PERFORMANCE WORK STATEMENT

4) REQUIREMENTS:

a.All tasks shall be performed by technicians certified to SchneiderElectric Equipment.

b.The contractor shall provide Preventive Maintenance (PM) services that includes inspecting and cleaning

UPS cabinets and batterycabinets. Tactical Training Group Pacific (TTGP) owns the Galaxy VM225, manufactured by Schneider Electric. All services andmaintenance shall be performed by a certified Schneider Electrictechnician and onsite at TTGP. Only manufacturer’s approved partsshall be used. All services and support shall be according to SchneiderElectric standards and shall be guaranteed.

5) PREVENTIVE MAINTENANCE: The contractor shall perform Bi-Annual PM in accordance with the manufacturer’s service schedule. Contractor shall inspect and test electrical/electronic components annually in the UPS main cabinet and associated batteries according to Schneider Electric specifications. Contractor shall contact TTGP, at least five business days prior to the scheduled performance of the maintenance to confirm availability of equipment. At a minimum, the PM shall include manufacturers required inspection, testing, cleaning, and other services necessary to reduce or eliminate premature equipment failure or downtime including:

- Tighten all electrical connections.

- Inspect all PC boards for cracks and damages.

- Check and record Input / Output voltage and amperage readings.

- Perform safety shutdown tests.

- Perform Bypass functions

- Inspect all AC & DC capacitors for leakage or swelling.

- Perform system outage test (At TTGP’s request only).

- Provide TTGP with a Maintenance Report with the date of inspection.

- Perform all preventive maintenance according to the procedures and at the frequencies recommended by the equipment manufacturer

- Check and record each individual battery voltage

- Check and record each individual battery condition and provide battery status and recommendation on replacement.

- Verify approval for battery life program.

- After each bi-annual PM service, provide a detailed written report noting any deficiencies and corrective actions needed, taken and/ or planned.

6) CORRECTIVE MAINTENANCE: The contractor shall notify the end-user as soon as failure, or degraded performance, is evident when performing a preventive maintenance service visit. Periodically, Field Changes are required to upgrade an UPS due to safety issues or for enhanced reliability and shall be implemented within the timeline specified by the manufacturer. Field Changes shall be performed by a Schneider Electric certified / authorized, trained technician using Schneider Electric proprietary software to make firmware, and hardware changes. The proprietary software shall be used to test the UPS system for maximum operability.

7) ADDITIONAL INFORMATION: The contractor shall be responsible for cleanup, removal, and disposal of all debris associated with any maintenance, moves, changes or any other service performed under the contract. Debris shall not be thrown in a government owned dumpster or waste disposal receptacle accept as permitted by government personnel

52.217-9 OPTION TO EXTEND THE TERM OF THE CONTRACT (MAR 2000)

(a) The Government may extend the term of this contract by written notice to the Contractor at any time prior to the contract expiration date; provided that the Government gives the Contractor a preliminary written notice of its intent to extend before the contract expires. The preliminary notice does not commit the Government to an extension.

(b) If the Government exercises this option, the extended contract shall be considered to include this option clause.

(c) The total duration of this contract, including the exercise of any options under this clause, shall not exceed 5 years.

LOCAL CLAUSES

REVIEW OF AGENCY PROTESTS

The contracting activity, Fleet Logistics Center San Diego (FLCSD) will process agency protests in accordance with the requirements set forth in FAR 33.103(d).

Pursuant to FAR 33.103(d)(4), agency protests may be filed directly with the appropriate reviewing authority; or, a protester may appeal a decision rendered by a contracting officer to the reviewing authority. The reviewing authority for FLCSD is the Director, Regional Contracts Department, Fleet Logistics Center San Diego at 3985 Cummings Road, San Diego, CA 92136-4200. Agency procurement protests should clearly identify the initial adjudicating official, i.e., the "contracting officer" or "reviewing official".

Offerors should note this review of the Contracting Officer's decision will not extend GAO's timeliness requirements. Therefore, any subsequent protest to GAO must be filed within 10 days of knowledge of initial adverse agency action.

UNIT PRICES

Contractor unit prices, when incorporated into a Government contract, may be releasable under the Freedom of Information Act (FOIA) in the event NAVSUP FLCSD receives a FOIA request.

SUPTXT 203.1106-1 (3-18) NAVY USE OF ABILITYONE SUPPORT CONTRACTOR - RELEASE OF

OFFEROR INFORMATION

NAVSUP FLC SAN DIEGO may utilize contractor support through the AbilityOne Program, as needed, to perform contract closeout functions for this acquisition. Information, including business sensitive/confidential or proprietary data, that the offeror provides to the government or information already in the possession of the government may be viewed and utilized by the AbilityOne Program support contractor personnel during the course of its contract performance. The information that may be made available to the support contractor may include, for example, pricing and technical proposals, historical contract, pricing and performance information, Commercial Asset Visibility (CAV) reporting information and similar data/information.

By submission of a proposal in response to this solicitation, the offeror and its subcontractors consent to a release of their business sensitive/confidential or proprietary data to the government's AbilityOne Program support contractor personnel. AbilityOne will have a Non-Disclosure/Non-Use Agreement in place with the Government in order to comply with DFARS 252-227-7025. The offeror retains the right to engage AbilityOne in a non-disclosure agreement pursuant to DFARS 252.227-7025(b)(5)(iv).

INSTRUCTIONS

The Naval Supply Systems Command (NAVSUP) Fleet Logistics Center San Diego (FLCSD) requests responses from qualified sources capable of fulfilling the requirement based on the provided Statement of Work and details herein. It is the contractor’s responsibility to obtain and review all documents associated with this RFQ/solicitation.

Quotations that do not include sufficient information, data, and complete responses as prescribed in this notice may be determined unacceptable and may not be considered for award. Submission of a quotation represents that the required items adhere to all factors listed in this RFQ/solicitation. The Government anticipates awarding a single firm-fixed price (FFP) commercial supplies (1449) contract.

Ensure that proof of certification as detailed in the PWS is provided. This is the key technical factor.

Section M - Evaluation Factors for Award

EVALUATION CRITERIA

FAR 52.212-2 Evaluation of Commercial Items

(a) The Government will award a Firm Fixed Price (FFP) contract resulting from this solicitation. Award will be made to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered.

Offerors' quotation will be evaluated first under Factor (I) below, which represents MINIMUM Technical acceptable criteria. Under this factor, products offered will be determined to be either technically acceptable or unacceptable.

Failure to meet the minimum criteria for this factor will render the offer to be technically unacceptable and to not be considered for award.

ADDENDA to 52.212-2:

Factor I: TECHNICAL CAPABILITY NOTE: All technical data is required to be submitted in accordance with FAR 52.212-1(b)(4).

“Technically Unacceptable” Ratings: Offerors that do not provide supporting Quotations or documentation to be sufficient for proper evaluation purposes to allow the Government to make a reasonable determination of the offeror’s technical capability will be rated as “Unacceptable”. A rating of “Unacceptable” will preclude any further evaluation for price.

Factor II: PRICE

(a) Offerors are to provide pricing for the base and each option listed in this RFQ.

(b) Options-There are four option periods associated with this Solicitation.

The Government intends to evaluate the quotations and award a Firm Fixed Price (FFP) contract type using Lowest Price Technically Acceptable (LPTA) methodology without discussions. However, the Government reserves the right to hold discussions if deemed necessary. Therefore, each initial offer should, contain the offer’s most accurate terms from both a technical capability and pricing standpoint.
