About this file
This is an Amendment containing answers to questions submitted regarding a Navy Recruiting Command (NRC) solicitation for an educational outreach program.
The solicitation is for a brand-new requirement to establish a national educator engagement initiative targeting high school teachers and students. The program requires vendors to identify and target schools and educators for NRC approval, implement a national educator enrollment platform (specific platform not dictated, but equivalent solutions meeting functional requirements are permitted), and procure and distribute 250 educational kits with materials based on NRC-determined lesson plans. Program content and deliverables will be directed by NRC, with lesson plans subject to change. Repeat educators from prior programs are acceptable if NRC approves the final participant list. The initiative involves partner agency VML in creative development and liaison responsibilities, and must establish new Centers of Influence rather than relying on existing Navy Talent Acquisition Group (NTAG) high school relationships. Vendors must demonstrate capability through established partnerships with national education and training organizations and an active teacher network; partner letters supporting this evidence are not counted toward Volume I's two-page limit. Contractor-procured commercial printing of kit components is authorized. NRC will approve student and teacher survey instruments before fielding and will provide NTAG area-of-responsibility mapping at award. Teaming arrangements are acceptable if conforming to solicitation terms. Independent sole proprietors must comply with FAR clauses 52.212-1 and 52.212-2 regarding registration, eligibility, and quotation submission procedures. Small business status must be confirmed and included with price quotes per solicitation instructions.

Amendment 1 – Answers to questions submitted for Solicitation
1. The complete Performance Work Statement. The PWS begins on page 4 of the RFQ
2. Required registration, eligibility, and quotation submission procedures for an independent sole proprietor. Review the applicable clauses within the RFQ for instruction on registration and eligibility, 52,212-1 and 52.212-2 for specific instructions on quotation submission.
3. Would the Government view a teaming arrangement of this type as acceptable for evaluation under the Technical
Capability factor? If so, are there any specific requirements or documentation we should include in Volume I regarding the teaming structure? The solicitation provides for what is required in the submission. There is no prohibition on teaming arrangement as long as it conforms to the terms and conditions of the solicitation.
4. Is this a brand-new contract OR if there is (was) an incumbent performing these services? This is a brand-new requirement.
5. Is there a specific platform or does N9 permit equivalent solutions? A national educator enrollment platform is required for implementation; however, a specific platform is not dictated. Equivalent solutions that meet all functional requirements are permitted.
6. Confirm that N9 does not identify and target schools or educational program? The vendor/offeror will be required to identify and target schools/educators. NRC will approve the list of schools to be targeted.
7. Confirm whether specific digital educational platform and program deliverables are expected under this solicitation? A specific digital platform will not be dictated. Equivalent solutions that meet all functional requirements are permitted.
8. Program content – will the program use the existing content from program 1 or does it require the creation of all new resources? NRC will determine program content – lesson plan is subject to change.
9. Is VML (partner agency) going to be involved with the program as a part of creative development and as a liaison with the Navy as in program 1? Yes.
10. Will Lite Brites be a part of the program kits as in program 1? Price in the cost for procure of the kit material
NRC will be doing a different topic with. All kit materials will be based on NRC lesson plan development. Bids should include cost of material procurement for each kit.
11. Can the 250 kit recipients include those that participated in program 1 or does it need to be new schools participating? Repeat educators will be acceptable in some instances; however, NRC will approve the final list of participants.
12. Section A asks for evidence of an existing school network or established educational partnerships. Will established partnerships with national education and training organizations, a national educator enrollment platform, and activation of the NTAGs' existing high school relationships be accepted as that evidence? Does a partner letter attached as evidence count toward the Volume I two-page limit?
• The solicitation states that the proposed national education and training partnerships provided are sufficient, verifiable evidence of the partner's capability to recruit and secure qualified educators within every Navy Talent Acquisition Group (NTAG). An extensive, active teacher network constitutes the primary value of this initiative.
• NTAGs’ existing high school relationships will not be used to fulfill this requirement, as the initiative is intended to establish new Centers of Influence (COIs). Existing contacts may independently elect to participate.
• A national educator enrollment platform is necessary for implementation and does not, by itself, demonstrate existing educator relationships.
• A partner letter can be attached without counting toward the two-page limit.
13. Section F lists Navy Recruiting Command, Millington, TN as the ship-to address. Please confirm whether kits ship directly to participating schools, with acceptance at destination. The partner
14. Is contractor-procured commercial printing of the kit components authorized under this order? Yes
15. Will the Government approve the student survey instruments before fielding? NRC will approve the student and teacher surveys.
16. Will NTAG area-of-responsibility mapping and Nuclear Coordinator contacts be furnished at award? NTAG
AOR mapping will be provided. Nuclear Coordinator contacts will be managed by NRC.
17. Page 13 52.219-28, section G 1 and 2: Can you please clarify that yes we should indicate we are a small business? Does this section need to be included in the Non-Price Quote/Volume II of our response? Please confirm whether you are a small business in accordance with the solicitation instructions and include this information with price quote.
18. Page 16 252.204_ 7998, sections E(2), F(2), and G: Can you please clarify that since our SAM registration is up to date and nothing in section F was checked, we don’t have to do anything with section G. And therefore, for E(2) we would check that Paragraph G does not apply. Is that correct? The solicitation is clear on its face.
