About this file

This document is a Justification Restricting Competition – Brand Name (Document 27-009) for a federal contract procurement.

The Naval Leadership and Ethics Center (NLEC) located at Naval Station Newport, Rhode Island requires 1,200 Hogan Insight Report Bundle Assessments annually, totaling 6,600 assessments over the contract term. These assessments include interpretive reports for the Hogan Personality Inventory, Hogan Development Survey, and Motives, Values, Preferences Inventory with graphical Flash report summaries. NLEC integrated these assessments into their Major Command and Senior Leadership courses for senior naval officers and their spouses to develop self-awareness, leadership competencies, and ethical decision-making aligned with Navy core values. The contracting activity is NAVSUP Fleet Logistics Center (FLC) Norfolk, Contracting Department, Regional Directorate. The requirement is a commercial Firm Fixed Price Definite Delivery Definite Quantity contract with a base year (December 1, 2026 – November 30, 2027) and four one-year option periods extending through November 30, 2031, plus a FAR 52.217-8 period through May 31, 2032. Base period funding will utilize FY27 Navy Operations & Maintenance (O&MN) appropriations with subsequent options funded from applicable fiscal year appropriations. This follow-on contract continues the existing brand name contract N0018921PG058 awarded June 1, 2021 to Hogan Assessment Systems, Inc. (a large business), which expires November 30, 2026. The justification cites 41 U.S.C. 1901 and FAR 12.102(b) for sole source acquisition authority, asserting that only Hogan assessments can maintain curriculum continuity, that staff and instructors are trained and certified on Hogan products, and that using alternative assessments would require rebuilding curriculum and recertifying personnel. The Contracting Officer has determined anticipated costs are fair and reasonable. The requirement will be posted on SAM.

JUSTIFICATION RESTRICTING COMPETITION - BRAND NAME

1. Identification of Agency and Contracting Activity.

The requiring activity is Naval Leadership and Ethics Center (NLEC), Newport, RI; the contracting activity is NAVSUP Fleet Logistics Center (FLC) Norfolk, Contracting Dept., Regional Directorate.

2. Description of the Action Being Approved.

This is a Brand Name action for the provision of Hogan Assessment support services that are currently performed under Contract N0018921PG058. Contract N0018921PG058 was awarded 01 June 2021 on a brand name basis as a firm fixed-price contract to Hogan Assessment Systems, Inc., a large business;

the existing contract expires on 30 Nov 2026.

This is a follow-on contract to a Brand Name Justification requirement (N0018921PG058).

3. Description of Supplies/Services.

NLEC located aboard Naval Station Newport, RI, requires the procurement of 1,200 each Hogan Insight Report Bundle Assessments in support of their curriculum (6,600 assessments for the total contract). The Hogan Insight Report Bundle Assessments include interpretive reports for the Hogan Personality Inventory, the Hogan Development Survey, and the Motives, Values, Preferences Inventory with graphical Flash report summary of the results. Hogan Personality Inventory assesses the “bright-side” personality and how individuals relate to others when they are at their best. Hogan Development Survey assesses the “dark-side” personality for qualities that emerge under strain and stress so they can mitigate risks to performance. Motives, Values, Preferences Inventory assesses core goals, values, drivers and interests to understand motivations to succeed.

NLEC built their Major Command and Senior Leadership courses for Major Commanders and Command Master Chiefs/Chief of the Boats using the Hogan Assessment in-depth and detailed self-awareness tools. Through the Hogan Assessments and the individual coaching sessions within the Major Command and Senior Leadership courses, senior leaders gain increased insight into their own strengths/weaknesses, communication and decision-making styles, stress coping skills and more. Senior leaders are then better able to handle their increasing leadership demands, better communicate with their crews, and respond to stress and tension in more effective ways. Senior leaders also become exceptionally keen judges of people and establish highly effective working relationships based on relatively limited levels of personal contact.

