2nd round of RFI’s for N0024419R0029
1) 4.12 Curriculum Maintenance Support- Based on paragraph the pricing for 4.12a, 4.12b etc.. should be for curriculum maintenance for 8 hours of course material? (i.e. if we were updating a 32 hour course and all material needed to be updated it would take 4.12a-4.12d?
ANSWER: Yes, that is correct. Each pricing segment is an effort to update an 8 hour course.
2) All courses have an 4.Xa Review of material as the first offering. Looking at the pricing sheets the a is included in quantity and therefore unit price. Are we to assume the cost to review the course will be equal to the cost to deliver the course?
ANSWER: No. The cost to review the material will not include other costs associated with delivering the offering. The costs will not be equal.
3) Item 0038, 1038, 2038 Travel. PWS says will be negotiated with each Task Order. Are we to provide travel estimate for all courses for base year and Option years?
ANSWER: Leave in blank. No price is required at this time.
4) 4.20 Logistical Support states that it will be NTE $50,000 is that per Option period or total? Do we plug 50K into 0020, 1020, 2020?
ANSWER: Yes, use the same amount of $50,000 for all three CLINS.
Section L Instruction to Offerors Section 2.0 Proposal Format and Content
5) It states 3 volumes- Volume I Technical Capability and Management Plan, Volume 2 Past Performance and Volume III Price. The paragraph just about Section 2.2 states “Proposals should be submitted electronically in 2 documents: Volume I Technical Proposal, Management Plan and Past Performance. Volume II Price. Please clarify if Two or Three Volumes?
ANWSER: Three Volumes. Volume I Technical Capability and Management, Volume II Past Performance and Volume III Price.
6) Section 2.3 Volume I has an 85 page limit. Are resumes, syllabus for courses 4.26-4.30, and COTS course material including reference material and presentation part of the 85 page limit?
ANWSER: Yes.
7) Section 3.2.4 Resumes- PWS states “The offeror shall submit at least one resume for each proposed instructor” Are we to submit resumes for all proposed instructors (i.e 7 RCRA Instructors that are qualified to teach course or just one Instructor to demonstrate capability) or just one instructor for each course? Page 125 under “Substitution of Personnel” it states can only assign work to those persons whose resumes were submitted which leads to believe need to submit all resumes?
ANSWER: Please submit resumes for each proposed RCRA instructor. Resumes can be summarized if needed due to submittal package page limitation.
8) Section 3.2.4.1 d wants past experience for all proposed instructors with on line learning programs. Does this apply to all courses in PWS or just for those associated with on line delivery?
ANSWER: Applies to any course listed in PWS as they may convert in the future to on-line learning.
9) Section 3.3.5.2 Is requesting a chart that outlines which personnel will be responsible for which areas of the PWS and can not exceed ½ page per person and outlines person ability to meet the performance objectives of PWS. This seems redundant to submitting a resume in section 3.2.4 and based on number of resumes submitted could be several pages long. Please clarify what is being looked for in section 3.3.5.2?
ANSWER: Due to the limited number of pages, the Government agrees with eliminating the table requirement listed in Sec. 3.3.5.2.
