About this file

This document is a Questions and Answers (Q&A) file for a federal contract opportunity at Tinker Air Force Base involving the installation of industrial fans in Building 801. The project requires purchasing and installing 10 industrial fans, with a recommended specification of Big Ass Fans "Basic 6" High Volume Low Speed Fans in two sizes (18' and 16' diameter), including ceiling fan kits, multi-fan control kits, and Z-Purlin assembly kits. The performance period is from September 1, 2025, to July 31, 2026, with fans to be installed by July 31, 2026, and the solicitation closing date extended to September 24th at 10:00 AM Pacific Standard Time.

Key project details include ceiling heights of 20 and 30 feet, daily escort requirements with the building manager, and base access procedures involving Pass and ID office credentials. The facilities team will pre-install electrical wiring and junction boxes, and the contractor is responsible for final fan connections. Warranty terms vary based on installation: a 15-year warranty if installed by the industrial fan vendor, or reduced coverage (7 years mechanical, 3 years electrical, 1 year labor) if a local contractor performs the work. The installation location is specifically identified as the Building 801 shop area at Tinker AFB.

Q&A #1 DTD 9-19-25

1. I’m writing to schedule a site visit for Friday:

Answer: I will be attaching sketches and the layout of the fans. Unfortunately, we will not be conducting site visits.

2. The SOW also mentions the following: Contract required for the cooling of building 801 shop area. Requesting contract for the purchasing and installation of 10 industrial fans at the designated location on the attached sheet. Electrical wiring and fire control wire will already be in place (work to be completed by 72CE per attached sheet).

Answer: The sheet is for internal purposes stating that the facilities team will be installing electrical wiring and fire control. The team will have the junction box already installed for the vendor to tie the fans to.

3. Do you have a fan layout sketch and /or pictures of the space to receive the fans?

Answer: Please see attached.

4. What are the requirements to access this space?

Answer: In order to access the space, there will have to be daily escort arrangements made with the building manager.

5. Are there any pre access and/ or pre work start procedures required for this project?

Answer: As far as base access is concerned, if the personnel do not have Government CAC cards, or other credentials to access the base, they will have to go to the Pass and ID office outside the Tinker Gate of the base to get a pass. Additionally, their vehicles will need to be inspected, if they do not already have access.

6. What is ceiling height of the space?

Answer: We do have ceiling height. Our facilities department confirmed that the ceiling heights are 20 feet and 30 feet. One area is lower than the other.

7. Would you happen to have a part/model number for the fans?

Answer: I double checked with the customer, and they did have a recommended part number, however, this is not a mandatory requirement. As long as the fans meet the specs. And it must include the installation. For your awareness, the recommended brand name and part is the:

• 5 Each – Big Ass Fans “Basic 6” High Volume Low Speed Fans complete with the following:

Ceiling Fan Kit, Basic 6, 18', 230V/3PH, 2.0HP, >725W.

18’ diameter fan blade width.

- BAFCon RTC, Advanced Multi Fan Control Kit, up to 8

Fans, B6/P8

- Z-Purlin Assembly Kit, clear zinc

9. Warranty Terms – The documents note a 15-year warranty (mechanical and electrical) if installation is performed by the industrial fan vendor, but reduced coverage (7 years mechanical, 3 years electrical, 1 year labor) if a local contractor performs the work.
