PERFORMANCE WORK STATEMENT (PWS) FOR TELECOMMUNICATIONS SERVICES AT
NAVAL AIR STATION (NAS) FALLON, NEVADA
1.0 BACKGROUND
Naval Air Station Fallon serves as the Navy’s premier tactical air warfare training center, home to the Fighting Saints of VFC-13, the Desert Outlaws of Strike Fighter Wing Pacific, and the Naval Strike Air Warfare Center.
Commander, Navy Region Southwest (CNRSW) is the Navy shore installation management headquarters for the Southwest region. CNRSW provides coordination of base operating support functions for operating forces throughout the region.
2.0 SCOPE
The scope of this PWS requires telecommunications services necessary to satisfy Naval Air Station (NAS) Fallon telecommunications requirements. The Contractor shall engineer, furnish, install and test (EFI&T), operate, and maintain all digital switching equipment, system software, network interconnections, base distribution cable plant (fiber and copper) features, voice mail systems components, digital services and equipment, 911 services, data circuits and channels, back-up power, and system capacity necessary to provide a Base Telecommunications System (BTS) that consists of state-of-art digital technologies including, but not limited to, integrated voice, and data.
The current Base Telephone System (BTS) consist of a Northern Telecomm (NT) 3021.0PTION 81C Telephone Switch and five (5) NORTEL Remote Modules. This NORTEL system supports major enhancements such as Automated Attendant, Voice Mail, Integrated Services Digital Network (ISDN), Calling Number Identification, and Enhanced 911 with remote switching modules, owned by CC Communications. The maximum capacity of the system is 2500 working lines of which approximately 2300 are in use. This PWS is inclusive of all known work associated with providing voice (local and long-distance), video and data services to NAS Fallon, outlying ranges, off station buildings and remote facilities located in the State of Nevada.
3.0 REQUIREMENTS
The Contractor shall provide commercially available integrated voice and data telecommunications services and equipment. The Contractor shall provide the base backbone cable distribution facilities (both fiber optic and the copper) to support the requirements specified herein. The Contractor shall use the latest Government standards and commercial practices in all phases of this contract.
The BTS network shall operate and function as one single transparent system with full and complete feature transparency through all switching elements and stations throughout the network. The Contractor shall maintain, as a minimum, the current system features and capabilities. The Contractor must be able to increase total system capacity, as needed. The Contractor shall engineer the BTS to meet Traffic Volume and Grade of Service requirements.
Wired capacities shall be obtained by installation of additional cards without the necessity for the installation of any other equipment or software.
The services provided under this contract shall be interconnected with NETWORX Universal. NETWORX Universal will provide a comprehensive set of telecommunications network services, meet Government requirements for National Security and Emergency Preparedness (NSEP), and shall provide migration to an Integrated Services Digital Network (ISDN).
3.1 TRANSMISSION FACILITIES
Restrictions. The Contractor shall operate in accordance with Federal, State and local restrictions, and shall be responsible for obtaining any rights-of-way, permits, waivers, approvals or licenses required in connection with the installation and provision of transmission facilities (e.g., laser, coaxial cable, fiber optics) to interconnect local systems.
Frequencies. The Contractor shall be responsible for obtaining frequencies, arranging for licensing, provision and renewal. Frequencies shall be consistent with FCC rules and regulations. Frequencies used in conjunction with this contract shall be coordinated with the NAS Fallon Spectrum manager.
4.0 TASKS
4.1 FEATURES
The terms herein are industry standards terms. At a minimum, the system(s) shall provide the following:

4.2 AUTOMATIC RELOAD
The system processor(s) shall automatically reload and re-initialize the system(s).
4.3 DATA REQUIREMENTS
The system(s) shall support analog and digital Data Terminal Equipment (DTE) devices. Analog to digital conversion may take place at the station location or at the switch. At a minimum, the following data features shall be provided:

4.4 CALL RESTRICTION
The system(s) shall screen numbers, up to eighteen (18) digits, for outgoing call restriction.
4.5 TOLL RESTRICTION
The system(s) shall provide toll restriction for individual station users and trunk routes.
4.6 MEMORY PROTECTION
The system(s) shall be protected from power failure by external power supplies or batteries. This protection is required for a minimum of eight (8) hours of system operation in addition to software backup tapes or disks.
4.7 DIAL-UP DATA ACCESS
The system(s) shall accommodate dial-up data device using modems co-located with the terminal device.
4.8 DIRECT DIGITAL INTERFACE
The system(s) shall provide direct digital interface with data terminals, automated office equipment and telecommunications devices without the need for eternal line modems.
1. Equipment. These devices shall include but are not limited to: central processing computers, telecommunication system processors, local area network gateways, communicating word processors, electronic mail system(s), and digital facsimile transceivers.
2. Digital Transmission. The system(s) shall support digital transmission at effective rates of 110 bps to 19.2
Kbps asynchronous and from 1200 bps to 56/64 Kbps synchronous. The system(s) shall support dedicated digital lines for transmission at a minimum of DS1 (T-1) 1.544Mbps.
