Performance Work Statement
United States Naval Academy
Jump Aircraft Services
A. Introduction / Background
The U.S. Naval Academy Parachute Team (USNAPT) performs parachute demonstration jumps in support of the Naval Academy's mission and public outreach. These include, but are not limited to, USNA formal parades, public airshow demonstrations, Navy Athletic Association (NAAA) sporting events, and other official Academy and community events. USNAPT also conducts proficiency and training jumps to maintain jumper currency and qualification in accordance with team standards.
USNAPT does not own or operate a jump aircraft. To conduct these demonstrations and training jumps, USNA requires a contractor to provide a suitably equipped aircraft, a qualified pilot, and associated support on a per-blade-hour basis.
B. Objective
The objective of this requirement is to procure jump aircraft services for USNAPT demonstration and training jumps. The Contractor shall:
Provide an airworthy aircraft configured for parachute operations, capable of safely carrying a minimum of 4 fully equipped jumpers to exit altitudes of up to 10,000 ft MSL.
Provide a qualified pilot-in-command for all flights conducted under this contract.
Pick up USNAPT jumpers at Bay Bridge Airport (W29) and fly them to designated jump areas, including demonstration sites in the Annapolis area and other locations as scheduled.
Bill services in blade hours as defined in Section F.
C. Period of Performance
1 November 2026 - 30 September 2027
D. Location of Service
Primary pickup and staging location:
Bay Bridge Airport (W29) 202 Airport Rd.
Stevensville, MD 21666
Typical jump areas include the U.S. Naval Academy (Worden Field and other Yard locations), Navy-Marine Corps Memorial Stadium, and airshow and event sites within the Mid-Atlantic region as scheduled by USNAPT. Any flight requiring the aircraft to operate beyond 50 nautical miles from W29 shall be coordinated and agreed upon in advance.
E. Scope of Work / Contractor Requirements
Aircraft The aircraft shall be maintained in an airworthy condition in accordance with 14 CFR Part 91, including 100-hour and annual inspections as required by 14 CFR 91.409.
Any modifications for parachute operations (door removal or jump door, steps, handholds, jumper seating and restraints) shall be FAA-approved and documented (e.g., FAA Form 337 or STC).
The aircraft shall have two-way radio communication and a transponder with ADS-B Out as required for the airspace used.
Pilot Qualifications The pilot shall hold at least an FAA Commercial Pilot Certificate with the appropriate category and class ratings, and a current second-class (or higher) medical certificate.
The pilot shall be current and experienced in parachute jump operations and in the specific aircraft make and model.
The pilot shall be familiar with 14 CFR Part 105, FAA Advisory Circular 105-2 (current revision), and USPA Basic Safety Requirements as they apply to jump pilots.

Operations All operations shall comply with 14 CFR Parts 91 and 105. Flights shall be conducted within the scope of 14 CFR 119.1(e)(6) unless the Contractor holds the appropriate operating certificate for the flight conducted.
The Contractor shall coordinate with ATC and meet all notification requirements of 14 CFR 105.25.
For demonstration jumps into congested areas or open-air assemblies, USNAPT will obtain the required FAA Certificate of Waiver or Authorization (FAA Form 7711-1). The Contractor shall operate within the terms of that waiver and supply any aircraft or pilot information required for the application.
The pilot-in-command retains final authority for the safety of flight, including go/no-go decisions based on weather, aircraft condition, and airspace.
The Contractor shall take part in USNAPT pre-jump briefings when requested, including jump run, exit order, altitude, and emergency procedures.
Scheduling USNAPT will give the Contractor at least 7 days' notice for scheduled demonstrations and training jumps.
The Contractor shall confirm aircraft and pilot availability within 1 business day of a request.
Cancellations for weather, maintenance, or safety shall not be billed unless the aircraft was already airborne, in which case actual blade time is billable.
F. Unit of Measure and Billing
Services shall be billed per blade hour, recorded to the nearest tenth of an hour (0.1), measured from engine start / rotor engagement to engine shutdown as recorded by the aircraft's Hobbs meter or equivalent.
Blade hours shall be ordered on an as-needed basis throughout the period of performance to support USNAPT demonstration and training requirements. USNAPT does not guarantee a minimum number of blade hours and will pay only for blade hours actually flown, at the contracted rate. Total expenditures shall not exceed the funded amount of the contract. The blade-hour rate shall include aircraft, pilot, fuel, oil, insurance, and routine maintenance. Ferry time to and from locations other than W29 shall be billed at the blade-hour rate.
Invoices shall be submitted per event and itemize the date, event, tail number, pilot, blade time, and number of loads flown.
If fuel varies more than 10 percent from that baseline, either party may request an adjustment to the fuel cost portion of the rate, effective by modification signed by the Contracting Officer, not to exceed a cumulative 10 percent increase to the original rate.
G. Government Responsibilities
USNAPT will:
provide a scheduling point of contact and event calendar, obtain required FAA waivers and event and landowner permissions for demonstration jump sites, ensure all jumpers are qualified and properly equipped under USNAPT standards, and provide a jumpmaster or designated team lead for each load.
H. Deliverables
Aircraft airworthiness documentation and pilot certificate and medical copies.
Flight logs for each event, submitted with invoices.
Immediate notification to the USNAPT point of contact of any incident, accident, or aircraft unavailability affecting scheduled events.
Requirements USNAPT does not own or operate a jump aircraft. To conduct these demonstrations and training jumps, USNA requires a contractor to provide a suitably equipped aircraft, a qualified pilot, and associated support on a per-blade-hour basis.

The method of evaluation used by the Contracting Officer is solely within the discretion of the Contracting Officer. Additionally, the government may request quoters to submit additional information/data to support price reasonableness such as copies of paid invoices for the same or similar items or uncertified cost and pricing data. Failure to submit the requested information may result in disqualification of the submitted quote.
The Government will award on the basis of price unless the contracting officer is aware of past performance information related to the low price quote which indicates that quote may not represent best value. In that case, the
Government reserves the right to consider the past performance of other quotes, conduct a price, past performance tradeoff, and award to other than the lowest price quote.
