, then the clause at 52.222-51, Exemption from Application of the Service Contract
Labor Standards to Contracts for Maintenance, Calibration, or Repair of Certain Equipment--Requirements, in this solicitation will not be included in any resultant contract awarded to this offeror, and the offeror may be provided an opportunity to submit a new offer on that basis.
(c) If the offeror does not certify to the conditions in paragraph (a) of this provision--