3. Digital Interface Units. The system(s) shall provide Digital Interface Units (DIUs) for direct digital access to the network providing EIA-RS–232D or CCITT V.35 and EIA-RS-449 interface capability. The DIU shall provide for automated operation (i.e., dialing or answering) by devices connected to the user (drop) side of the interface.
4.9 CLASS-MARKS
Access to the commercial networks shall be provided by the system(s) to properly class-marked users. The system(s) shall have the capability to assign class-marks in any combination (class of service) to a single station line, access line, number code, trunk, or group of trunks. A minimum of 128 class-marks shall be provided initially with a capability for expanding to 256 class-marks.
4.10 BLOCKING OF SELECTED NUMBERS
The system(s) shall block calls originated within the system(s) to selected telephone numbers, including Number Planning (NPA/NXX), local and long-distance information numbers, and individual station numbers as specified by the Government. Blocked calls will be routed to a recorded announcement.
4.11 PRECEDENCE and PREEMTION
This feature shall allow a station to operate with Multiple Level Precedence and Preemption (MLPP). Precedence call shall be capable of being initiated from any properly class-marked Dual Tone Multi Frequency (DTMF) or rotary dial telephone. Any station shall be capable of being class-marked “Pre-emptible for Reuse”, and for “Call Waiting. All stations shall be “Pre-emptible not for Reuse” where the preempted station line was a part of a preempted call connection but will not be reused by the preempting call.
4.12 HOT LINES
The system(s) shall provide the function of automatically ringing a pre-designated number(s) up to at least (12) digits when going “off hook” (lifting the receiver and not requiring any dialing of any digits) by station class-marked and equipped for this provision.
4.13 INTERCEPT AND RECORDED ANNOUNCEMENTS
The system(s) shall provide intercept and referral to recorded announcements. The Contractor shall coordinate all intercept and referral requirements with the Local Exchange Carrier (LEC) and Technical Assistant (TA). The announcements shall be of variable length for a period of 10 to 60 seconds. The feature shall be used to inform callers of most situations that prevent their calls from being completed as dialed. The following situations shall require intercept and referral to recorded announcements:
1. Blocked Precedence Announcement (BPA). The BPA shall say “Equal or higher precedence calls have prevented completion of your call. Please hang up, and try again. This is a recording."
2. Unauthorized Precedence Announcement (UPA). The UPA shall say, “The precedence used is not authorized on your line. Please use an authorized precedence, or ask your operator for assistance. This is a recording."
3. Vacant Code Announcement (VCA). The VCA shall say, “Your call cannot be completed as dialed.
Please consult your directory and dial again, or ask your operator for assistance. This is a recording."
4. Re-order Announcement (ROA). The ROA shall say, “Your call has not been completed. Please hang up and dial again. This is a recording."
5. Isolated Code Announcements (ICA). The ICA shall say, “Service disruption has prevented the completion of your call. Please wait 30 minutes and try again. In case of emergency, call your operator. This is a recording."
6. Automatic Call Distribution System (ACD) queue notification. The ACD queue shall say “All of our lines are busy at the moment. Please do not hang up; the next available agent will answer your call. This is a recording."
7. Reserved for future 30-word message.
The Contractor shall ensure that not more than one (1) percent of all calls are delayed in excess of ten (10) seconds before being connected to a recording. The Contractor shall update the recorded announcement(s) throughout the life of the contract.
4.14 LINE HUNTING
All station lines within the system(s) shall be capable of being assigned to a station hunt group. Lines assigned to a hunt group need not be in numerical sequence.
1. Assignment. Line hunting shall be provided on a per line basis for groups of two (2) to twenty (20) lines per group. As a minimum, twenty (20) hunt groups shall be provided for each one hundred (100) station lines.
2. Types of hunting. Both sequential and circular line hunting shall be provided. The method of hunting shall be assigned to each hunt group through software data base entry.
4.15 SIMULTANEOUS VOICE AND DATA
1. The system(s) shall provide simultaneous voice and data access to the system(s) Integrated Voice and Data (IVD) stations using a universal wiring scheme. The system(s) shall be capable of simultaneous voice and data transmission to separate and distinct terminating locations.
2. The system shall support data terminals connected through the telephone station or at a common connecting block and use the telephone station cabling to provide a transmission path to the switch. The maximum data rate required is 19.2 Kbps asynchronous and 56/64 Kbps synchronous.
4.16 BACKUP POWER
In the event of commercial power failure, the system(s) shall provide full-uninterrupted service to all users at all locations without service degradation or loss of calls in progress for a minimum of eight (8) hours. This includes ancillary systems, critical subsystems and other support equipment (trunk interface equipment/circuitry, modem pools, remote equipment locations, call detail recording, network management systems, etc.).
The backup power system design shall be based on the maximum air station and service requirements forecast for the projected life of the system.
If batteries are used, they shall be explosion proof, sealed gel filled type, maintenance free batteries that have a minimum life expectancy of ten (10) years. Full personnel safety apparel shall be provided as required by OSHA standards and the site Safety Officer.
