GENERAL REQUIREMENTS:

All check points shall be observed by the Vessel Technical Representative

(VTR).

CARE OF VESSEL. The Contractor shall be responsible for the care and security of the vessel, equipment, materials, and components related to the work being performed. The vessel shall be kept free of chips, shavings, refuse, dirt, scrap materials, welding slag, and other extraneous materials. Piping ends shall be covered with appropriate covers to prevent system contamination.

Open areas in structure shall be covered to prevent water entry. Tanks and voids opened shall be clean, dry, and pass government inspection prior to being closed. Appropriate temporary protective measures shall be taken to avoid wear and damage and to prevent corrosion and deterioration of the vessel. Water shall not be allowed to accumulate in the hull or structure during work performance. The vessel shall be broom clean and with all paint coatings fully cured prior to final delivery to the government.

WORKMANSHIP. Workmanship provided by Contractor employees shall be consistent with the highest standards of commercial marine practices and regulatory bodies. The government reserves the right to accept or reject material and workmanship nonconformance. Noncompliance with contractor’s quality control processes will influence past performance rating provided on contract evaluation. Plating and structural member cuts shall be neatly and accurately made with edges cleaned and prepared for welding. Sharp edges shall be ground smooth to avoid injury to personnel. Equipment, machinery and associated support systems shall not leak oil, water or other type of fluids. Machinery and equipment shall be protected against weather hazards. Machinery, equipment and electrical cables shall be protected against accidental movement or shifting in exposed locations.

DELIVERY OF THE VESSEL. The contractor shall provide all labor, equipment, materials, tow rigging and tug services necessary for the safe movement and/or transport of the YC 1674 from KB docks on the Naval Base Kitsap-Bangor to the ship yard facility, transport of the vessel into and out of the dry dock and within the contractor’s repair facility, and return the vessel to KB docks on the Naval Base Kitsap-Bangor upon completion of all work.

CONDITION FOUND REPORT (CFR). The contractor shall communicate to the Contracting Officer via the Vessel Technical Representatives concerning all conditions found, discrepancies noted, and other information requiring formal documentation. Provide the recommendation for corrective action and include Contractor’s estimated pricing (man hours and materials) to correct the condition found. The Government will review and respond to the submitted report. In the event difficulty is encountered in meeting requirements or difficulty is anticipated in complying with the contract schedule dates, notify the Contracting Officer, via the Vessel Technical Representatives immediately by verbal means, followed on the next work day by CFR stating pertinent details. Receipt of this notification by the Government is not to be construed as a waiver of the requirements, delivery schedule, or waiver of rights or remedies provided by law or under this contract, or any other requirements in the SOW relating to jeopardy of contract schedule dates.

Submission of this report does not authorize the contractor to perform additional work not covered by the contract or authorized by the Contracting Officer (CO).

GEN REQUIREMENTS FOR TESTING AND WORK SPEC ACCEPTANCE. All Contractor affected equipment, systems and subsystems will be inspected for compliance and acceptance using the following work specifications, their listed check points, tests, and the use of commercial marine standards and practices.

The contractor shall demonstrate workmanship, alignment, strength, rigidity, water tightness, functionality, and suitability for the purpose intended.

Prepare a Test Plan and submit a copy to the Vessel Technical Representatives for review prior to accomplishment of any testing.

The Towing Contractor shall monitor weather conditions and provide the VTR with a written weather forecast each business day, beginning five calendar days before the scheduled departure date. The Towing Contractor shall obtain concurrence from the VTR that weather conditions are acceptable before the shipment departs. It may be necessary to adjust the shipment departure time/date to meet an acceptable weather window. In such a case, the Towing Contractor will be expected to generate a revised Voyage Schedule on short notice.

D. Standby Time: the Towing Contractor shall quote an hourly rate for tug

Standby Time. Standby Time shall accrue under the following circumstances:

a. In-transit delays – Unplanned delays during shipment, such as encountering unfavorable weather, or barge equipment malfunction. Delays must not be attributable to improper actions or inadequate planning by the Towing Contractor. Standby Time shall accrue ony to the extent that the tow’s arrival at the contractor’s facility is delayed.

E. The Towing Contractor shall make tug log entries at least every two hours to record the weather conditions, transit speed, engine RPM, position, barge condition (e.g. barge navigation lights on, barge towing o.k.), and any unusual or abnormal conditions encountered in transit, along with any problems or delays.

F. The tow speed shall not exceed eleven knots in Sea State 4 and ten knots in Sea State 5 to ensure maximum allowable steady tensions in the primary tow bridle and pigtail chain are not exceeded. In a situation where the emergency tow gear must be used, the tow speed shall not exceed nine knots in Sea State 4 and eight knots in Sea State 5. In either case, the Tug

Captain should give consideration to the effects of tidal, current, wind, wave, and swell magnitudes and their directions in evaluating and determining a safe tow speed.

G. The Towing Contractor shall frequently monitor the barge draft, barge flooding alarm lights, and navigational lights, if installed, to ensure the lights are operating satisfactorily and no alarms have actuated or other changes are evident in the barge condition.

H.

EMERGENCIES

[The establishment of the International Private-Sector Tug of Opportunity System (ITOS) for the waters of the Olympic Coast National Marine Sanctuary and the Strait of Juan de Fuca, specifically targets tugboats waiting for or engaged in nonemergency commercial activities (typically towing or escort services) for diversion to assist a disabled vessel if capable of rendering the required assistance.] The Towing Contractor shall notify the VTR of rendering any assistance.

J. If an accident involving the shipment occurs, and the safety of the crew, tug, or barge are jeopardized, the Tug Captain shall adopt such procedures as will, in his judgment, provide safety for the crew, tug, and barge.

K. In the event a flooding situation is verified, move to shallower water and proceed with the appropriate casualty response plan as outlined in the Generic Shipping Procedure.

L. At the earliest practicable moment after the occurrence of an accident or when a hazardous condition exists, the Towing Contractor shall notify the nearest USCG Captain of the Port and shall comply with any instructions received. The Towing Contractor shall also notify the VTR as soon as practicable. Depending on the location and circumstances, the state and local authorities may also require notification. The Towing Contractor shall notify the VTR of any contacting of state or local authorities.

CHECK POINT: After vessel is landed, inspect the fit on the blocks immediately after the craft is undocked. Provide shimming between blocking and the craft’s hull to achieve 100 percent hull contact on the blocks. VTR shall inspect contact.

During the hull cleaning and painting work, the blocks will have to be adjusted or bumped, in order to complete 100 percent cleaning and painting of the hull. Extreme caution shall be observed during the adjusting of the blocks. Additional blocking to obtain proper support can be used at other weight bearing positions on the hull.

CHECK POINT: Contact the VTR 24 hours prior to the proposed undocking. Before undocking, ensure that all hull penetrations below full load draft are watertight. Stop undocking immediately after hull penetrations are submerged, but before the craft lifts off the blocks or lifting supports. Product Information: Offerors must ensure that any product requirements called out for in the PWS are identified by manufacturer name and have the commercial literature to demonstrate the capabilities. In the technical proposal there must be a determination written by the offeror that the supplied material meets or exceeds the Government’s performance requirements as set forth in the PWS, RFP, and any subsequent amendments.
