About this file
This is a Standard Form 30 (SF 30) Amendment of Solicitation, Amendment Number 0001, issued by NAVSUP Fleet Logistics Center Norfolk on September 10, 2026. The amendment modifies solicitation N0018926QL391, originally dated September 8, 2026, with an effective date of September 10, 2026. The contracting officer is Mark Carter, and the issuing activity is NAVSUP Fleet Logistics Center Norfolk, Attention Code 301, 1968 Gilbert Street Suite 600, Norfolk, VA 23511-3392.
The amendment updates the Statement of Work for the procurement of Surface Velocity Profile Drifter System (Ice Tracker) buoys for the U.S. Interagency Arctic Buoy Program (USIABP). The government requires 55 total units of rugged, drifting buoys capable of surviving freeze/thaw cycles and harsh sea ice conditions in the Arctic and Southern Oceans. Key specifications include GPS positioning with Iridium satellite telemetry, Lagrangian ice drift tracking (SVP-B without drogue), real-time position reporting via DOD-activated systems, 12V/112Ah alkaline battery pack or greater with 1-2 year operational timeline, battery voltage and surface temperature monitoring, and air pressure measurements. Forty units must be suitable for deployment from C-130 and C-17 cargo aircraft at 300-1,000 feet and 140 knots, while 15 units must support ice-based deployment operations. Units shall be supplied to Dr. Ignatius Rigor at the Polar Science Center, Applied Physics Laboratory, University of Washington. The required delivery date is 90 days after contract award. Buoys must be packaged in specially designed crates to withstand multiple transports, with the contractor responsible for any damage resulting from crate failure. The hour and date specified for receipt of offers is not extended, and acknowledgment of amendment receipt is required prior to offer submission.

STATEMENT OF WORKAND SALIENT CHARACTERISTICS FORSurface Velocity Profile Drifter System (Ice Tracker)The U.S. Interagency Arctic Buoy Program (USIABP) requires rugged, drifting buoys that can survive the annual freeze/thaw cycles, and the harsh sea ice conditions of the Seasonal Ice Zone of the Arctic and Southern Oceans. These buoys must meet the following characteristics:1) The drifter shall have GPS positioning with satellite telemetry, Lagrangian ice drift tracking (SVP-B without drogue), drift velocity and direction measurements, real-time position reporting via DOD activated Iridium satellite systems, 12V, 112Ah alkaline battery pack or greater, 1-2 year estimated operational timeline in polar environments, battery voltage monitoring sensor, Surface Temperature (Ts) monitoring with protected probe, high accuracy Ts, and Air pressure measurements.2) This buoy shall provide internationally recognized current tracking capabilities essential for understanding Arctic Ocean circulation patterns and ice drift predictions.3) The system shall include GPS positioning with satellite telemetry.4) The buoy shall be capable of surviving the annual freeze /thaw cycles, and the harsh sea ice conditions of the Seasonal Ice Zone of the Arctic and Southern Oceans.5) Deployment requirements:a. 40 Units shall be suitable for deployment from C-130 and C-17 Cargo aircraft flying at 300-1000 feet, 140 knots.b. 15 Units shall be suitable for ice-based deployment operations.6) The buoy shall provide reliable data transmission for extended monitoring periods.7) The contractor shall provide SVP Drifter systems (Ice Tracker) with satellite telemetry.8) Units procured should be supplied to the U.S.
Interagency Arctic Buoy Program / U.S. Interagency Program for Antarctic Buoys under the management of Dr.
Ignatius Rigor, Polar Science Center, Applied Physics Laboratory University of Washington, 1013 NE 40th Street, Seattle, WA 98105.9) The Required Delivery Date is 90 Days after contract award.10) Packaging and Responsibility: The buoys must be packaged in crates specifically designed and constructed to withstand multiple transports without damage to the contents, and the vendor will be held responsible for any damage to the buoys resulting from crate failure.Contact Information: TO BE PROVIDED AT AWARD