4.16.1 SYSTEM EQUIPMENT CIRCUIT DISTRIBUTION
Power service to the system equipment shall be isolated from all other uses, sourced from a dedicated power panel board, and utilize an isolated (single point) grounding system per MIL-STD-188-124A and the National Electrical Code (NEC). The dedicated power panel board shall provide the following:
1. Current carrying buses
2. Neutral bus
3. Dirty ground bus (normal safety ground)
4. Isolated ground bus (system ground)
Where Government-furnished building emergency power generators of sufficient capacity are available, the panel shall also be connected to the building’s emergency power generator. Where Government-furnished Emergency generators are not available, the Contractor shall provide generators ready for installation in accordance with the National Electrical Safety Code (ANSI-C2-1987) to assure that the system continues to operate despite a power failure.
4.16.2 FILTERED POWER
Switching equipment rooms shall be serviced from a filtered power source to prevent equipment damage due to power surges and sags, and reduce Electromagnetic Interference and Radio Frequency Interference (EMI/RFI) radiation. Filtration devices shall shunt excessive voltage and currents away from equipment and personnel. All power receptacles shall be isolated grounds receptacles (NEMA IG type or ANSI IG type). All non-isolated ground receptacles located in the switching equipment room shall be rendered inoperable.
4.17 EXCHANGE OF CALLING STATION IDENTIFICATION
The Contractor shall provide for the forwarding of calling station identification to the NETWORX Universal. At least one of the following two methods shall be available at the time of award.
1. Equal Access Signaling – The format for calling station identification shall be as described for an equal access end-office sending to an Interexchange Carrier (IEC) in Section 6, Parts 12.51 through 12.53 of the BOC Notes on the Intra-Lata Network (TR-NPL-000-275, Issue 1, April 1986, Bell Communications Research).
2. ISDN Primary Rate Interface (PRI) – The format for the exchange of calling station identification shall be as defined in the applicable CCITT. Both the T and the U reference points shall be supported.
The system shall provide the site applicable required signaling for the forwarding of information to the DSN network for DSN network calls of routine and above.
4.18 ADDITIONAL SYSTEM REQUIREMENTS
4.18.1 OUTGOING TRUNK GROUPS LOAD CONTROL
The system shall provide trunk group load control, based on user class-mark, to trunk groups that a station may access to place an outgoing call during a crisis or emergency situation The Government shall identify users within each group during detailed station design by the Activity Representatives and the Contractor. Implementation of trunk group load control denial shall not prevent system(s) users from receiving calls.
Trunk group load control shall only be implemented at the direction of the TA or his designated representative. The time to effect trunk group access denial shall not exceed three (3) minutes once the command is given. Callers denied access shall be referred to a recorded announcement advising them of the condition.
The Contractor shall provide follow-up reports to the TA containing all relevant details including the TA’s reason(s), if any, for the control measures. The TA or his designated representative will be responsible for periodically updating the list of users with non-restricted trunk access class-marks.
4.18.2 RECORDED REFERRAL ANNOUNCEMENTS
The system(s) shall provide a recorded referral number to a caller who reaches a disconnected system line(s). The system shall automatically, without human intervention, provide the new number to the caller or inform the caller that it is a disconnected line. The recording shall be in effect for a period of thirty (30) calendar days following disconnects or, until the old number is reassigned.
4.18.3 DEFENSE DATA NETWORK (DDN)
All system equipment and software provisioned for connection and operation with DDN facilities shall conform to requirements in the DDN x.25 Host Interface Specification. The on-base user processor, data terminal and data communications equipment that utilizes these DDN facilities shall be provided basic DDN user services and protocols identified in the DDN Subscriber Interface Guide.
The following application services and protocols shall be supported by the facilities implemented: terminal to host communication service, file transfer service, and electronic mail service. The following data transport services and protocols shall also be supported: Transmission Control Protocol (TCP) and Interned Protocol (IP).
The following additional DDN compatible services and functions shall be supported: Real time data gram transport, precedence message handling protocols and routines, network rerouting and restoral techniques and bulk rate encryption techniques approved by both DCA and NSA.
The structure of the physical, data link and network layers implemented in facilities provisioned shall be compatible with the DDN X.25 standard.
4.18.4 PROTOCOL CONVERSION
The Contractor shall provide protocol conversion per FIBS Pub 146 as required to enable system(s) users to interface with data processing and terminal services provided by the Government and be inter-operational with Government networks, local area networks, value added networks, and the local exchange network.
The Contractor shall meet the currently accepted protocol standards for the physical and data link network layers associated with the seven (7) layer ISO reference model for Open Systems Interconnection. The Contractor shall specify those protocols associated with the network and transport layers that the proposed system shall support, to permit evaluation of system inter-networking capabilities.
As a minimum, the system shall support the following protocols: X.25 (reference X.3, X075, X.28 and X.29), IBM’s BSC, SNA/2780/3270/3780, ANSI’s, ADCCP ISO’s HDLC, and UNISYS UNISCOPE. Protocol conversion may be an integral part of this system or may be performed by external devices.
4.18.5 STATION EMERGENCY POWER FAILURE TRANSFER
The system(s) shall provide local exchange network service to selected class-marked station users in the event of a system’s AC power failure and after depletion of any emergency power source. The system(s) shall automatically connect class-marked stations to local Central Office trunks to provide direct outward dial access during a failure period.
