3 Can NAVSUP FLCSD clarify, if an additional CLIN should be created to address (Flat Rate Voice Plan) to pair with BA06 or BA07, or should BA06 reference flat rate voice, opposed to Pay as Go Data.
ELINs not CLINs. No additional ELINs should be created of any kind.
The BA06 and BA07 ELINs are to be used with data only devices. No Flat Rate “Voice” plan is needed. For clarification, the Government intends for “Pay As You Go” (hereinafter called the “PAYGO” Data Plan) to be used by customers much like the “Flat Rate” plan (for phone devices) was used under Spiral 2 of the DON Wireless Contracts. Customers will pay a nominal Monthly Recurring Charge (MRC) for the “PAYGO” plan and then as data is used, it is billed at rate per data use (again like the Flat Rate Plan is used for voice plans). The Government requirement for this type of plan is to be used with Wireless Tablet Computing Devices, which often connects to Government in-building WiFi for use.
4 BA03; is the intent of CLIN BA03 to address overages or to add GB’s to the overall shared plan pool?
Data Add-on per Gigabyte: The Government intends for the “Data Add-on Per Gigabyte” ELIN to be used by the Customer who has already purchased the “Pooled/Shared” (3 GB per line w/unlimited voice and text) Plan…WHEN (1) the customer/Wireless Account Manager of the account wants to adjust the GBs available in their pool without adding a new line of service; and (2) the customer receives an alert that they’re about to incur overages (for data use) in their pool. The Government would then have the option to add the “Data Add-on per GB” or 1 GB of data to their pool to avoid overage costs
5 208 J-017 Country of Origin Wireless Device MB for Evaluation-TAA
Can the Navy provide confirmation that under Spiral 3 the ability to maintain a current list of approved devices and pricing will continue to be the process as it was under Spiral II?
Attachment J-017 specifies the type of devices approved & allowed to be procured under these MACs. As with Spiral 2, the Government will ensure the carriers have the latest list of NMCI approved devices.

6 7.0 GENERAL REQUIREMENTS AND
DEFINITIONS:
ww. Downloading Applications. Downloading applications where there is no charge may be done by end users when specifically authorized by the Ordering Officer or COR. Downloading applications with an associated cost must be approved by the Ordering Officer/COR and fully funded, prior to incurring the charge. End users are responsible for all charges stemming from downloading application.
Please confirm the Contractor will not be responsible for pursuing payment for charges with the end user stemming from downloading applications.
The orders issued under these MACs are Firm Fixed Priced (FFP) with not to exceed line items for international calling (if required). Contractors are required to notify the Ordering Officer when 85% of the Not to Exceed funds have been utilized and stop performance when 100% of the line item has been used. MAC holders SHALL NOT provide services beyond what is specified in the task order.
The Government cannot pay for service without obligated funds. Request for Ratification or Equitable Adjustment are not an acceptable course of action in the event an end-user incurs charges not on the task order.
2.2.23 VoIP and VOWiFi capable, and these
minutes do not count as minutes on any plan providing those services.
Please confirm this requirement only applies to voice minutes.
Yes. VoIP, Voice over Internet Protocol and VoWiFi, voice over WiFi are ways to use the internet for voice calls without use of cellular minutes. This requirement applies to voice minutes.
8 1.2.1 - c. Working to maintain aggressive pricing that beats those offered to other Federal, State, and Local Governments for like services, using the power of large quantity buys to benefit the Government.
Can NAVSUP FLCSD modify this performance objective by deleting the phrase “beats those offered to other Federal, State, and Local Governments for like services” and replacing it with “that does not exceed those prices offered to other Federal, State, and Local Government entities for like services with similar terms and conditions”? This replacement is consistent with the language in Sections 2.2.10., 3.1.3., 5.3., 7h., 7p., 7q., 7bb., 7ii.
Your recommendation will not be considered as this language is currently in the awarded IDIQ Spiral 3 wireless suite of MACs.

11.1.2. vi, 11.2.5. vi - Trend Analysis / Optimization Requirements:
Can NAVSUP FLCSD provide clarification that trend analysis and implementation of optimization both require written request from a Contracting Officer prior to being performed by the Contractor? Upon written request by the Government, Contractor can provide trend analysis reporting to identify rate plan optimization opportunities to an agency. Contractor will not implement any changes recommended in a trend analysis report without prior written approval from the Contracting Officer and a modification to the Task Order, if required.
The Government requires regular Program Reviews with the contractor, to include trend analysis and service plan optimization opportunities. As with Spiral 2, this will be performed for and conducted with the Navy Wireless Program Office, at NAVSUP FLCSD.
As with Spiral 2, contractors within the Navy Wireless Spiral 3 program, are expected to recommend optimal ELIN service plans during the RFQ process and as requested by a Contracting Officer. Contractors are not required to provide unsolicited trend analysis reports to Navy Wireless users.

