About this file
This is a Questions and Answers (Q&A) document addressing clarifications to the solicitation for lease, installation, and maintenance of temporary HVAC and power generation equipment. The Q&A provides critical guidance on operational parameters and pricing methodology for offerors responding to Solicitation Number N00244-26-Q-0050.
Key operational clarifications include: the generator and AC unit will operate during occupied business hours only, specifically 12 hours per day, Monday through Friday from 0700-1700 hours, from the start date through October 31, 2026. Preventative maintenance is required every 300 hours for the generator only, or per manufacturer recommendation if greater. The Government will provide site escorts and access coordination, and will approve placement locations for all equipment prior to delivery. The contractor bears responsibility for all electrical connections, grounding, load testing, required electrical inspections, and sealing/protecting windows where hoses will be connected. Regarding fuel pricing, offerors may quote either a per-gallon rate or per-trip amount, with diesel fuel costs to be included in the firm-fixed price. Estimated fuel consumption is based on 8-12 hours per day of operation Monday through Friday until October 31, 2026. The Government will not provide fuel separately; the contractor must account for actual fuel usage within the overall pricing structure.

1. Is the generator expected to operate 24/7during the full period of performance, or only during occupied/business hours? This information is needed to accurately estimate fuel usage and preventive maintenance frequency During occupied business hours a 5 days/wk (0700 - 1700 for planning purposes)
2. The SOW states that the contractor shall provide refueling services for the generator. Please confirm whether the contractor is required to include the actual fuel cost in the firm-fixed price, or whether fuel will be provided/reimbursed separately by the Government. Should diesel fuel itself be included in the firm-fixed price, or should offerors only include refueling services and price fuel separately based on actual usage? Should be included in price - use the 5 days/wk 0700-1700 for planning purposes.
3. Are PM services every 300 hours required for the generator only, or for both the generator and the AC unit? Generator only (or manufacturer recommendation, whichever is greater)
4. Will the Government provide site access, escorting, and delivery coordination for setup, PM, refueling, and removal? Yes, we will provide escorts - shall be coordinated in advance
5. Is the contractor responsible for all electrical connections, grounding, load testing, and any required electrical inspection from the generator to the AC unit? Yes
6. Is the contractor responsible for sealing/protecting the lower windows where the two 16” hoses will be connected? Yes
7. Will the Government approve the exact placement location for the AC unit, generator, and 500-gallon fuel tank prior to delivery? Yes
8. Does the Government have an estimated number of generator run hours or expected fuel consumption performance period? 8-12 hrs per day run time M-F from start date to 10/31/26 end date. 0700 - 1700
9. Should we assume 24/7 runtime for these units? 12 hrs per day run time M-F from start date to 10/31/26 end date. 0700 - 1700
10. I see the updated due date but do you have any insight on how to bid for the refueling? Do I put a per gallon or trip amount? Do you have an anticipated amount of fuel needed? You may quote either per gallon or trip amount. The unit will run 12 hours a day until 10/31/2026.