4.18.6 INTEGRATED SERVICES DIGITAL NETWORK (ISDN)
The Contractor shall provide ISDN service to NAS Fallon. This shall be accomplished in a manner the Contractor determines the most practical given the number of ISDN lines and the amount of ISDN service needed. This can include installing a switch capable of providing ISDN, establishing commercial service accounts or other means.
Any ISDN access will conform to the service specifications contained in herein. The Contractor shall assume all responsibility for paying third party bills incurred in support of ISDN service.
4.18.6.1 ISDN SPECIFICATIONS
The Contractor shall follow the North American adaptation of applicable C O I 1’/and Q series (ANSI T1.60x series) recommendations for the provision of ISDN. All switching subsystem hardware and software provided shall be "ISDN ready" except the analog line interface cards and analog trunk cards required to provide off premises trunking. ISDN ready means all software; common control equipment and multi-line modules shall conform to ISDN standards for which products are commercially available. Converting an analog line or trunk to an ISDN line or trunk shall be accomplished solely by replacing an analog line or trunk interface card with its ISDN counterpart.
No other hardware or software shall be replaced. Should the Contractor's modules not support both analog and ISDN interface cards, then the Contractor shall provide both analog and ISDN modules. The system(s) shall be modular in design and be expandable on a port-by-port basis. The Contractor shall conform to the CCITT 1.100, L200, 1.300, and 1.400 series, which reflect recommendations for:
General ISDN Concept Service Aspects Network Aspects User Network Interface Aspects
The ISDN Physical Layer, layer 1, shall conform to CCII I recommendations 1.430 and 1.431, and with appropriate reference points of the T1 Standards Group, TI S 1. It shall also have access to both Basic Rate Interface (BRI) and Primary Rate Interface (PRI). The ISDN Data Link Layer, layer 2, shall conform to CCITT recommendation 1.440 and 1.441 (Q.920 and Q.921). The ISDN Network Layer, layer I shall conform to CCITT recommendations 1.450, 1.451, and 1.452 (Q.930, Q.93 1, and Q.932).
4.18.6.2 BASIC RATE INTERFACE (2B + D)
The system shall provide two 64 Kbps (B) channels and one 16 Kbps signaling (D) channel at the service delivery point as specified in C4.19.6.3.a.
4.18.6.3 PRIMARY RATE INTERFACE (23B + D)
The system shall provide switched digital service at 1.544 Mbps at the CCITT deferred T reference point for ISDN.
Applicable CCI I I I and Q Standards shall be followed. These include but are not limited to 1.421 Primary Rate User Network Interface.
4.18.6.4 BASIC RATE SERVICE DELIVERY POINT
The system shall provide basic rate service delivery point to users at the following interfaces:
1. Terminal Equipment I (TEI). CCITT defined S, U, and T Reference Point for user terminal equipment that conforms to CCITT ISDN specifications.
2. Terminal Equipment 2 (TE2). CCITT defined R Reference Point for user terminal equipment, which does not conform to the CIII ISDN terminal. The Contractor shall provide Terminal Adapters (TA) required at the R reference point to provide functions and to permit adaptation of the non-ISDN TE2 signals to ISDN TE1 signals.
3. Network Termination 2 (NT2). CCIII defined S Reference Point. User device such as a key system, PBX LAN or variations of a switching cluster controller. The Contractor shall provide the Basic Rate Interface at the CCII1 defined S reference point and provide access for the TEI to be connected directly to the S reference point.
4.18.7 AUTOMATIC ROUTE SELECTION (ARS)
The system shall automatically route outgoing calls via the most economical circuit routing available (e.g., NETWORX, FX, WATS, DDD). The Contractor shall detail available ARS capabilities including maximum trunk groups controlled, queuing techniques, and digital translation.
4.19 ADDITIONAL SERVICES
4.19.1 911 EMERGENCY SERVICES
The 911 network is a vital part of our nation's emergency response and disaster preparedness system --- 911 is the official national emergency number in the United States and Canada. Dialing 911 quickly connects you to a Public Safety Answering Point (PSAP) dispatcher trained to route your call to local emergency medical, fire, and law enforcement agencies.
The Contractor shall engineer, install and maintain a system to provided NAS Fallon facilities access to basic 911 services. This system will automatically forward 911 emergency calls to the NAS Fallon central dispatch located in the Emergency Operations Center building 800. Service will include all base facilities with telephone serve. The dial 911 system will be operational 24 hours a day/seven days a week. The Contractor shall provide emergency repair and maintenance to this system with one-hour response to system outages.
4.19.2 RESERVED NUMBERS
The Contractor shall provide NAS Fallon a specific block of 3000 numbers within a predetermined prefix (e.g., 426, 864). These numbers will be for the exclusive use of the Government.
4.19.3 PRIVATE LINE LOCAL CHANNEL SERVICES
Private Line Local Channel Services provide a dedicated transmission path between two or more Government designated premises. Service shall be provided on a fixed cost basis and not exceed the tariff approved by the local Public Utilities Commission (PUC) [or a public body acting as a PUC] for similar services. The Contractor shall provide engineering, installation and maintenance in support of this service. The Contractor shall assure that each service functions properly within its specified transmission, signaling or switching parameters.
