About this file
This combined synopsis and solicitation requests proposals to upgrade an existing satellite ground link system antenna at a Navy facility in Guam. Key details include:
-
The contractor shall upgrade the existing 10-meter antenna at Detachment Charlie in Guam with mono-pulse auto-tracking capability to track satellites in geosynchronous and low Earth orbits. This may include replacing obsolete antenna control system equipment.
-
The performance work statement outlines tasks such as developing and installing the auto-track system, providing installation and test plans, conducting onsite testing witnessed by the government, and providing operations and maintenance training.
-
Proposals are due within 90 days of posting. The contractor must deliver the upgrade no later than 330 days after award and provide one year of warranty support.
-
The solicitation will be evaluated based on technical capability, past performance, and price. Only proposals meeting the minimum technical requirements and receiving an acceptable past performance rating will be considered for award.

PERFORMANCE WORK STATEMENT
SATELLITE TRACKING STATION AT DET CHARLIE GUAM
FOR THE NAVAL SATELLITE OPERATIONS CENTER
1. Background The 10 meter Space Ground Link System (SGLS) antenna at Detachment Charlie (Det C) Finegayan Guam supports the Naval Satellite Operations Center (NAVSOC). This antenna provides Telemetry and Commanding (T&C) operations in support of the U.S. Navy’s Communication Satellite system. The SGLS commanding uplink frequencies are 1750-1850 MHz and the telemetry downlink frequencies are 2200-2300 MHz. The SGLS transmitter output power is 200W. The antenna uses a prime focus antenna feed and operates under an inflatable radome. The existing antenna has no auto track capability. The existing antenna control system is obsolete and in need of a technical refresh.
2. Objective Upgrade the existing SGLS antenna system at Det C Guam with a mono pulse Auto Track capability in order to allow the antenna to track satellites operating in geosynchronous orbit (GEO) and Low Earth Orbit (LEO). The upgrade may also include the following antenna control system equipment, at a minimum, to support the new mono pulse auto track system or to replace obsolete equipment: antenna control unit, power drive unit, servos, brakes, encoders, synchros, transformers, and cabling.
3. Scope The contactor shall develop, procure, ship, install, and test an auto track system and antenna control system upgrades into the existing antenna at Det C Guam.
4. Task Requirements - The contract shall:
a. Develop, ship, and install a mono pulse auto-tracking system into the Det C antenna located at Finegayan Guam to track satellites operating in GEO and LEO. Auto-tracking system will acquire and track satellite downlinked telemetry within the 2200-2300 MHz frequency band. The auto-tracking system will provide azimuth and elevation data within 0.1 degree standard deviation of modeled data for satellites operating in GEO and LEO. Initial pointing data, program track data, for the auto-tracking system will be provided by NAVSOC. Auto track system shall operate within an inflatable radome, operating temperature of 0-50 degree Celsius, and humidity less than 90%, non-condensing.
b. Provide a detailed installation plan to be approved by the government before installation occurs as NAVSOC must plan and schedule down times for each site installation. The plan shall include at a minimum: identify the auto-tracking and antenna control system equipment to be installed, start and end date, and time. Installation plan shall be due no later than 30 days after contract award.
c. Provide a detailed test plan identifying how the auto-tracking and antenna control systems will be tested and expected test results after the installation upgrade. Test plan shall be due 60 days after contract award.
d. Installation, testing, and system checkout duration will be two weeks at Det C Guam.
e. Provide onsite operation and maintenance training and associated documentation of the auto track system and antenna control system to four (4) NAVSOC personnel located at Det C Finegayan Guam.
f. Conduct the following tests that will be witnessed by the Government to assess the installed auto track system and antenna control system at Det C Guam. Ten track supports shall be conducted from the Detachment Charlie SGLS antenna.
i. Detachment Charlie Finegayan Guam tests:
1. Five tracking tests will be conducted against a Government satellite (Ultra High Frequency Follow On (UFO) Satellite 4). Each tracking test will last approximately 5 minutes or until a minimum of 200 track counts are received.
2. Five tracking tests will be conducted against a Government satellite (UFO 11). Each tracking test will last approximately 5 minutes or until a minimum of 200 track counts are received.
5. Warranty Provide minimum one-year hardware system warranty.
6. Delivery An installation plan is due 30 days after award. A test plan is due 60 days after award. Delivery is due 9 months after award.
7. Hours Unless otherwise noted or coordinated, onsite Government facility hours are from 0700-1630 local time.
8. Federal Holidays The Government observes the following Federal Holidays: New Year’s Day, Martin Luther King’s Birthday, George Washington’s Day, Memorial Day, Independence Day, Labor Day, Columbus Day, Veterans Day, Thanksgiving Day, and Christmas Day. If the holiday falls on Sunday, it will be observed on the Monday immediately following the holiday. If the holiday falls on Saturday, it will be observed on the immediately preceding Friday.
9. Security The contractor shall ensure all personnel employed in the performance of this award are United States citizens. There is no requirement for contractor personnel to have a security clearance.
10. Training The contractor will provide operations and maintenance training on the new auto-tracking system and antenna control system at Det C.
11. Documentation The contractor will provide operations and maintenance documentation on the new auto-tracking system and antenna control system at Det C. Documentation shall be provided on CD in MS Office format at the completion of the installation.
12. Technical Support The contractor will provide telephone/fax/e-mail support for a period starting with delivery of the completed systems and extending for 12 months after the installation and training is completed.
13. Travel The following travel will be required during the execution of this contract:
Destination # of trips #of travelers # of days Finegayan Guam 1 2 14
The contractor will provide travel arrangements to Det Charlie Finegayan Guam for on-site installation and testing.
14. Shipping The contractor will provide shipping arrangements to NAVSOC Det Charlie Guam for the auto-tracking and antenna control system equipment.
15. System Verification and Acceptance The contractor will provide test data verifying that all system performance parameters are met for the auto-tracking and antenna control system per the Quality Assurance Surveillance Plan (QASP.) The contractor will demonstrate system performance using customer satellites per the attached QASP.
16. Government Furnished Equipment NAVSOC will provide softcopies of antenna and ACU documentation. Man lift and operator will be provided at Det C if required.