10 189 Section 1.1.1. 1.2.1h., 1.2.1i., 1.4 – State of the Art Devices/Technology, New/Latest Technology
Can NAVSUP FLCSD provide clarification that any Contractor requirements to provide “new” and “state of the art” technology, equipment and features may be satisfied by providing equipment that is one generation beyond current market offering as specified in the Technology Refreshment provisions?
“Services With Devices” ELINs (or plans), the Government shall receive a device that is one generation behind current market offering; one generation behind device or newer is to be priced with in the ELIN/Service Plan. The Government will not be eligible for a Technology Refresh or an upgrade until the 2nd Option is exercised on its Task Order.
However, the Government may choose to use its Tech Refresh eligibility to purchase “the newest” device, at a discounted cost, from the priced “Service Enabled Devices” ELINs.
Performance Work Statement Sections 1.1.1, 1.4, 2.1.2(ii), 2.1.2(vii) - Any coverage solutions requested by the Government may be subject to additional charges and fees, including, but not limited to, the purchase of coverage solution equipment by the Government, capital contributions, and/or purchase commitments.
Can NAVSUP FLCSD please confirm that Contractors can address these separate terms, conditions, fees and charges for coverage enhancements at the Task Order level?
No supplemental or terms and conditions of any kind may be added at Task Order level. Carriers may include pricing and descriptions of the services along with any operational requirements/limitations in your quote. This information will assist ordering offices and technical evaluators in determining if your services meet their requirements.
Any changes/revisions under 1.1.1 and 1.4 will be executed under bi-lateral modifications. At no additional cost, contractor will deliver the services via the most efficient, up-to-date infrastructure to remote islands, like San Clemente off coast of California and reinforced facilities with concrete walls.
Additionally, IAW 2.1.2 paragraphs ii. a contractor may have the responsibility to fix any problems stemming from lack of coverage, IAW Task Order requirements and vi. Although various coverage problems can occur (in-building limitations, weather impact, terrain, foliage, etc.) the contractor will make every effort to support limited or loss of service request. The offeror shall provide an in-building solution such as a repeater or femocell like capability where recurring outages of loss of service occurs. These solutions may be at no cost to the Government. Government entities shall allow such in-building solutions where feasible.

12 Performance Work Statement For requirement 2.1.11 Purchase of Replacement Devices, will the Navy clarify that device security breaches will require notification from the end user to the Contracting Officer and the Contractor? This provision 2.1.11 relates to devices and any security breach of such devices would only be known to the end user unless notification is provided. Sprint requests the last sentence be deleted from this section as it is adequately addressed elsewhere in the RFP and is not related to replacement devices.
Security incident reporting. All carriers shall notify the Program Level Contracting Office on Security any security breaches involving government wireless services.
Your recommendation will not be considered as this language is currently in the awarded IDIQ Spiral 3 wireless suite of MACs.
13 Performance Work Statement Section 10.18 – The language in Section 10.18 infers that the Contracting Officer may make unilateral modifications to add or delete services on the Contract. Contractor requires the ability to approve in writing any changes to plans on the Contract. Can NAVSUP FLCSD please provide clarification that any new or reconfigured plans or deleted plans on the Contract would require written approval from the Contractor prior to the change?
The Government may delete (i.e. obsolete items).
However, changes/revisions/ additions are executed under bilateral modifications. If the Government decides to add new services plans to the existing suite of IDIQ MACs it may do so bilaterally.
14 Performance Work Statement For requirements 11.3.2, 11.4.1 and 11.4.2 please confirm the Navy understanding is that the Account POC is not end-user.
Requirements 11.3.2, 11.4.1, and 11.4.2 identify the Government’s requirement, for the contractors within the Spiral 3 Program, to provide a dedicated Program Manager to be the: (1) POC for the Navy Wireless Spiral 3 Program Management Office (at NAVSUP FLCSD); (2) the primary or secondary POC for Wireless Account Managers; and (3) the primary (or secondary) POC for Wireless Spiral 3 end-users. This requirement is no different than what was required in Spiral 2.
15 Performance Work Statement Section 11.5.2 & 11.5.3 - Emergency Response Team capabilities will be subject to execution of a separate terms and conditions, including, but not limited to, service fees and charges for emergency response equipment usage/rental by the Government.
Can NAVSUP FLCSD please confirm that Contractors can address these separate terms, conditions, fees and charges for emergency response equipment at the Task Order level.
Emergency Response terms and conditions (if applicable) must be incorporated at the Basic contract level not at Task Order level.
Rentals are not permitted under Spiral 3 wireless MACs. Equipment must be procured.