4.19.3.1 PROVISIONS OF SERVICE
Channels shall be provided on a twenty-four (24) hour per day, seven (7) day per week basis unless otherwise specified at the time of delivery.
The Government will pay for one-time construction needed to provide new service to a facility or area where there is no existing service. One-time construction charges will be provided to the contracting officer prior to installation, via contract modification as needed.
4.19.3.2 PRIVATE LINE SERVICES
The connections provided by Private Line Service will be either analog or digital. Analog connections are differentiated by spectrum and bandwidth. Digital connections are differentiated by bit rate. The types of channels will include:
Analog data/voice with conditioning up to 9600 baud asynchronous Digital data xDSL services Digital data high capacity service Optical bandwidth
4.19.3.3 PRIVATE LINE CONDITIONS
The Contractor shall furnish all channel apparatus and the Government will furnish all station equipment and associated power requirements. All equipment used by the Government in connection with provided channels will be subject to the approval of the Contractor and will operate at the line signaling speed and with line transmission characteristics within the range so designated by the type of channel provided.
Where commercial power is required in the operation of equipment and service on the premises of the Government, the Government shall be responsible for provision of the necessary power wiring and power outlets on such premises and the electrical energy for operating the apparatus provided by the Contractor. Electrical costs will be provided to the Contractor except in cases where the facility also provides services to commercial or other customers. The Contractor shall bear all recurring electrical costs associated with providing electrical service to these facilities or equipment.
When concealed Contractor wiring is required on the premises of the Government or by authorized users, the Government shall be responsible for provision of the necessary outlet boxes and conduits. The Government shall provide all wiring at the Government’s designated premises from the point of demarcation to the Government equipment. Any special structural work required for supporting Contractor equipment or wiring, on Government premise, shall be the responsibility of the Government.
Where channels are provided for data transmission use, the Government shall be responsible for ordering and specifying the type of data channel, the conditioning and signaling suitable for operation with the Government owned data processing equipment. The Contractor shall furnish the types of channels as ordered and specified by the Government.
In the event of damage to associated Private Line service equipment the Government must pay the Contractor for replacement or repair when damage results from the negligence or willful act of the Government or others authorized by the Government or improper use of the private line service.
4.19.3.4 SERVICE CONFIGURATIONS
The Contractor shall provide two types of service configurations over which Private Line Local Channel Service is provided:
Two Point Service. Two-point service connects two Governments designated premises, either on a directly connected basis or through one or more of the Contractor’s distribution hubs.
Multipoint Service. A multipoint service connects three or more Governments designated premises through one or more of the Contractor’s distribution hubs.
4.19.3.5 DESCRIPTION OF SERVICES
Private Line Voice Grade Local Channel Service provides analog voice frequency transmission capability in the nominal frequency range of 300 to 3000 Hz and may be terminated two-wire (2W) or four-wire (4W). Voice grade service is provided between Government designated premises and the Contractor’s hub or distribution network.
Private Line Voice Grade Service is typically used for voice and voice band data applications. Examples of voice grade circuits are alarm systems, multipoint private line, voice trunk, two-point voice grade data (half duplex (HDX) or full duplex (FDX)), multipoint voice grade data and voice grade facsimile.
4.19.3.6 TYPES OF LOCAL CHANNEL SERVICE
Private Line High Capacity Local Channel Services. Private Line High Capacity Local Channel Service provides a channel for the transmission of DSI/1.544 Mbps for the simultaneous two-way transmission of serial, bipolar, return-to zero isochroous digital signals on a two-point basis only.
High Capacity channels will be provided between Government designated premises or between a Government's premises and the Company's hubbing network.
The Government may provide the Network Channel Terminating Equipment associated with the High Capacity channel at the Government's premises.
All signals generated by Government equipment and presented to the interface must meet all signal and format constraints.
Automatic Loop Transfer Feature. Provides protection on a IxN basis against failure of the facilities between the Government designated premises and the Company. Protection is furnished through the use of a switching arrangement that automatically switches to a spare channel line when a working line fails. The spare channel is not included as part of the option. This option requires compatible equipment at both the Contractor and the Government designated premises. The Government is responsible for providing the equipment at its designated premises.
4.19.4 COMMERCIAL SERVICES
The Contractor shall make available to the Government, services not available on the Government network. These commercial services shall be provided on a case-by-case basis. The Government will pay the current agreed to published tariff rates approved by the local Public Utilities Commission (PUC) [or a public body acting as a PUC] for any commercial services ordered under this provision. Commercial services may include local commercial telephone numbers, ISDN access numbers, Internet services, and other tariff or standard rate based services.
Mileage will not be applicable if the signal, or any part of the signal, runs on Government owned copper of fiber.
4.19.5 VOICE MAIL
The Contractor shall propose a system that provides an integrated voice messaging for existing and new users and allows for the transmission of voice messages on a 24-hour basis seven days a week, except for periodic maintenance downtime. The system shall be interoperable with the DSN and NETWORX, and associated CCITT X.400 standards. The Contractor may elect to provide this service to BTS customers free of charge. The Government is under no obligation to purchase this service. A decision to order this service will be made by the contracting officer after consultation with the funding authority.
