Question #3

Answer: “after the cutoff date for questions, an amendment will be posted for the solicitation titled "Q&A"

Question #4:

Performance Work Statement For Retirement Planning Training

2.2 FERS/CSRS Training Objective.

I will provide a response via email and this is how all Q's and A's will be addressed. I'll acknowledge via email and respond via email”.

Question #5:

I have a question regarding bid #N00244-19-Q-0114. In the section for technical literature, you are looking for resumes for our speakers. Do you require actual resumes or is a brief summary of each speaker enough?

"For each Instructor, the Contractor shall provide a brief summary of qualifications not to exceed 2 pages.

The format of this document shall be equivalent to a typical resume in so far as the above qualifications are fully evident in the professional education and experience of the Instructor. Instructors will be required to have a minimum of years of experience in teaching related courses in order to be considered for award".

Question #6

“In regards to the classes, will any of them be taking place consecutive days or will all of them be randomly scheduled throughout the year? In other words, will there ever be any classes that take place within the same week? Trying to calculate travel expenses”

“We typically do classes at North Island in a series such as 1 CSRS + 2 FERS (tuesday-thursday) and we do that about 4-6 times /year. (CSRS will fade and we will focus on FERS after a time)

Off-site locations (Hawaii, Washington, and Lemoore) will be 1 class at the most. Their numbers are smaller thus harder to get more than 1 class per trip”.

Question #7

I am reviewing the Objective (2.0 PWS) and I would like clarification on the follow sentence:

The courses will be developed and tailored to provide FRCSW Federal Civilian Employees, contributing to

FERS/CSRS who are within ten (10) years of retirement, with an inclusive knowledge of basic retirement benefits and options, information covering group health and life insurance, survivor benefit plan, and the

Thrift Savings Plan (TSP), etc.

“Is this Retirement Planning Training primarily geared for FERS/CSRS employees who are within 10 years of retirement eligibility and is not expected to offered to employees who have greater than 10 years before retirement?”

“The retirement training at the mid-career (around 10 years) is the latest we would want people to start planning for retirement but we do have employees attending within their first few years of employment”.

Question #8

“I have another question regarding this solicitation. Are you looking for federal handbooks to be included with the presentation? For recent bids, they were looking for retirement planning guides as well as the information packets (relating to the presentation).”

"We are not expecting any materials not already specified in the PWS"
