About this file

This document is a Justification and Approval (J&A) for a non-competitive contract award. Naval Supply Systems Command is urgently procuring barge transportation services from the Jankovich Company to load and transport 1.7 million gallons of JP-5 fuel for the USS Abraham Lincoln (CVN-72) during July. The total contract value is $412,000.00, with a daily service cost of $82,400.00 when both barges are in use.

Market research revealed Jankovich as the sole provider capable of meeting the Navy's urgent fuel transportation requirements. After contacting multiple sources for barge transportation between San Diego and Long Beach, all sources indicated they could not accommodate the accelerated operational schedule. The contract will be funded through FY25 Operation Maintenance, Navy (OMN) funding, and is being awarded under an urgent and compelling exception to full and open competition due to critical mission operational needs.

6. Market Research

Market research was conducted on 25 June 2025 and revealed this service is not available from mandatory sources. After contacting every source for Barge Transportation from San

Diego to Long Beach, all sources provided negative responses and kept pointing to Jankovich as being the only source. Jankovich is the only source that has barges capable of transporting fuel and HAZMAT.

7. Actions to Remove Barriers to Future Competition

In order to remove barriers to competition, several sources sought notices have been posted in connection with fuel transportation services, however, all sources have pointed that they do not have fuel barges and the only two barges in San Diego that can support fuel transport are the Tori J. and Tyler J. barges. Both barges are registered with the Jankovich company. Due to the urgency of this specific requirement, there isn’t enough time to post a request for quotes. Since these services are of such unusual and compelling urgency, the agency is permitted to limit the number of sources from which it solicits bids or proposals, full and open competition need not be provided for.
