About this file
This is a Questions and Answers document for a federal solicitation concerning portable toilet trailers and handwashing stations for the USS Kearsarge.
The requirement is for four Executive/Mid-Luxury portable restroom trailers with individual, fully enclosed commodes, air conditioning, and at least one accessible mirror per trailer. Handwashing stations may be internal or external. The trailers must fit within the ship's Aircraft Elevator space (45 ft. x 50 ft.) to accommodate all four units with walking space between them. The rental period extends from June 26, 2026 through July 10, 2026, with trailers onloaded to the ship on June 26, transported to New York City for a July 4th VIP reception, and returned to Norfolk on July 10. Contractors are responsible for delivery to Naval Station Norfolk and removal only; the Husbanding Service Provider will handle waste disposal following the July 4th event. Power will be provided via shipboard 110v/15a receptacles (standard residential-type outlets), potable water hookups will be available, and the Husbanding Service Provider will supply hoses and pumps for waste disposal. Contractors must submit trailer connection outlet sizes, dimensions, weight, and lift requirements with proposals. Equipment must be 3-prong grounded for shipboard use and will undergo safety inspection before connection to the ship's electrical system. Crane support for loading and unloading will be coordinated separately by the Government. Personnel without CACs will require temporary base access credentials and vehicle inspection at Gate 5. A point of contact will be provided to the contract awardee for pre-award coordination.

A12. The trailers will be stored on the ship’s Aircraft Elevator (ACE), which is 45 ft. x 50 ft. The trailers would need to be of a size where the full quantity (four trailers) could fit within this space and allow for walking area between trailers (depending on configuration). Additionally, there is no preference as to whether the handwashing stations are internal or external. However, external handwashing stations would need to fit within the above mentioned space limitations along with the trailers.
Q13. Will crane support or shipboard lifting equipment be provided for loading and unloading the restroom trailers, or is the contractor responsible for all lifting and placement operations?
A13. Contractors are only required to provide delivery of the units to Naval Station Norfolk. Crane support will be coordinated separately by the Government. Contractors shall provide dimensions, weight, and lift requirements with their proposal submissions.
Q14. Are there any specific NAVSEA, shipboard safety, fire protection, or electrical certification requirements beyond those stated in the solicitation?
A14. The only requirement is that the equipment must be 3-prong grounded circuit for shipboard use – the vendor can check the end of the power cable to check to ensure it has a lead for the ground and our electricians will do the safety checks before plugging it into the ship’s system.