Major Command and Senior Leadership courses reinforce fundamental tenets for naval leadership, improve decision-making, and develop ethical leaders committed to Navy core values for naval officers and their spouses. The training methodology emphasizes critical thinking, self-awareness, and self-reflections, rather than just providing a list of rules. This system is a scientifically validated package of personality assessments designed specifically to predict workplace performance, identify leadership derailment risks, and foster strategic self-awareness

Estimated Dollar Value

The commercial Firm Fixed Price (FFP) Definite Delivery Definite Quantity contract will consist of a Base Year, four Options Years and FAR 52.217-8.

Period Dates Base Year (12 Months) 01 DEC 2026 – 30 NOV 2027 Option Year 1 (12 Months) 01 DEC 2027 – 30 NOV 2028 Option Year 2 (12 Months) 01 DEC 2028 – 30 NOV 2029 Option Year 3 (12 Months) 01 DEC 2029 – 30 NOV 2030 Option Year 4 (12 Months) 01 DEC 2030 – 30 NOV 2031 Subtotal

FAR 52.217-8 01 DEC 2031 – 31 MAY 2032

The resultant contract base period will be funded with FY27 Navy Operations & Maintenance (O&MN) appropriations. These funds are currently available.

Options will be funded utilizing appropriations (O&MN) of the fiscal year in which the option year is exercised.

4. Statutory Authority Permitting Sole Source.

The statutory authority permitting this sole source action (including brand name) is 41 U.S.C. 1901, Simplified acquisition procedures - a sole source acquisition (including brand name) using simplified procedures for the acquisition of commercial products and/or commercial services, as implemented by FAR 12.102(b).

5. Rationale Justifying Use of Cited Statutory Authority.

Sustained continuity of the same leadership and assessment principles across the board is key to the consistency of professional development of senior leaders in the fleet. Major Command and Senior Leadership courses were built using Hogan Assessment principles and these assessments are required to maintain consistency. The Command Master Chiefs, Senior Leadership and Command Pipeline courses staff and counselors have all been trained and certified using the Hogan Insight Report Bundle Assessments.

Awarding the contract for a different assessment would require NLEC to rebuild their curriculum, rewrite their courses, and recertify their instructors. This is neither cost effective nor in the best interest of the Government.

Contract N0018921PG058 was awarded on a brand name only basis.

6. Description of Efforts Made to Solicit Offers from as Many Offerors as Practicable.

Market research indicated that Hogan Assessment Systems, Inc. is the original publisher and copyright holder of Hogan Insight Report Bundle Assessments. Hogan Assessments are available through authorized assessment platform distributors. All Major Command and Senior Leadership courses are taught using the requested Hogan Assessment products. No other available assessment provides all of the required in-depth detail in one package. No other similar products in the marketplace will satisfy this Government need. A different assessment package would also require retraining and recertifying the entire staff as well as changing the curriculum. For continuity of ongoing curriculum aboard NLEC and for uniformity of Major Commanders and Command Master Chiefs/Chief of the Boats training across the fleet, only the requested Hogan Insight Report Bundle Assessments can meet the customer’s need.

The requirement will be posted on SAM with the Justification Restricting Competition – Brand Name.

7. Determination of Fair and Reasonable Cost.

The Contracting Officer has determined that the anticipated cost to the Government of the supplies/services covered by this Justification will be fair and reasonable.

8. Actions to Remove Barriers to Future Competition.

For the reasons set forth in Paragraph 5, the contracting office has no plans at this time to compete future contacts for the types of services covered by this document. Subsequent requirements for Hogan Insight Report Bundle Assessments will be subject to the continued efforts of the customer activity and the contracting office to identify potential sources, including the use of sources sought. If additional sources are identified; it will be assessed whether competition for future requirements is feasible. If another potential source emerges, the contracting office will assess whether competition for future requirements is feasible.

In addition, and IAW DFARS PGI 206.104-71(2), a copy of the previous justification was included in the review package to assist the approval authority in determining whether the planned actions to remove any barriers to competition cited on the previous justification were completed.

Hogan assessments are available through Hogan authorized vendors. The circumstances requiring the acquisition being conducted pursuant to stated statutory authority remain unchanged. Any subsequent follow-on requirements will be handled on a case-by-case basis. Market Research will be conducted for any future requirements to determine if there are any potential sources for competition.
