0003 QUESTIONS AND ANSWERS
Amendment 03 Vendor Questions and Answers:
Question 1:
WORK SPEC 001 Provide towing services and shipment of Government furnished equipment.
The specifications suggest that GFM can be delivered to the contractors facility on the deck of the barge, or otherwise be transported from the Naval Base to the Contractor's facility by a Contractor provided trucking firm.
The specification further stipulates that coordination of base crane and forklift support must be coordinated two weeks in advance of the date the material is to be picked up.
Can we assume that the same two week notice necessary to support overland transport will be necessary for coordination of loading material onto the deck of the barge?
Answer 1:
Yes, support must be coordinated at least two weeks in advance. It should be noted the new crane boom is too heavy for us to load on the barge it must be transported by truck.
Question 2:
Can the pallets of GFM lead ingots (WORK SPEC 004 Ballast Installation) be transported on the deck of the barge?
Answer 2:
Yes.
Question 3:
Can the scrapped lead ingots be returned to the base on the deck of the barge?
Answer 3:
Yes.
Question 4:
Option 004B calls for removal of 8" split pipe fender and inserting of hull plate in way of fender.
Are we correct in our interpretation of the specifications that removed 8" pipe fender will not be replaced?
Answer 4:
Yes -The 8" half pipe will not be replaced. It will be removed and the side plating behind it replaced, if needed.
Question 5:
WORK SPEC 005 Ballast Installation calls for the Contractor to follow material specifications, sources, and quantities as per sheet 1 of (Ref 3) 53711-191-8629769 LEAD BALLAST INSTALLATION FOR CRANE SYSTEM. Is the following information included in the drawing?
How many lead ingots are to be installed?
What are the dimensions and weight of each ingot?
What is the total weight of the lead ingots?
How many ingots are there on each pallet?
Answer 5:
Drawing, 53711-191-8629769 is included in the TDP. The ingots vary in size, shape, and weight. The drawing defines the weight of the lead to be installed in each ballast container section. Each pallet has ~3,500-4,000 pounds of lead. Each lead ingot is estimated to be 30-70 pounds.
Question 6:
WORK SPEC 010 Assemble Install and Test Crane and HPU: The work spec says that the government will contract with Appleton Marine Inc. to assist with installation, assembly, and weight test of the crane and HPU, Appleton Marine Inc will provide the crane operator for the test.
In Amendment 0002 dated February 18, 2016 WORK SPEC 015 it states for the contractor to provide OEM support for assemble and weight test.
Is the contractor now responsible for the cost of the Appleton Marine Inc services for the Assembly and testing?
Answer 6:
Yes.
Question 7:
WORK SPEC 011 Void Preservation: "Work Specifications: Provide all materials, equipment, and labor to open, empty, ventilate, clean. Certify gas free and maintain "safe for workers and safe for hot work" all the vessel voids.
Provide all materials, equipment, and labor to preserve the voids according to NAVSEA Cat. II Standard Item 009- 32 and NSTM S9086-VD-STM-010 Chapter 631" Specifications direct the Contractor to "empty" the voids. Can the contractor assume that the voids are dry voids, containing only a small amount of water from tank condensation?
Answer 7:
Yes, all voids are dry. The bow void has some electrical equipment installed (transformer, distribution panel).
Question 8:
WORK SPEC 015 Provide OEM Support for Assembly, Initial Start-up and Weight Test.
Is this new item (Amendment 0002) intended to supersede text in WORK SPEC 010 indicating that OEM services will be provided by the Government, or is this item intended as an optional item?
Answer 8:
Superseded, the government will not be providing OEM support.
Question 9:
Can we have the owner provided materials & equipment put on the barge and transported when we pick up the barge?
Answer 9:
Please see answers 1 and 2.
Question 10:
What do each of the lead ingots weigh for handling purposes?
Answer 10:
Please see answer 5.
Question 11:
The spec says to palletize all scrap and ship it back to Keyport, is this necessary?
Answer 11:
The spec requires all unused and/or scrapped lead ingots to be palletized and returned to Keyport.
All other scrap is required to be palletized and returned to Keyport or disposed of by any means approved by the Contract Officer.
