About this file
This is a Justification and Approval (J&A) document for a sole-source contract with Dunbar Air Shows to support the U.S. Navy's 250th Birthday Commemoration events. The Naval Supply Systems Command Fleet Logistics Center San Diego intends to award a firm-fixed-price contract for air show event operations, including flight demonstrations, flyovers, and aerial displays featuring military flight demonstration teams like the U.S. Navy Blue Angels and U.S. Air Force Thunderbirds. The contract includes five options: Demo Team Support, Show Control Sound Support, Announcers, Barge Pyrotechnics, and Night Demo.
Dunbar Air Shows was selected as the sole vendor due to their unique capabilities, including nearly 30 years of experience supporting military air shows, ability to execute on short notice, and expertise in coordinating complex logistical requirements. The market research determined they are the only company capable of meeting the Navy's specific needs within an extremely compressed timeline, with critical coordination required with DoD planners, FAA officials, and local authorities for permits, bridge closures, and security measures. The contract is being awarded under Simplified Acquisition Procedures with the goal of supporting high-visibility events that highlight the Navy's aviation heritage and capabilities.