4.19.5.1 VOICE MAIL SPECIFICATIONS
1. The system shall be engineered for P.05 Grade of Service, be modular to allow subsequent “add-on” port handling and increased storage capabilities.
2. The system shall digitize the sender’s messages and store them on computer disk(s) until accessed by the designated recipient(s). The system shall call the addressee(s) to advise that voice mail is waiting to be processed. As a minimum, the Contractor shall provide adequate ports and storage capability to support requirements specified in this Section and in accordance with Traffic Volume and Grade of Service requirements. The system shall support a volume of traffic representing 16 percent of the total traffic in the average busy hour. An average of seven messages per user, each with a two-minute average connect time assumption shall be used to estimate port and storage requirements. The system shall be accessible (i.e., the Contractor shall provide this functionality) to existing users as well as new users at cutover. The Contractor shall provide this functionality to a minimum of 50 percent of main station lines over the life of the contract. The system shall have a projected growth rate of five percent per year.
3. As a minimum, the voice mail system shall provide:
a) Interaction DTMF.
b) A system ID and password for all authorized users.
c) Access for non-Password holders (persons without mailboxes) to deliver messages to users, while maintaining the confidentially of the message(s) and the user password(s).
d) The average message length shall be set for 5 minutes. However, the system’s administrator shall have the capability to increase or decrease message maximum length.
e) Notification of the number of messages waiting to be processed upon accessing the system.
f) Voice prompts, which provide instructions on how to use system features with users having the option to override prompts.
g) User must be able to review messages before release, with options to edit only, send and delete.
h) User transmission and receipt of messages for optional access, and storage for future retrieval.
i) Notification of non-delivery of messages.
j) Direct message reply with entering address of the caller and to add comments for rerouting of the message(s) to others.
k) Audible confirmation of message transmission date and time.
l) User access to a minimum of four (4) system stored distribution lists, each of which shall accommodate at least 100 addresses.
m) Message waiting notification to the user.
n) Call answering with personal greeting.
o) Call transfer and an escape feature.
4.20 PROGRAMMING CHANGES
The contractor shall provide services necessary to reprogram telephone switch software to effect changes to the service level of a telephone line. This includes restricting dialing access, unrestricting dialing access, enabling or disabling features, adding speed numbers to programming keys, and other optional line features built into the telephone switch. Contractor will be responsible for reprogramming the telephone switch software to meet these requirements.
4.21 REPAIR, REPLACE OR REMOVE GOVERNMENT OWNED EQUIPMENT
After diagnostics have identified a telephone related problem is associated with government equipment, cable or facilities, the contract shall upon proper authorization initiate action to repair, replace or remove the defective component, equipment, instrument or cable. The government may provide parts, components, instruments, or systems to resolve the matter or direct the contractor to provide the necessary parts, components or systems. The contractor shall with prior authorization remove government equipment or property no longer required. After removal of said equipment it shall be delivered to an on-station facility for processing in accordance with Navy regulations.
5.0 SERVICE INTERFACES
The system(s) shall operationally interface with lines and trunks at the user and network level. User level interfaces include the basic interfaces for station lines and the interfaces for local area networks, and for digital connections on a station-to-station basis up to at least 19.2 Kbps asynchronous and 56/64 Kbps synchronous, and point-to-point digital connections up to least 1.544 Mbps. Interfaces at the network level include both analog and digital trunks into the Defense Switched Network (DSN) per Section 11 of DCEC R610-001 Appendix C-2, Networx Services, Local Exchange Carrier (LEC), and other Interexchange Carriers.
The Contractor shall be responsible, based on applicable tariffs and in coordination with the Purchase of Telephones and Services (POTS) Contractors, for establishing the demarcation point between the Contractor provided equipment and equipment provided by other carriers and the POTS Contractors.
5.1 STATION LINE INTERFACE REQUIREMENTS
The system shall provide access to the network (LEC, NETWORX, DSN or other Interexchange Carriers) from the station lines and interface with a variety of terminal devices.
1. Station Lines. The system(s) shall serve analog and digital 2-wire and 4-wire user lines and shall provide connectivity for the existing analog voice subscriber station equipment using either dial pulse or DTMF signaling. Note: Analog and digital 4-wire user lines may be served via 4-wire equivalent user line circuits.
2. Dual Tone Multi-Frequency (DTMF). The system(s) shall process calls to and from 2-wire and 4-wire, 12 button DTMF tone pad telephone sets. DTMF frequencies and levels shall be as specified by EIA Standard RS-470-A Telephone Instruments with Loop Signaling for Voice Band Applications.
3. Standard Telephone Sets. The system(s) shall interface with standard, single-line telephone sets, as defined in the Electronic Industry Association EIA-RS-470-A standard.
4. Multi-Button/Line Electronic Digital Sets. The BTS shall interface with multi-button/line sets IAW EIA- RS-470-A that will operate over a maximum for four cable pairs. These instruments shall be equipped with a minimum of nine assignable buttons for line appearances, features, or any combination thereof, and shall be equipped with a hold button. Instruments 12-button and larger shall be capable of hands free operation.
5. Analog Data Circuit Terminating Equipment. The system(s) shall support the use of modems to transmit analog data up to 9.6 Kbps.