16 Performance Work Statement Section 11.6.3 – Contractor can provide Task Order Notices that include all of the requested information excluding “Phone numbers by name” and a “List of current devices by end user”. Providing this information is an extremely manual, time consuming and cumbersome process. Can NAVSUP FLCSD please confirm that Contractors can satisfy this requirement by providing Task Order Notices without “Phone numbers by name” and a “List of current devices by end user” on the notice?
Section 11.6.3 will not be modified this section is as it appears in the current Spiral 3 wireless MACs.
17 J-001 ELINs for Proposal Evaluation On- Ramping REVISED
Section 2.2.24 and J-001 – Which base ELINS would the customer be looking to Add-On? Would these base ELINS only apply to the Smartphones – BA02, BA02A, and BA02B?
No, the Government intends for these ELINs to pool and share both smartphones and feature (voice only) phones. With the Pooled/Share Data ELINs, the customer has the flexibility to determine how many lines bring 3GBs to the pool (smartphones); and how many lines will “not” bring data” to the pool (feature/voice only phones). There are two different price points for the lines with 3GBs and the lines added to the pool without data. The maximum number of lines that may bring 3GBs of data to the pool for sharing is 250 lines.
Example 1 (for Service Only ELINs):

The Government has access to all CPARS information.
It is not necessary to submit CPARS information. The Government reserves the right to obtain past performance information from any and all sources including sources outside of the Government.
Evaluation of past performance will not be limited to only the information provided by the Offeror.
20 Performance Work Statement There appears to be a few errors with the citations to the applicable PWS sections in Attachment J-013.
For example, there is no Section 11.1.1 in the PWS (See #1). In addition, the After Action Report is Section 11.5.3 in the PWS and not 11.5.2 as referenced in the Attachment (See #3). The Task Order Notice (See #7) should reference PWS Section 11.6.3 instead of 11.5.3. The Quality Control Plan (See #11) should reference PWS Section 12.3.2 instead of 12.3.3. Can NAVSUP FLCSD please confirm the accuracy of Attachment J-013 and provide an updated Attachment?

21 Clauses In regards to the ECMRA requirement:
What types of services does the Government contemplate purchasing which would require ECMRA reporting? ECMRA does not appear to be applicable to this type of Fixed Price contract, where Contractor will only be offering to the Government commercial, off-the-shelf products with little or no customization.
This clause is mandatory to be used in all solicitations and contracts involving services. The Spiral 3 Wireless Contract are not a “supply” contracts and will not provide wireless, cellular and mobile devices to customers without the procurement of associated wireless, cellular and mobile services under the contracts.
22 Clauses In regards to the ECMRA requirement:
Are there any scenarios under the Spiral 3 contract where the Government would be reimbursing the Contractor for labor costs or otherwise be requiring cost accounting?
No.
23 J-001 ELINs for Proposal Evaluation On- Ramping REVISED
On the Base Year tab, the calculation has been removed. Is it the Navy’s intent for the calculation to cover the stated 12-month time span or the remaining four-month timespan?
The resulting new IDIQ MACs will be for the remaining period of performance under the current MAC contracts. The last option under the existing MACs expires on November 7, 2022. The start date of new contracts is August 1, 2019 or effective date of award whichever is later. Program level option periods 2, 3, and 4 will be for 12 months each. IAW FAR 52.217-8 option 5 is only for six months. The six month extension period will be evaluated prior to award and will be incorporated at a later date if clause 52.217- 8 is exercised.

26 PWS Section 1.1.2 In regards to PWS Section 1.1.2, if DISA issues a new Security Requirements Guide (SRG), does this statement imply that Contractor will be required to modify its commercial services offered to comply with a new SRG at no additional cost to the Government
The Government does not intend for contractors to modify its commercial services offered. However, the Government requires that the contractor, under the Spiral 3 contracts, provide devices that include but are not limited to feature phones (voice only); wireless data devices (voice and data) (i.e. BlackBerrys, Smartphones--Androids, iPhones, etc.) approved for use on Government Networks (e.g. Navy NMCI, USMC NMCI, NCIS, Afloat) and other DoD approved Networks, authorized by the DISA APL; other smartphones for non-Network connection; Wireless Tablet Computing Devices (Network approved);
Wireless Network Modems or Internet Devices (e.g.
Data Cards, mobile WiFi hotspots, MiFi).
27 The Contractor has submitted a few sets of clarification questions regarding requirements in the RFP documents that impact our ability to submit a complete response. Will the Navy please consider a short deadline extension of 3-5 business days, once the answers are released, in order to allow Contractors sufficient time to complete our responses?
The solicitation will be extended until May 30, 2019.
28 Is there extension 4 weeks from today? That would put the due date May 15th. Can you please confirm.
