Date Amendment The purpose of this Solicitation
Amendment is as follows:
29 August 2019 Amendment 0002 1. Post Questions and
Answers (1 -12 )
Solicitation Questions & Answers (#1-12) are as follows:
No. Questions Answers 1 Solicitation –Page 5 of 84. a. “The
Contractor’s invoices shall include evidence, such as receipts, substantiating actual costs incurred for authorized travel.” QUESTION: will the Contractor be required to submit two
(2) invoices ‐ one for monthly pay, and another for travel?
The vendor’s invoices will remain the same throughout the period of the contract. One or bi-monthly as negotiated.
2 Solicitation –Page 11 of 84. 8.0
PERIOD OF
PERFORMANCE. QUESTION: will the Contractor be able to exercise the option to decline option years, or is this the sole prerogative of CNRSW?
Either or both parties determine exercise or non-exercise of any option year at the time of the upcoming option year.
3. Solicitation – Page 23 of
84. 8. Hours of Operation: “The Individual and Family Resiliency Instructor is responsible for conducting business full time, 40 hours a week over seven days, except recognized federal holidays or when the Government facility is closed due to local or national emergencies, administrative closings, or similar Government directed facility closings. QUESTION: Will the awarded Contractor be able to negotiate other time off for such things as illnesses, personal or family emergencies, and vacations?
Negotiations for time off will be made with the CREDO Director and the NRSW Region Chaplain.
4. Solicitation – Page 36 of 84. Primary Performance Objective, specifically “sexual assault prevention." QUESTION: Will the awarded Contractor be expected to secure formal training in this area since it is not listed as a requirement for the position (Page 43 of 84, 4.1
Any qualifications required should be reflected in the vendor’s resume. The government cannot pay training costs for vendors.
Possess instructor/trainer certifications in: ASIST, safeTALK, Myers-Briggs Type Indicator)? If so, will the Contractor be able to secure training from a DoD Sexual Assault Prevention training or can awarded Contractor secure training from another venue?
5. Solicitation – Page 39 of 84, 52.212-1 Instructions to offers Addendum. “This is an All or None offer.” QUESTION: Does this statement mean there will be no negotiations?
Negotiations to the qualifications, no. Time off and bi-monthly pay will be considered negotiable.
6. Solicitation –Page 47 of 84, VOLUME III: PRICE. There is nothing in the section on price that indicates when the awarded Contractor will be paid. Can it be negotiated that the awarded contractor can be paid twice a month?
Yes a negotiation of twice monthly pay can be made.
7. Solicitation Per the evaluation factors page 47 Volume III:Price, we are to provide unit price, extended price and total price levels. What is the length of time for the extended price requested?
The answer is on page 47 of 84 of the solicitation.
8. Solicitation - Given that the position is 40hrs per week and CONUS, is there an SCA attached to the procurement.
This effort is classified as a “professional.” The Service Contract Act (SCA) is not applicable for this effort.
9. Solicitation - Based on the total hours per contract year, the contractor will work 2080 labor hours total each year.
Will the contractor have the 10 federal holidays off? If so, should the total labor hours be 2000?
The holidays are counted as paid days. Hence it is a straight 2080.
10. Solicitation - In SF1449 box 28, it states the contractor should return 2 copies. How do I submit 2 copies via email?
Returning one copy is acceptable.
11. Solicitation - The solicitation states that this is a “firm fixed price contract.” Does this mean that the the pay is only monthly? Can it be negotiated to be paid twice a month?
Yes, you can request payment twice monthly. i.e., the 1st and the 15th of the month for instance.
12. Solicitation - When is the appropriate time to negotiate additional time off -
Additional time off are agreed upon between the vendor, CREDO Director; notifying the COR assigned.
since the only days off listed are standard national holidays. Is this discussed with the COR, the Contracting Officer, or the CREDO Director?