6. Digital Data Terminal Equipment. The system(s) shall provide direct digital interfaces for data terminal equipment according to the EIA-RS-232 and CCITT V.35 standards, and shall support station-to-station data transmission at rates up to 19.2 Kbps asynchronous and 56/64 Kbps synchronous.
5.2 NETWORK INTERFACE REQUIREMENTS
1. The Contractor shall ensure that the equipment and facilities shall function with the DSN and NETWORX.
NETWORX access lines shall be terminated for direct-in and direct-out dial services at each individual switching system.
a) Analog Network Interface. The system(s) shall provide analog 2-wire and 4-wire interoffice incoming and outgoing trunk interfaces. These trunks shall connect the system(s) to the NETWORX switches, per Section 11.2 of DCEC R610-001 Appendix C-2, and to the LEC for incoming and outgoing local and long distance calls. The type of supervision for the 2 and 4-wire trunks shall be Loop, E&M, and other applicable industry standards (paragraph 3.2).
i. Signaling/Supervision. The system(s) shall support multiple signaling and supervision interface requirements per Section 7.0 of DCEC R610-0001 Appendix C-2, and as follows:
Immediate Start.
Ground Start.
Loop Start.
Wink Start.
Delay Dial.
E&M Types I and II.
Reverse Battery Signaling.
ii. Nominal Impedance. Nominal impedance requirements are 900 ohms (2-wire terminations) and 600 ohms (4-wire terminations).
iii. Allowable Transmission Levels. The system(s) shall comply with the end-user network interface transmission level ranges specified by Bellcore and DCEC R610-001 Appendix C-2 standards. The maximum allowable loss between an end user station and the NETWORX/DSN Point of Presence is 7.5 dB.
1) The NETWORX Point of Presence is defined as the Common Control Switching Arrangement (CCSA) location providing access to the local area.
2) The Service Delivery Point (SDP) for the NETWORX has been designated as the trunk side of the serving system. Therefore, the maximum allowable loss between an end user station on the DSN and NETWORX and the serving system is 4.5 dB.
b) Digital Network Interface. In support of the National Institute of Standards and Technology (NIST) guidance toward Government Open Systems Interconnect Profile (GOSIP), the system shall provide digital trunk interfaces as specified below. Digital trunks and interfaces shall interface directly with digital facilities using the DS1 rate (1.544 Mbps) without the use of external converters or channel banks (no D to A and A to D conversions). The Channel Service Unit (CSU) and cabling shall be provided as required.
i. The NETWORX will interface as a Direct Digital network. The digital interface shall support the requirements contained in the NETWORX contract.
c) Synchronization. The system(s) local network, if installed at a specific base location to support community of interest traffic, shall be synchronized to a common and highly accurate timing source with each switching system possessing its own stable and accurate timing source.
d) Signaling. Signaling shall be compatible with the current interoffice signaling scheme in accordance with DCEC R610-001 Appendix C-2.
e) Mbps Digital Interface. The system(s) shall support 1.544 Mbps digital interface with various outside networks according to the following guidelines:
i. Physical Characteristics. The physical and electrical characteristics shall be in accordance with CCITT Recommendation G.703.
ii. PCM Channels. The performance characteristics of PCM channels shall conform to CCITT Recommendations G.712. G.713, and G.714.
iii. PCM Method. The Pulse Code Modulation Method shall conform to that specified in CCITT Recommendations G.711 and G.721 (North American Standard).
iv. Non-CCITT Standards. In the absence of specific CCITT standards the Contractor shall comply with AT&T Pub 41451 and AT&T Compatibility Bulletin 118 (DS-1 Service, D3/D4 Channel Banks).
6.0 SYSTEM ATTRIBUTES
6.1 GENERAL
1. System Life. The maintenance design life of all components, circuits and equipment of system(s) shall be sufficient to ensure delivery of the specified service over the term of the contract.
2. Redundancy. Switching system(s) shall contain sufficient redundancy as required by paragraph 3.2 of DCEC R610-001 Appendix C-2, to ensure that the system downtime is not more than (1) cumulative hour in ten (10) years.
3. Switching Facilities. The system(s) shall utilize switching facilities protected from failures and from traffic congestion caused by any shared switching arrangements. The Government will not share switching facilities located in Government provided space with non-Federal Government users.
4. Availability. The system(s) inherent availability shall be at least 0.99996, except for scheduled service interruptions as allowed.
6.2 UPGRADES
These system(s) shall be modular in design to facilitate future improvements and the availability of new features and functions. System upgrades are improvements to the system/service, whereas system changes are required changes to the system to continue to meet the contract performance requirements.
6.3 SURVIVABILITY AND SECURITY
1. Priority Service Restoration. When outages occur, the Contractor shall provide prioritized services restoration to station lines designated as critical by the Government. The identity and location of critical station lines shall vary over the life of the contract and will be provided to the Contractor by the Technical Assistant (TA).
2. Federal Emergency Support. The Contractor shall provide communications support to Government agencies under conditions described in PL93-288, NSDD-97, NSDD-145, and other applicable laws, regulations and directives. Executive Order 12472 shall also be considered in the design and operations of services to be provided under this contract.
