About this file
This is a Questions and Answers (Q&A) document related to a Navy solicitation (N0018926QL163) for services at MCAS Cherry Point.
The document addresses six key inquiries regarding base access requirements, documentation, contract history, and site logistics. Regarding base access, the government clarified that Visitor Access Requests (VARs) will not be utilized for this requirement. Instead, contractors must provide a signed letter with their RFQ certifying that base access will be obtained prior to the period of performance, with standing credentialed access (RAPIDGate or CAC) required at quote submission. Additional details on base access requirements should be obtained from the MCAS Cherry Point Pass and ID office. The solicitation is identified as a new requirement, though the Navy routinely procures similar services. With respect to site resources, the contractor is responsible for providing water per the PWS Scope section, while the government will provide access to an on-site dumping facility. The Q&A does not specify response dates, award dates, pricing terms, set-asides, or contract vehicles, as it focuses solely on clarifying administrative and logistical requirements for quote submission.

1. Q: The PWS Special Conditions require contractor personnel to hold valid base access at the time of quote submission and state that government escorts will not be provided. The incorporated security text (SUPTXT204- 9400) references Visitor Access Requests for short-term duties under 30 days, with government escort. This performance period runs roughly ten days.
For a period this short, is base access via VAR acceptable, or must each contractor/subcontractor employee already hold standing credentialed access (RAPIDGate or CAC) at the time of quote submission?
A Visitor Access Request will not be utilized for this requirement. The contractor shall provide a signed letter in addition to the RFQ certifying that base access will be obtained prior to the period of performance. For more information about requirements for base access please contact the MCAS Cherry Point Pass and ID office.
2. Q: What specific documentation does the Government consider acceptable proof of base access to submit with the quote?
See Question 1.
3. Q: We are performing independent research on the Combined Synopsis/Solicitation (N0018926QL163). We would like to know if this is a brand-new contract OR if there is (was) an incumbent performing these services. If not brand new, could you please provide the current / previous contract number and what the total contract value was?
This is a new requirement, however, the Navy routinely procures these/similar types of services.
4. Q: Will water be provided by the government?
Paragraph 2 of the Scope section in the PWS states that water shall be provided by the Contractor.
5. Q: Is there a dumping facility we can use on site?
Yes
6. Q: How does the government want proof of base access prior to start of the project? Is this required as part of the submission?
See Question 1.
