ADDENDUM TO 52.212-2 Evaluation Criteria
Award from this RFQ will be to the responsible Quoter whose offer, conforming to the RFQ, is determined to provide the best value to the Government, which may not necessarily be the quote offering the lowest price. The award will be based on the combined evaluations of technical acceptability, past performance and price.
Technical acceptability will be evaluated on an Acceptable/Unacceptable basis; only offerors rated as "Acceptable" on their technical acceptability Quote will then be considered for award. Past performance and price will be subject to the best value tradeoff process, with past performance being more important than price.
The importance of price as an evaluation factor will increase with the degree of equality of the quotes in relation to the non-price factors. When technically acceptable Quotes are considered essentially equal in terms of past performance, or when price is so significantly high as to diminish the value of past performance information to the Government, price may become the determining factor for award. The trade-off process is described below:
If one technically acceptable Quoter is better in terms of past performance and has the lowest price, that Quoter may be considered to be the best value.
If one technically acceptable Quoter is better in terms of past performance, but does not have the lowest price, the Government will evaluate whether the differences in the past performance factor are worth the differences in price. If the differences are considered to be worth the differences in price, the Quoter with the higher price may be considered the better value. If not, the Quoter with the lower price may be considered the better value.
1. Quotes will be evaluated on each of the following factors:
Factor I: Technical Acceptability (acceptable/unacceptable)
A technically acceptable Quote is one that provides pricing on every item specified in the RFQ Attachment 01 and meets all requirements listed Factor I Sub factor I; Delivery & Schedule Confirmation and Factor I Sub factor II; Technical Specification Conformance. Quotes rated technically unacceptable on any Factor I subfactor shall not be further considered for award.
Factor II: Past Performance
i. Relevancy:
1) Very Relevant: Present/past performance effort involved essentially the same magnitude of effort and complexities this Quote requires.
2) Relevant: Present/past performance effort involved much of the magnitude of effort and complexities this Quote requires.
3) Somewhat Relevant: Present/past performance contractual effort involved some of the magnitude of effort and complexities than this Quote requires.
4) Not Relevant: Present/past performance effort did not involve any of the magnitude of effort and complexities this Quote requires.
ii. Confidence Rating:
1) Substantial Confidence: Based on the offeror's recent/relevant performance record, the Government has a high expectation that the Quoter will successfully perform the required effort.
2) Satisfactory Confidence: Based on the offeror's recent/relevant performance record, the Government has a reasonable expectation that the Quoter will successfully perform the required effort.
3) Limited Confidence: Based on the offeror's recent/relevant performance record, the Government has a low expectation that the Quoter will successfully perform the required effort.
4) No Confidence: Based on the offeror's recent/relevant performance record, the Government has no expectation that the Quoter will be able to successfully perform the required effort.
5) Unknown Confidence (Neutral): No recent/relevant performance record is available, or the offeror's performance record is so sparse that no meaningful confidence assessment rating can be reasonably assigned.
Factor III: Price
Total price will be evaluated taking into the account the total FFP value. Price analysis using procedures of FAR 12 will be used to evaluate price reasonableness.
The Government may evaluate any and all information submitted by the Vendor to support the reasonableness of prices quoted. The method of evaluation used by the Contracting Officer is solely within the discretion of the Contracting Officer.