3. Emergency Service Restoration. The Contractor shall provide emergency service restoration at occurrence of any of the following:
a. Catastrophic failure of single or multiple switching system(s).
b. Catastrophic Failure of single or multiple transmission facilities.
c. Switching locations isolated due to equipment or facilities failures.
d. Loss of system access to NETWORX.
e. Loss of system access to the Local Exchange Network.
f. Disruption of service to users or circuits designated as critical by the Government.
g. Any situation under which service to a system, or twenty (20) percent of station lines at a single location is disrupted for more than four (4) hours including disruption caused by fire, flood, explosion, civil disturbance, work stoppage (strike) or other labor disputes, and backup power failure.
h. Loss of the Network Management System.
4. Procedures. The procedures employed for emergency services restoration of any of the above shall be in accordance with the Emergency Restoration Procedures approved by the Navy.
5. Notification. The Contractor shall notify the TA immediately when any emergency restoration plan is implemented.
6. Protection of Unclassified National Security Related (UNS-R) Information.
a) The Contractor shall protect UNS-R communications commensurate with NSDD and NTIDDP No. 1.
Any UNS-R information must be protected that traverses any terrestrial radio system(s), which transmit, terminate or originate in the San Francisco, CA, New York City, NY, or Washington, DC areas.
b) Any unclassified information related to the national defense or foreign relations of the United States, including bits and pieces that in the aggregate would be revealing or that could be useful to an adversary, shall be considered UNS-R information. Any protection equipment or techniques utilized by the Contractor to provide protected service shall be approved prior to use by the National Security Agency (NSA), Commercial Carriers Protection Division, V33.
c) Equipment may include that endorsed through the new Authorized Vendor Program, the commercial COMSEC Endorsement Program (CCEP) or the existing Digital Encryption Standard (DES) endorsement program.
d) Protection techniques or approaches shall be used which provide an acceptable level of protection in accordance with the sensitivity of the information being transmitted and is suitable to the transmission medium being proposed and have been approved by NSA. Equipment and techniques that have not gone through one of the Endorsement programs shall be presented to NSA for consideration and approved on a case-by-case basis.
e) More information on the protection equipment available for use to protect UNS-R communications and specifics of protection requirements can be found in the NSA Protection Requirements Package dated 25 November 1985.
f) At the facility locations where applicable equipment is to be installed, the Contractor shall install, maintain, and operate protection equipment. Should there be a keying requirement; protection equipment shall be keyed only by Government approved personnel. NSA reserves the right to provide appropriate keying material, to re-key any proposed equipment, and to modify and security requirement associated with the protection equipment and services without prior notice.
6.4 INTEROPERABILITY
The system(s) shall interoperate fully with the existing Local Exchange Network, NETWORX Intercity Network, and other Interchange Carriers. The system(s) interfaces shall be in accordance with the standards that apply to the individual networks.
1. NETWORX Universal. The NETWORX is comprised of two individual electronic switched networks (Network A and Network B).
2. Local Exchange Carrier (LEC) Facilities. The Contractor shall engineer and install sufficient LEC lines and trunks to provide a P.01 Grade of Service (GOS) during the busy hour of the busy period between the system(s) and the Local Exchange Carrier. The Contractor is required to provide the GOS access to other Interexchange Carriers providing services through the LEC. Glare contention resolution shall be provided.
6.5 NUMBERING PLAN
The system-numbering plan shall conform to coordination between DSN and NETWORX dialing plans for on-net and off-net operation with the DSN numbering plan-taking precedence.
1. Compatibility. The Contractor shall provide for the compatibility of the numbering scheme with the numbering plan of the NETWORX and Local Exchange Carrier networks. Current station numbers shall be maintained whenever possible, deviations will be approved by the TA and Government authorizing individual.
2. Access Codes. The numbering plan shall include access codes of two (2) digits or less for user access to carriers and services external to the system(s). The following are standardized dial access codes:
a. Six (6) LEC access.
b. Six, One (6, 1) NETWORX access.
i. NOTE: Existing dial access codes will continue to be used. Access provided by this contract (i.e., NETWORX) will conform to the above when possible.
3. Access to Other Services. Direct dial access to other services i.e., radio paging, and other system features shall be implemented at the direction of the TA. Assignment of access codes to these other services shall be at the discretion of the Contractor but shall not exceed three (3) digits.
4. Additional Digits. Once access to external service is obtained, the calling party shall have direct control of the circuit and shall have the ability to send additional digits.
5. North American Numbering Plan (NANP). The Contractor shall make provisions for the new NANP, which is to become effective in January 1995 per specification SR-TSV-002275, BOC Notes on the LEC Networks, Numbering Plan and Dialing Procedures.
6.6 TRAFFIC VOLUME, GRADE OF SERVICE AND SYSTEM GROWTH
1. User Line Traffic Volume. The system(s) shall be engineered, furnished, installed, and maintained to initially accommodate an estimated total Average Busy Hour (ABH) traffic volume per main station in hundred call seconds (CCS) as follows:
i. Local-to-Local 0.8 CCS
ii. NETWORX Originating 1.4 CCS
iii. DOD 1.2 CCS
iv.
