Performance Work Statement (PWS) Audio/Visual Support for NAVSUP Fleet Logistics Center San Diego October 23, 2018
1. GENERAL
This is a non-personnel services contract to provide audio/visual services and maintenance to NAVSUP Fleet Logistics Center San Diego (FLCSD). The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn, is responsible to the Government.
2. BACKGROUND
FLCSD is requesting audio/visual services and maintenance for eighteen specific areas in Building 116 which include six conference rooms, five training rooms, three kitchens, three offices, and one audio/visual room.
3. SCOPE
The scope of this work is to provide regular audio visual support maintenance for the eighteen physical areas in Building 116. The main goal of the A/V support is to keep the equipment running, to trouble shoot and repair the equipment as required, and to recommend upgrades when necessary.
4. TASKS
4.1 The Contractor shall furnish all work, management, supervision, labor and materials necessary to ensure the effective and efficient performance of functions identified throughout this PWS. The Contractor must be capable of providing flexible, responsive, and high quality services and support. The Contractor shall perform all work necessary to ensure the effective and efficient performance of functions identified throughout this PWS.
4.2 Troubleshooting & Repair
The Contractor shall perform the following troubleshooting and repair up to four visits per year to diagnose and remedy equipment performance problems:
· Diagnose the cause of malfunctions of existing audiovisual systems
· Furnish repair for any malfunctioning equipment
· Remove and replace failed systems
· Repair failed mounting hardware and fasteners
· Determine why image is not projecting
· Determine why speakers are not providing sound
· Replace worn and/or broken cabling as required
· Correct bad input sources such as pins, cables, and/or connectors
· Recommend upgrades when technology has changed and/or improved
· Determine why laptop is not projecting when connected (if applicable)
4.3 Consulting
The Contractor shall provide consulting services at least once annually to go over all of the cable connections and functioning.
· The Contractor shall test all audio and video connections
· The Contractor shall test all laptop connections
· The Contractor shall inspect all cabling for fraying or wear
· The Contractor shall test all flat screens for image and clarity
· The Contractor shall test all of the equipment in the audio/visual room for proper functioning
5. LOCATION AND EQUIPMENT

k. Audio/Visual Room – Bose Digital Mixer/Amplifier, (4) Cox cable boxes, RTI Advanced Control Processor, Panamax Digital Controller, all cable connections, all audio/video interfaces
l. Corporate Communications office – Samsung 46” flat screen

b. Coronado Room – two Sharp 90” flat screens hooked to a fixed station, Extron ceiling speakers, laptop hookups

d. Pt Mugu conference room – Samsung 46” flat screen with Extron wall controller
e. Port Hueneme conference room – Samsung 46” flat screen with Extron wall controller

6. SPECIAL REQUIREMENT
6.1 Access to the base:
The vendor must be able to access Naval Base San Diego (NBSD) on their own and will be escorted when in Building 116.
7. SECURITY AND SAFETY
All Contractor personnel must be U.S. citizens and must be escorted by a Government representative at all times while on the base. The NBSD is a DOD facility and is subject to the security and access restrictions typical of any United Stated Naval base. The Contractor is responsible for ensuring that all staff employed by the contractor who will be involved in work on the base are eligible for access to NBSD and have the appropriate identification. All motor vehicles used by the Contractor must meet requirements for use on a facility operated by the United States Navy.
8. PERIOD OF PERFROMANCE
The resulting purchase order includes a base period and four option periods that may be extended at the discretion of the Government. To exercise the option, the Contracting Officer will issue a written modification prior to the expiration of the applicable term period. The following dates are tentative projection of dates

9. PLACE OF PERFORMANCE
The work will be performed at Naval Base San Diego, NAVSUP Fleet Logistics Center San Diego (FLCSD), 3985 Cummings Road, Bldg 116 San Diego, CA 92136-4200
10. WORK WEEK AND HOURS OF OPERATIONS
The Contractor shall provide services during normal working hours excluding federal holidays. Normal working hours are 0800-1630, Monday through Friday, unless requirements dictate otherwise. Exceptions can be permitted at the discretion of the Government. The following is a list of holidays observed by the Government:

If any of the above holidays occur on a Saturday or a Sunday, then such holiday shall be observed by the Contractor in accordance with the practice as observed by the assigned Government employees at the using activity.

Service requests will be initiated by the COR or designated POC via telephone and/or email.
The Contractor shall be on-site and ready to begin work at B116 at the designated time determined by the COR and Contractor. This will depend upon the booking and schedule of the area in question. Normally this will be NLT 0900 within three business days following receipt of a request from the Government.
The Contractor shall confirm the request within one business day of receipt and respond by email and telephone call to the COR to determine a proposed time and meeting place for the site visit.
