Justification for Sole Source Procurement
This document is a Justification for Sole Source (Simplified Acquisitions - MPT to SAT) for enterprise digital fingerprinting services. The Naval Acquisition Career Center (NACC) is procuring electronic fingerprint capture and transmission services from Fieldprint Inc. as the sole source contractor. The services are required to support background investigations and reinvestigations for military, civilian, and contractor personnel assigned to Defense Health Agency locations across all 50 U.S. states, the District of Columbia, Guam, Puerto Rico, and the U.S. Virgin Islands.
The required services include secure receipt, translation, storage, and transmission of digital fingerprints for 1,000 applicants; appointment scheduling throughout Continental U.S., Hawaii, Guam, and Puerto Rico; web-based user interface access to digital fingerprints; and fingerprint file storage consistent with Defense Counterintelligence Security Agency (DCSA) formats and transmission protocols. The fingerprints are submitted via Secure Web Fingerprint Transmission (SWFT) directly to the FBI and DCSA for security clearance purposes. Competition is precluded because Fieldprint possesses the only nationwide network of electronic Live Scan collection sites with guaranteed coverage in all U.S. territories, established operational integrations with key federal agencies (DoD, OPM, DCSA), ISO 9001:2008 certification, and a federal permissible purpose to submit fingerprints through the FBI. Market research reviewed competitors including IdentoGO and Certifix, but neither offers the combination of geographic coverage in U.S. territories and required DoD/DCSA system integration. The NACC has used Fieldprint for the past five years with satisfactory performance. No substitutes are available, and alternative vendors would require substantial additional costs and operational delays to establish new secure data pipelines and contractual agreements.

Source Selection Information – See FAR 2.101 and 3.104
Describe in detail why only this source can furnish the requirements to the exclusion of other sources.
(what specific characteristics of the supplies or services limit the availability to a sole source (e.g., unique features, function of the item, etc.)?)
The supplies or services must be compatible in all aspects (form, fit and function) with existing systems presently installed/performing. Describe the equipment/function you have now and how the new item/service must coordinate, connect, or interface with the existing system.
The NACC does not have any fingerprinting capabilities. Market research was performed thorough internet searches for vendors that perform fingerprinting services. Fieldprint Inc. is the only company that provides nationwide locations with secure web fingerprint transmission without utilizing ink prints and transmission by mail which is not allowed by the Department of the Navy (DON). As a remote Fingerprint provider, they are a ISO 9001:2008 Quality Management System certified with a federal permissible purpose to submit fingerprints through the Federal Bureau of Investigation (FBI) to Office of Personnel Management (OPM). No other vendor can provide these services at such great geographic reach in the same manner. Without this service, the government will have to waste man hours searching and requesting courtesy printing from DON locations that are not near our applicants’ residences.

Other information to support a sole source < o r b r a n d n a m e > action:
The objective of this sole source action is to procure all services and materials for collection of fingerprints and submission to Defense Counterintelligence and Security Agency in support of initial background investigations and reinvestigations for military, civilian and contractor personnel assigned to Defense Health Agency locations within the 50 states or US Territories. A sole source award is pursued where the Agency needs availability at DHA locations in US Territories. Market research found among national providers only Fieldprint can provide such availability. The NACC has used Fieldprint for the last five years, and we are pleased with their work performance and quality of deliverables.
The Naval Acquisition Career Center requires comprehensive, secure, and efficient electronic fingerprint capture and transmission services to the FBI and other designated federal entities (e.g., OPM, DCSA) for background investigations of civilian personnel across all 50 U.S. states, the District of Columbia, Guam, Puerto Rico, and the U.S. Virgin Islands. Services must include electronic collection, channeling, and seamless integration with existing federal background check systems.
Fieldprint, Inc. is the only known vendor capable of meeting all the specific requirements of this need due to its unique combination of network coverage, technical integration, and existing federal infrastructure. Competition is deemed infeasible for the following reasons:
- Geographic Coverage and Network Size: Fieldprint possesses the largest nationwide network of electronic Live Scan collection sites, including coverage in all U.S. states and specified U.S. territories.
This extensive, pre-established infrastructure is critical for ensuring consistent, timely, and accessible service for personnel regardless of their duty station or location, which other providers cannot match in scope and guaranteed territorial access.
- Existing Federal Integrations: Fieldprint has established, operational integrations and existing contracts with key federal background investigation agencies, such as the Department of Defense (DoD) and the Office of Personnel Management (OPM). Utilizing an alternative vendor could require substantial additional costs and time to establish new secure data pipelines, system integrations, and contractual agreements, leading to unacceptable delays in the critical background investigation process.
- Integrated Identity Management: Fieldprint offers a suite of services that integrates fingerprint collection with other possible requirements, such as secure document management. This integrated approach ensures consistency of data capture, streamlined pre-onboarding processing, and single-vendor accountability, which is not equivalently offered by other providers as a single, seamless service package.
Market research was conducted and included the review of other FBI-approved channelers such as IdentoGO and Certifix. While these companies provide electronic fingerprinting services, they lack the specific combination of guaranteed territorial coverage in U.S. territories and established systems integration with the specific DoD/DCSA systems required for this agency’s mission. No other source was found that could meet the full scope of requirements without significant development costs or operational delays.
